City Council Meeting Minutes October 25, 2021
I. Call to Order
The October 25, 2021 meeting was called to order by Mayor Lance
Westcamp at 6:30 p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Jason Carr - Director of Finance, Casey Adams - Chief of Police, Jeff
Green - Development Director, Ruthanne Sargus Ross - Clerk of Council
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Adams led the Pledge of Allegiance.
IV. Roll Call

V. Approval of Minutes - October 11, 2021
The October 11, 2021 City Council Minutes stand approved as
submitted.

VI. Business of Guests
A. Michael Ream - 360 West Street
Michael Ream, 360 West Street, wanted to know if City Council had
decided anything on the vehicles parked in front of his house. Nothing
on his side of the street gets removed. When City crews provide leaf
pick up and snow plowing, they go around the eight or so vehicles on
his side of West Street. Administrator King advised that the police have
been monitoring the situation, and it's his understanding the problem
has lessened. Chief Adams remarked that the vehicles have been
moving around more. The cars are parking on the same side of the
street as the fire hydrants. The City will start the legislation process for

no parking on the fire hydrant side of West Street.

Law Director Kevin Shannon requested Council to consider making a
motion to suspend the rules as to the three readings and the effective
date.
Clerk of Council Ross read by title Ordinance No. 2021-057. A motion was made
by Council Member Cleary, seconded by Council Member Hougland, to
suspend the rules as to the three readings and the effective date. The motion
carried by the following vote:

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp attended the Central Ohio Crime Stoppers
Annual Breakfast with Chief Adams and Officer Ryan Ripson. Officer
Ripson received the Law Enforcement Officer of the Year Award. Ryan
Ripson couldn't have made Groveport any more proud with his
acceptance speech. The Mayor commented it was a great honor
representing the City of Groveport for the event.
B. Administrator - BJ King
Administrator King updated Council on the West Bixby Road project.
The intermediate course of asphalt is down. The crew is waiting on the
backfill to pave over the culvert and to install the guardrail. It will be
another two or three weeks before the roadway will be back open.
Tom Walker and Seth Bower will attend the November 8, 2021, Council
meeting to address any concerns and questions about the Municipal
Golf Course and Aquatic Center rate increases.
Mayor Westcamp added a reminder that Trick or Treat night is
Thursday, October 28, 2021, come rain or shine.

Chief Casey Adams announced that the Groveport Police Department
had its Saturday Prescription Drug Take-Back Day and took in about
27.5 lb. of medication.
Lieutenant Josh Short is on the list to attend the John Glenn Public
Safety Leadership Academy. The ten-week course runs from late
March through early June. Lieutenant Short will spend one week in
Washington DC, and the Ohio Casino Commission fully funds the
training. The Sergeants will attend several leadership training courses
as well.
D. Director of Finance - Jason Carr
The Finance Department has submitted the City's delinquent
stormwater accounts to the Franklin County Auditor's Office for
assessment. The total amount for 2021 is $35,559, which is $2,250
less than last year's amount. There was one sewer-only account of
$868 sent for assessment as well.
E. Director of Law - Kevin Shannon
Law Director Shannon has nothing further to report.
F. Development Director - Jeff Green
Development Director Jeff Green and Matt Yerkes from Cultivate met
with Jack Harper with First Service Federal Credit Union, who is excited
about partnering with Groveport. Mr. Harper offered conference space
and office space on the first floor, where there are a lot of cubicles.
Everyone hopes to move forward after the first of the year.
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and John Hougland
Council Member Lockett walked down to the Blacklick Haunted Park
one night with Council Member Cleary. It was quite an event with a lot of
screaming, laughing, and carrying on taking place. Credit goes to
those who put on the event; it takes a lot of work. The weather
cooperated for the most part, with the rain holding off until Sunday.
Council Member Hutson agreed that a lot of work goes into the
Blacklick Haunted Park event; she stopped down at the park herself. It
was pretty neat if you are into that sort of stuff. She reported that she
had a ride-along with Sergeant Westhoven. She thanked Chief Adams
for the opportunity; she enjoyed it. Officers enjoy taking Council

Members and citizens out to show what goes on in Groveport.
Council Member Cleary mentioned the passing of Madison Township
Fireman Marty Bauman. Marty Bauman served on Groveport Council
in the past.
H. Clerk of Council - Ruthanne Sargus Ross
Clerk of Council Ross has nothing further to report.
I. Standing Committees
Council Member Cleary announced that the Cemetery Committee
meeting scheduled for Wednesday, November 3, 2021, is canceled
due to a lack of an agenda.
IX. Other Business
None.
X. Adjournment
A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to adjourn at 6:53 p.m. The motion carried by the following vote:
