Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Jeff Green - Development Director, Ruthanne Sargus Ross - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Council Member Hilbert participated in the meeting virtually. A motion was made by Council Member Rupp, seconded by Council Member Cleary, to excuse Council Member Dildine from tonight's meeting. City of Groveport Page 3 City Council Meeting Minutes March 14, 2022 C. 1st Readings None VIII. Reports A. Mayor - Lance Westcamp Mayor Westcamp, Administrator King, Finance Director Carr, and Council Member Lockett met with the Groveport Madison School District Superintendent and Assistant Superintendent to deliver a check for their share of the income tax revenue. They received a formal invitation to be at the School Board meeting next Wednesday at 7:00 p.m. to present the $1,205,681.83 check. Mayor Westcamp extended the invitation to all Council Members. The income tax revenue sharing with the Groveport Madison School District goes back to 1999 when the City and GMSD entered into a 50/50 partnership to share the income tax revenue. A memorial service for former Groveport Chief of Police, Ralph O. Portier, will be held on Saturday, March 19, 2022. B. Administrator - BJ King Administrator BJ King congratulated Finance Director Jason Carr and his staff for receiving the GFOA awards. The City is in a good place with the planning of the 4th of July event. Planning will start for the City's other events. The Groveport Madison School District will hold its 2022 State of the Schools Celebration on Thursday, March 24, 2022. The event takes place at 7 p.m. at the Groveport Madison High School. The Groveport Recreation Center will have an information booth at the event to promote memberships, lifeguards, and workers. The GYAA (Groveport Youth Athletic Association) will also have a booth at the High School. Mr. King thanked Council Member Jack Rupp for suggesting the City collaborate with the GYAA. Chief of Police - Casey Adams Chief Adams commended Town Hall staff and the Groveport Moose Lodge on last Friday's First Responder luncheon for the Groveport police officers and the Madison Township firefighters. Franklin County Sheriff Baldwin stayed to talk to all those present for the whole event. D. Director of Finance - Jason Carr Finance Director Jason Carr updated Council on the Federal money the City will receive this year related to the American Recovery Act. Groveport's original allocation was $588,805.70. Some entities chose not to participate, so the Federal government reallocated the funds causing the City to receive an additional $1,175.32. Groveport's total was about $590,000. The Administration entered into a contract with Foss Excavating for the Hickory Alley storm sewer project. Including engineering fees, the project total is $465,869, leaving the City $124,112 to spend on other projects; one is the Elmont Place force main project. Council Member Cleary talked to Mr. Carr about the rising cost of gasoline. The City has used 40% of its budget line item for fuel. Mr. Cleary doesn't want to see the Police Department take a conservative role. He doesn't want to cut fuel usage or isolate any particular department. But he strongly feels that crime is not going to go down. He does not want to see cutting the City's police patrol moving forward because he thinks that crime will only get worse. Chief Adams has already talked to Lieutenant Short and Sergeant Westhoven, the new fleet manager, about cutting back on the idle hours to warm or cool vehicles. He also wants to see more bicycle hours. Officers will be more visible in the neighborhoods on bicycles. The Chief plans to utilize the new Polaris Ranger side-by-side to move around the parks. He has instructed his new sergeants to keep in mind the need to spread their staff in different locations throughout the City. Council Member Rupp asked if there are limitations on the American Rescue Funds. Mr. Carr advised that the limits are broader than the original rules and regulations. If Mr. Rupp's thought is to allocate some of the funds to fuel, Mr. Carr will research the matter. E. Director of Law - Kevin Shannon Law Director Kevin Shannon had nothing further to report. Development Director - Jeff Green Development Director Jeff Green commented the City received notice that Specialized Bicycles is relocating. The company is on Opus Drive and has outgrown its space, so it's moving into a larger space in Columbus. Mr. Green met with a company that is taking over the distribution for Stella & Dot. Hollingsworth is a third-party logistics company that distributes for CVS, Kroger, and several other retailers. Hollingsworth will take over the space once Specialized Bicycles has vacated the building. The company will create an additional 200 new jobs in the existing space. Mrs. Hilbert asked if Mr. Green had heard anything back from FedEx about the vacant storefronts in Groveport Plaza by Kroger. Mr. Green said FedEx was not interested in the Kroger shopping area or any other space in Groveport. The yoga business couldn't afford the rent in Groveport Plaza. There are three or four vacant storefronts in the Groveport Plaza. Mayor Westcamp directed Mr. Green to set up a meeting with Casto and inform Council Members of the time and place. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Council Member Hilbert plans to participate virtually for the next two scheduled Council meetings in March. Council Member Cleary reported on the meeting with the GYAA; their GYAA numbers are up, and the City is working on getting the diamonds in shape. The group will participate in the 4th of July parade. The Association is short on sponsors, so Mr. Cleary announced, on Mayor Westcamp's behalf, that they decided to pass the hat for donations to sponsor a team. It is $250 to support a team. If anyone wants to donate, Mr. Cleary will collect monies at next week's Committee of the Whole meeting. The back of a team's shirts will display the City of Groveport. On the City's behalf, Mr. Cleary will donate any amount over the $250 to the GYAA for hardship cases. The Mayor thanked Jack Rupp again for getting the ball rolling on forming a partnership with the school district, GYAA, and the City. H. Clerk of Council - Ruthanne Sargus Ross Mayor Westcamp congratulated Ruthanne Ross on the birth of her City of Groveport Page 6 City Council Meeting Minutes March 14, 2022 newest grandchild. I. Standing Committees Mayor Westcamp asked if Mr. Cleary had a Cemetery Committee meeting date set. Mr. Cleary said they were still looking for someone to take over the preparations of the meeting agendas and minutes. Administrator King will connect with Mr. Cleary to set a date and time for the next meeting. Mr. Cleary mentioned Council Member Dildine had the same concerns about a date and time for a Trees & Decorations Committee meeting. IX. Other Business Council Member Rupp asked for an update on the condition of the suspension bridge at the Groveport Municipal Golf Course. Mr. King responded that Shaw & Holter Inc. inspected the bridge, and he signed a quote for fixing some rebar, a tension rod, and some re-welding. The company will also replace two U-bolts and provide four additional U-bolts. The cost was much less expensive than anticipated at $3,500. Harbor Concrete Construction, LLC will repair the cart bridge concrete approach and wall cap. Harbor Concrete quoted concrete repairs at $7,825. The back nine is open for patrons to play the course.
