I. Call to Order
Mayor Lance Westcamp called the City Council meeting to order at
6:30 p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Jason Carr - Director of Finance, Kurt Blevins - Police Captain, Mindy
Kay - Clerk of Council
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Captain Blevins led the Pledge of Allegiance.

Administrator King stated that if this is going to be approved, this is the
final meeting we have to do it before it expires. Law Director Shannon
specified that the time frame is 120 days from the date the Clerk first
lays it before Council for its consideration. Mr. King said we will not
have another meeting before the 120 days. Mrs. Hilbert acknowledged
that nobody is here on behalf of this ordinance. Mr. King said the
petitioners were made aware of the time frame and reminded each
time they requested for it to be postponed. Mr. Cleary asked why they
kept requesting to postpone, to which Mr. King had no answer. Mrs.
Hilbert suggested she make a motion to postpone indefinitely. Mr.
King said the ordinance would then fail. Administrator King and
Council further discussed the option of accepting the ordinance with a
development agreement. Law Director Shannon explained the City
has never passed a pre-annexation agreement before. He said what
applicants typically do is apply for the annexation and the rezoning at
the same time. It goes through the annexation process with the county
and the rezoning process through our Planning and Zoning
department. Once everything is approved, we have it timed where the
acceptance of the annexation happens first, then we approve zoning.
What’s been done here is, the applicant hasn’t really put together what
they want to do. Mr. King stated he suggested the applicant let it
expire and come back and reapply when they have a full plan in place.
Mr. Shannon explained that the statute states if it is not acted upon
within 120 days it is considered as not being consented to. He said
that, in his opinion, postponing indefinitely would be a preferable way
for Council to go if they don’t want to vote it down. Council further
discussed the option of postponing the ordinance indefinitely.
A motion was made by Council Member Dildine, seconded by Council Member
Hutson, to postpone indefinitely . The motion carried by the following vote:

GROVEPORT BY AMENDING CHAPTER 182 - INCOME TAX, AND

Mayor Westcamp reported that he has a few board members to
reappoint for 2024. He first recommended Mr. Cleary and Mr. Dildine
to the Volunteer Peace Officers’ Dependents Fund Board.
A motion was made by Council Member Rupp, seconded by Council Member
Hilbert, to appoint Mr. Cleary and Mr. Dildine to the Volunteer Peace Officers’
Dependents Fund Board. The motion carried by the following vote:

Mayor Westcamp recommended another term for Luke Watkins for
another three years on the Personnel Board of Review.
A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to appoint Luke Watkins to the Personnel Board of Review. The motion
carried by the following vote:

Mayor Westcamp recommended Mrs. Hutson for another one-year
term on the Planning & Zoning Commission.
A motion was made by Council Member Dildine, seconded by Council Member
Hilbert, to appoint Mrs. Hutson to the Planning & Zoning Commission. The
motion carried by the following vote:
Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rupp
Mayor Westcamp recommended himself, Mr. King, Mr. Shannon, Mr.
Carr, Mrs. Hilbert, and Ms. Kay for another term on the Records
Commission.
A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to appoint Mayor Westcamp, Mr. King, Mr. Shannon, Mr. Carr, Mrs.
Hilbert, and Ms. Kay to the Records Commission. The motion carried by the
following vote:
Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rupp
Mayor Westcamp recommended Mr. Dildine as the Council rep for the
Trees and Decorations Committee.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to appoint Mr. Dildine to the Trees and Decorations Committee. The
motion carried by the following vote:
Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rupp
Mayor Westcamp recommended appointing Heidi Christensen as a
new member to the Trees and Decorations Committee to replace
Dawn Bellamy, and to reappoint Scott Clinger.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to appoint Heidi Christensen and to reappoint Scott Clinger to the
Trees and Decorations Committee. The motion carried by the following vote:

Mayor Westcamp recommended Bruce Smith to the Board of Zoning
Appeals.
A motion was made by Council Member Hilbert, seconded by Council Member
Cleary, to appoint Bruce Smith to the Board of Zoning Appeals. The motion
carried by the following vote:
Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rupp
Mayor Westcamp said his only other business is to remind everyone
of Heritage Holiday on Sunday 3:00pm to 6:00pm.
B. Administrator - BJ King
Administrator King spoke about Heritage Holiday and recommended
being there at 6:00 for the tree lighting and possible surprise twist this
year. He then reported there was a good turnout for the ribbon cutting
at Lissy Bee’s Boutique and he is looking forward to her having a long
and prosperous business in our community.

Council Member Rupp mentioned the camera trailer that has been
sitting at Kroger for some time now. He said he knows it gets moved
around the community so everybody benefits from it based upon
what’s happening. He added that it’s a private concern from the
corporations that it’s providing protection for, and said he thinks that
they have a responsibility for some protection of their area. He
questioned if we should be charging them for the use of our trailer or
should we encourage them to purchase their own or put security
protection out there. You go to a lot of shopping centers and they have
special duty officers there. He said he understands the need for the
trailer and doesn’t want to put stipulations on it, but they have a
responsibility to protect their parking lot as well as those businesses.

Mrs. Hutson suggested finding out what Gahanna does, as they have
their camera trailer in the Kroger parking lot permanently. Mr. Dildine
said the stores on Refugee Road and Gender Road both had them
from CPD. Mr. Shannon said the Walmart in Reynoldsburg has one as
well. Mr. Rupp stated they put that out there for the holidays and
thinks they have an officer as well. Mr. King said we will look into it.
Mr. Dildine mentioned the meeting schedule and how there are no first
readings for the upcoming Committee of the Whole Meeting on the
eleventh and inquired if we should cancel. Mrs. Hilbert agreed.
A motion was made by Council Member Hilbert, seconded by Council Member
Rupp, to amend the schedule and cancel the Committee of the Whole meeting
on December 11, 2023. The motion carried by the following vote:
Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rupp
