Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Jeff Green - Development Director, Ruthanne Sargus Ross - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Hilbert, seconded by Council Member Hutson, to excuse Council Member Dildine from tonight's meeting. Ordinances and Resolutions A. 3rd Readings Ord. 2022-015 AN ORDINANCE APPROVING THE RECODIFICATION, EDITING, AND City of Groveport Page 1 City Council Meeting Minutes April 25, 2022 INCLUSION OF CERTAIN ORDINANCES AS PARTS OF THE VARIOUS COMPONENT CODES OF THE CODIFIED ORDINANCES OF GROVEPORT, OHIO AND THE DECLARATION OF AN EMERGENCY Sponsors: Lockett Law Director Kevin Shannon requested Council to consider making a motion to adopt this ordinance as emergency legislation. The matter had its three readings, and there is emergency language in the body. Therefore, there is no need for a suspension of the rules. Clerk of Council Ross read by title Ordinance No. 2022-015. Mayor - Lance Westcamp City of Groveport Page 3 City Council Meeting Minutes April 25, 2022 Mayor Westcamp received a call from Pastor Joe Arata that TurnPoint Church is having a National Day of Prayer on Thursday, May 5, 2022, at 7 p.m. The Pastor sends an invitation to all the Council Members and anyone who would like to attend. The Mayor, Administrator King, Madison Township Administrator Susan Brobst, School Officials Paul Smathers and Jeff Altman, and Terri Christensen and Bob Garvin with the Southeastern Franklin County Chamber of Commerce are organizing a group valedictorian breakfast. The Chambers will make invitations to all 22 valedictorians from Groveport Madison High School. Still in the planning stages, the breakfast is set for Monday, May 23, 2022, at 7:30 a.m. at The Paddock Pub. Once all the details are in place, Council will receive invitations to the event. Mr. King added that the breakfast kickoffs a week of celebration for the seniors graduating at the end of that week. B. Administrator - BJ King Administrator BJ King reminded Council about Arbor Day on Friday, April 29, 2022, starting with the tree planting at Glendening Elementary at 1:30 p.m. and another at Groveport Elementary at 2:30 p.m. Mr. King announced that with the nice weather this past weekend, the City’s Golf Course averaged 160 rounds of golf on Friday, Saturday, and Sunday. It’s a good indication of what the City can anticipate during the upcoming season. Chief of Police - Casey Adams Chief Casey Adams reported that Officer Shellie Rimmer had surgery, and everything looks well. Hopefully, she will come up with a plan of when she will be able to return to work. The Chief doesn’t expect it will be before the end of the year or even the beginning of next year with the significant knee injury she incurred. Chief Adams, Lieutenant Short, and Mrs. Bray at Groveport Elementary will meet to discuss traffic patterns and other improvements for next year’s school year. The plan is to strategize before next year begins to get ahead of the game. There are many issues to consider in the matter. D. Director of Finance - Jason Carr City of Groveport Page 4 City Council Meeting Minutes April 25, 2022 Finance Director Jason Carr advised Council that the City of Groveport will participate in the 2022/2023 non-filing delinquency program offered through the Regional Income Tax Agency (RITA). The program consists of two parts noting the first part is a letter campaign for non-filers. Then those who don’t respond to those non-filing notices are issued an administrative subpoena. The program begins after the extension date, October 17, 2022, for individuals who do not file a 2021 tax return. E. Director of Law - Kevin Shannon Law Director Kevin Shannon had nothing further to report. F. Development Director - Jeff Green Development Director Jeff Green stated this week is the punch list walk-through at the Rarey’s Port building. The fencing and the job trailer will be gone this Friday, and Miller-Valentine will officially hand over the building to the City. On Wednesday, Mr. Green meets with Jeff Miller with Delaney’s Diner and the architect on-site. The contractor will cut the grass before vacating the site. CouG Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky . Hutson, Scott Lockett and Jack Rupp Saturday, Council Member Lockett attended the Princess Party held at Town Hall. There were many things to do for the 20 princesses and their escorts. Food, singing, and dancing were among them. H. Standing Committees Cemetery Committee meeting is scheduled Wednesday, May 4, 2022 at 4:00 p.m. in the Council Chambers. IX. Other Business Executive Session Law Director Kevin Shannon requested Council to consider making a City of Groveport Page 5 City Council Meeting Minutes April 25, 2022 motion to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G) to discuss a matter of public employment, to include all members of Council, the Mayor, himself, the Administrator, and the Human Resources Director/Personnel Director.
