Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Jeff Green - Development Director, Ruthanne Sargus Ross - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Clerk of Council Ross read by title Ordinance No. 2022-015. This Ordinance was referred to the Committee of the Whole. Ord. 2022-016 AN ORDINANCE CREATING THE POSITION OF PARKS AND FACILITIES SUPERINTENDENT, ACCEPTING THE POSITION DESCRIPTION AND ESTABLISHING THE PAY GRADE, IN THE PUBLIC WORKS DEPARTMENT AND THE DECLARATION OF AN EMERGENCY Sponsors: Rupp Attachments: Ord. 2022-016 P&F Superintendent attachment.pdf Law Director Kevin Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date so this position can be in place immediately. Given the vacancy from the prior office, it is paramount that this position be filled. Mr. King added that the percentages of duties to be performed are based on the review of the parks maintenance and the facilities maintenance. The percentages are not steadfast and true, at best they are just a guess. Clerk of Council Ross read by title Ordinance No. 2022-016. A motion was made by Council Member Rupp, seconded by Council Member Dildine, to suspend the rules as to the three readings and the effective date. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rupp Council Member Cleary asked if the City had an internal posting for the position. When a current employee who does not have all the City of Groveport Page 4 City Council Meeting Minutes March 28, 2022 requirements applies for the job, does the City give them time to obtain all the qualifications? Mr. King stated that the City has the ability, any time it makes an offer of employment, to make that employment contingent on obtaining the requirements within a specific period. Council Member Dildine suggested the City offer classes to individuals within each division of the City's organization, so they will be ready to move up within the organization. A motion was made by Council Member Rupp, seconded by Council Member Lockett, to adopt as emergency legislation. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rupp VIII. Reports Mayor Westcamp asked if anyone had any questions for Law Director Kevin Shannon. Mr. Shannon had to leave for personal reasons. A. Mayor - Lance Westcamp Mayor Westcamp announced that Arbor Day is scheduled for April 29, 2022. B. Administrator - BJ King While Administrator BJ King was at the Recreation Center today talking about getting the outdoor pool ready for the season, a man and his son came in asking questions about joining the Recreation Center. The front desk was busy trying to help when Mr. King asked if they wanted a tour of the facility. They ended up signing up for a family membership. C. Chief of Police - Casey Adams Chief Casey Adams reported Kevin Landers with Chanel 10 will air an investigative story on Thursday at 6:00 p.m. Chief Adams reached out to State Representatives Latyna Humphrey and Richard Brown about getting legislation on the loopholes Detective Gilbert discovered during his investigation of the catalytic converter thefts. D. Director of Finance - Jason Carr Finance Director Jason Carr advised Council that the City has approximately $7.5 million in its STAR Ohio accounts, earning interest at 3.5%. With the recent change in rates, the City will slowly reinvest City of Groveport Page 5 City Council Meeting Minutes March 28, 2022 that money in higher securities for up to two years for better rates. E. Director of Law - Kevin Shannon Law Director Kevin Shannon left the meeting at 6:42 p.m. F. Development Director - Jeff Green Development Director Jeff Green had nothing further to report. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Council Member Hilbert thanked Mrs. Hutson for running last week’s Committee of the Whole meeting. Council Member Lockett commented that the young man City officials and City staff supported last year is looking for sponsorship again. Cam Lindsay won the 2021 Jr. Honda Championship in the Buckeye Quarter Midget Racing Association Winternationals. All monies collected for this sponsorship were donated by individuals, not the City of Groveport. Council Member Cleary reported that City officials, City Administrative staff and the Groveport Police Department contributed $620 of personal funds to the Groveport Youth Athletic Association (GYAA). The GYAA thanked Mayor Lance Westcamp, City Administrator BJ King, and multiple city council members on social media. The Association has increased its number of teams for this season. Saturday, April 2nd is “Field Clean-up Day”. Mayor Westcamp recognized Council Member Jack Rupp’s contribution to getting the City of Groveport to collaborate with the GYAA and the Groveport Madison School District for the benefits these partnerships bring to the Groveport community. Council Member Dildine announced that Wes Welch, a former Groveport City Councilman, is retiring after 28 years of service with the Madison Township Road Department. The Township is having a BBQ-style retirement lunch at Fire Station 181 on Thursday, at 11:30 a.m. The Madison Township Fire Department received word that the organization, USA Patriots, an amputee softball team, wants to play a softball game in Groveport. The USA Patriots hope to schedule a game against the Groveport police officers and Madison Township firefighters in July 2023. City of Groveport Page 6 City Council Meeting Minutes March 28, 2022 H. Clerk of Council - Ruthanne Sargus Ross Clerk Of Council Ruthanne Sargus Ross had nothing further to report. I. Standing Committees Trees & Decorations Committee Council Member Dildine read the updates from Public Service Director Brian Strayer on the City's tree maintenance plan. · Maintenance is progressing on the top one hundred trees based on the Priority Tree Maintenance List created by Davey Resource Group. · Arbor Barber has pruned sixty-five trees; two examples are in front of Little Italy's Pizza. · Public Works crews planted twenty-eighty trees along roadsides in December. City staff will plant the remaining fifty-two trees this spring. · Maintenance on the next grouping of one hundred trees is in the planning stage for early 2022. The Committee elected Scott Clinger as Chairperson and Bruce Smith as Co-Chair. The Trees & Decorations Committee has a vacancy to be filled by the mayor's appointment. It will also look for a replacement to fill the secretarial role vacated by Patty Storts. Preparations for the upcoming events of the year included: · Arbor Day, April 29, 2022, will include tree plantings at Glendening and Groveport Elementary schools. Memorial Day, May 30, 2022, will have the parade at 1 pm. This year's twelve hometown banners have been sold. The Committee is still working on all the details. · Halloween Park, October 14 and 15, 2022. This year, it will feature a kids-only time from 1 pm to 3 pm. · Apple Butter Day, October 8, 2022, will be back to full scale. The Committee will have a booth distributing trees, cookies, apples, and a new "Apple Butter Day" pin. · Holiday Decorations; the Committee will look at its inventory, what can be enhanced, and implement new ideas. · 2022 Meeting Schedule is back on schedule with the meetings set close together to meet the six annual meetings requirement to maintain Tree City USA status. April 25, 2022, is the next meeting. The Committee plans to dedicate a tree to former Chief of Police Ralph Portier at the Police Department. Cemetery Committee Council Member Cleary will contact Administrator King to set up a Cemetery Committee meeting. IX. Other Business None.
