Call to Order Mayor Lance Westcamp called the City Council special meeting to order at 5:45 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Ruthanne Sargus Ross - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Jack Rupp led the Pledge of Allegiance. IV. Roll Call Present: 6 - Shawn M. Cleary, Edward Dildine, Jean Ann Hilbert, Becky Hutson, Scott Lockett, and Jack Rupp Certification of Special Meeting Notice Clerk of Council Ross certified that she posted the notice of Mayor Westcamp's letter to call a special City Council meeting on all four (4) Council information posting boards and notified Rick Palsgrove of the Groveport Messenger via email on Thursday, April 28, 2022. V. Ordinance 2022-022 Ord. 2022-022 AN ORDINANCE CREATING THE POSITION OF FULL-TIME HUMAN RESOURCES GENERALIST, ACCEPTING THE POSITION DESCRIPTION AND PAY GRADE THEREFORE AND THE DECLARATION OF AN EMERGENCY Sponsors: Hutson Attachments: HR GENERALIST.pdf Administrator BJ King thanked Council for coming together to consider this legislation. As previously discussed, Administration is trying to move forward to get personnel matters in order. Mr. King feels this position is necessary for the organization of the City of Groveport. The City currently has approximately 200 full-time and part-time City of Groveport Page 1 City Council Meeting Minutes May 2, 2022 employees. Law Director Kevin Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. Clerk of Council Ross read by title Ordinance No. 2022-022. A motion was made by Council Member Hutson, seconded by Council Member Hilbert, to suspend the rules as to the three readings and the effective date. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rupp A motion was made by Council Member Rupp, seconded by Council Member Hutson, to adopt as emergency legislation. Council Member Rupp withdrew his motion. A motion was made by Council Member Hutson, seconded by Council Member Rupp, to adopt as emergency legislation. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rupp VI.
