Call to Order Mayor Lance Westcamp called the City Council meeting to order at 9:00 a.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Jeff Green - Development Director, Ruthanne Sargus Ross - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. Ordinances and Resolutions A. 1st Readings City of Groveport Page 1 City Council Meeting Minutes September 15, 2022 Ord. 2022-032 AN ORDINANCE AMENDING ORD. 2021-050 (ADOPTED 11/08/2021) AUTHORIZING THE ISSUANCE OF BONDS IN AN AMOUNT NOT TO EXCEED $2,200,000 FOR THE PURPOSE OF CONSTRUCTING, FURNISHING, EQUIPPING AND IMPROVING THE RAREY'S PORT AND WERT'S GROVE BUILDINGS, WITH RELATED SITE IMPROVEMENTS AND APPURTENANCES THERETO, AND APPROVING RELATED MATTERS Sponsors: Hilbert Law Director Kevin Shannon advised that staff had requested Council to consider making a motion to suspend the rules as to the three readings. If Council votes on the matter today and the action is successful, as an appropriations ordinance, it will go into effect immediately. Clerk of Council Ross read by title Ordinance No. 2022-032. Other Business Deemed Appropriate and Necessary by Council President Pro-Tem Hilbert asked for a motion to cancel the Committee of the Whole meeting scheduled for September 19, 2022, for lack of an agenda. Development Director Jeff Green met with the Project Manager for Construction One. He was given a 13-week project timeline for the interior build-outs of the two new buildings. Administrator King asked for a date for the construction to begin. Mr. Green would start the 13-week timeline on September 26, when the plumbers are on site. The General Contractor will need to schedule many subcontractors; the plumbers are to begin on September 26, 2022. Mayor Westcamp suggested that Mr. Green relay to the Project Manager that it would be helpful if Construction One parked their equipment in the rear of the public lot. So it won't take up the designated parking spaces for Ace Hardware. Mr. Green has a meeting this afternoon to go over site-related issues. The City will ensure that Construction One meets the same consideration as during the construction of the building. The 13 weeks would put the opening of the facilities at Christmas time. The kitchen areas are more complex, with a six-week turnaround period. The rest of the spaces are simpler and will take place while work is going on in the kitchen areas. A motion was made by Council Member Cleary, seconded by Council Member Dildine, to cancel the September 19, 2022 Committee of the Whole meeting for lack of an agenda. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rupp IX.
