RAREY'S PORT AND WERT'S GROVE BUILDINGS, WITH RELATED SITE

Finance Director Jason Carr and Development Director Jeff Green met
with the tenants and acquired quotes from three different vendors to
construct the interior of the two new buildings. The 2022 budget
includes the 1.2 million dollars. The City will not move forward until it
has firm numbers of construction costs of the interiors of both the
Rarey's Port and the Wert's Grove buildings. Council can approve this
Ordinance as written and amend it when Finance brings amendments
to the appropriation carryover balances (which are estimates on Exhibit
A) back to Council in February 2022. At the request of the Finance
Director, Law Director Kevin Shannon requested that Council consider
a motion directing the Finance Director to not disburse any of the bond
monies until February 2022. Mr. Carr added that he could not
recommend that the City have debt transactions until there is a firm
number. 1.2 million dollars is an estimate. The City will pay itself back
internally over 20 years; therefore, the Finance Director has to have a
firm principle number to do a debt transaction. If the costs exceed the
final debt transaction, the matter will come back to Council to consider
any increases. Mr. Hougland interjected that if he were a potential
tenant, it would be a concern to sign a lease when the City hadn't
appropriated monies for the interior construction of the buildings. A
discussion ensued where some expressed concerns about having no
leases or contracts signed before passing this Ordinance.

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp congratulated Mr. Dildine, Mrs. Hutson, Mr.
City of Groveport Page 6

Lockett, and the new Council Member Mr. Jack Rupp on the election
outcome. The Mayor and City staff is looking forward to working with Mr.
Rupp, especially City Council.
Everything is all set for Thursday's Veterans Day Ceremony. Hopefully,
everyone can make it. The ceremony starts at 11:00 a.m., and a lot of
state dignitaries are to attend the event.
Mayor Westcamp announced that Mr. Rupp will continue to serve on
the City’s Personnel Board of Review until the end of 2021. The Mayor
recommended Jeff Fasone to fill the unexpired term (12/31/2021) of
Sheilah Flad.
A motion was made by Council Member Cleary, seconded by Council Member
Hutson, to appoint Jeff Fasone to serve the unexpired term (12/31/2021) of
Sheilah Flad on the Personnel Board of Review. The motion carried by the
following vote:

C. Chief of Police - Casey Adams
Chief Adams met with the new State Representative Latyna Humphrey,
House District 26, to discuss training opportunities for law enforcement.
Tax dollars will fund some of the mandated training in 2022. They had
an open discussion on issues facing law enforcement and society as a
whole. Ms. Humphrey looks forward to meeting with Chief Adams and
the City Council to see how she can help the City of Groveport.
The Chief announced that Sergeant Lou Chan, who started as a
reserve officer with the Groveport Police Department in 1995, turned in
his letter of retirement, effective January 5, 2022. Sergeant Chan
served on third shift for 23 or 24 years of his 25 years of full-time
employment. He made a lot of sacrifices for the City of Groveport and
his family.
Chief Adams announced that Shellie Rimmer is now stateside at Fort
Bliss in El Paso, Texas. The Department anticipates it will take two to
three weeks for her military post in Cleveland to give Officer Rimmer
her final military clearance. The Department hopes to see her back in
Groveport in early December. Everyone is anxious to have her back.

Officer Rimmer will be coming back to three new officers on the force.
Shellie Rimmer's deployment started 13 months ago.
The State of Ohio requires all newly appointed Chiefs of Police to have
40 hours of training. After hearing the struggles of other municipalities,
Chief Adams realizes how fortunate he is to work for Groveport.
Council Member Cleary inquired if the City needs to reinstate the
Volunteer Peace Officers' Dependents Fund Board since the Police
Department now has a reserve police officer. Law Director Kevin
Shannon will get with Clerk of Council Ross to review the State
requirements to get the Board back in place.
Chief Adams mentioned that he monitored the parked cars on West
Street before tonight's meeting. A neighbor parked one vehicle in front
of Michael Ream's house. Mayor Westcamp wants Mr. Ream notified
that Council will discuss the ordinance for West Street at next week's
Committee of the Whole. Council directed Mrs. Ross to mail out letters
to the residents on West Street of the legislation on the Committee's
agenda on Monday, November 15, 2021, for discussion. Chief Adams
will provide Mrs. Ross with the addresses.
D. Director of Finance - Jason Carr
Director of Finance Jason Carr participated in a webinar with the
Regional Income Tax Agency (RITA) on House Bill 197 that gave
updates on the impact of COVID-19 on income tax collections. RITA
covered a gamut of topics and made several recommendations for all
members. When available, Mr. Carr will share the number of tax returns
filed and placed on hold by the individuals requesting a refund based
on how COVID-19 impacted their principal place of work.
E. Director of Law - Kevin Shannon
Law Director Kevin Shannon had nothing further to report.
F. Development Director - Jeff Green
Development Director Jeff Green is meeting with real estate developers
looking for more land for industrial development. The City will be
talking more about Area C and the City's sewer contract. Another study
would determine the costs involved in extending infrastructure. The City
would then decide whether it is economically infeasible to move forward
or estimate the costs of development and what Groveport can expect in
return by developing Area C. Groveport has no more available land.

Developers are willing to come to the table with money. Metro Parks
has been purchasing land; it is buying land on Braun Road. Property
owners are not ready to sell.
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and John Hougland
Council Member Lockett commended the Police Department on Trick
or Treat night. It couldn’t have been better with the officers out all over
the place and engaging and interacting with everyone.
Council Member Hutson thanked everyone for their congratulations,
she is thankful to serve another term.
Council Member Dildine thanked everyone for their congratulations.
Mr. Dildine did not campaign during this last election. Once the
Franklin County Board of Elections certifies the results, he hopes to
learn which precincts are voting on City matters. He wants to see if the
City disseminates information adequately and know where the
boundaries are of each precinct to review which precincts’ voters are
engaged and which are not. It will show the areas that need more
information.
Mr. Dildine would like a formal swearing-in at the first City Council
meeting in January 2022 and invite the newly elected and re-elected
members’ families to attend.
Mayor Westcamp commented taking events to the backyard of the new
developments will get new residents involved. Mr. Dildine suggested
the City utilize its neighborhood parks and City-owned properties to
hold events to include all the precincts.
H. Clerk of Council - Ruthanne Sargus Ross
Clerk of Council Ruthanne Sargus Ross had nothing to report.
I. Standing Committees
Trees & Decorations Committee
Council Member Dildine reported that the Trees & Decorations
Committee meeting on November 8, 2021, was canceled. John Detty
reached out to Lisa Bowers, the City's State Forester, concerning the
Committee's six meetings a year. Due to COVID-19, the City's Trees &
Decorations Committee does not need to meet for this 6th meeting
since nothing was on the agenda. The Committee can start fresh in
2022 with the replacement of Patty Storts so that Jessica Wyke or
whoever will serve the Committee is up to speed. Therefore, the City is
not in violation of its Tree City USA status.

Jason Carr added that the Trees & Decorations Committee had
discussions this past year on benches. Those benches are in, and
John Detty will pick them up to take them back to the shop.
