Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Present: 6 - Edward Dildine, Becky Hutson, Scott Lockett, Jack Rupp, Jean Ann Hilbert, and Shawn M. Cleary V. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary B. 2nd Readings Ord. 2024-003 AN ORDINANCE RECLASSIFYING THE FITNESS COORDINATOR POSITION TO FITNESS MANAGER IN THE RECREATION DEPARTMENT Sponsors: Cleary This Ordinance was read by title Ord. 2024-004 AN ORDINANCE AMENDING THE ZONING MAP AS TO APPROXIMATELY 18.64 ACRES, MORE OR LESS, OF THE FOLLOWING TRACT OF LAND, LOCATED NORTH SIDE OF GROVEPORT ROAD, PARCEL NUMBERS 185-002772, 185-002773, 185-002774 AND 185-000921 OWNED BY, DAVID & DAWN ARLINGTON AND ROGER J. STUDLEY FROM RURAL (R) TO PLANNED INDUSTRIAL PARK (PIP). Sponsors: Lockett Attachments: Ord. 2024-004 Exhibit A.pdf Ord. 2024-004 Exhibit B.pdf Law Director Shannon informed Council that the application for this ordinance and Ord. 2024-005 had been withdrawn by the applicants. He suggested Council make a motion to postpone indefinitely, thus removing the ordinances from our agenda and allowing the applicants to come forward with new legislation when they are ready. A motion was made by Council Member Lockett, seconded by Council Member Hilbert, to postpone indefinitely. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary Ord. 2024-005 AN ORDINANCE APPROVING THE FINAL PLAT FOR 5600, 5610 AND 5620 GROVEPORT ROAD, PARCEL NUMBERS 185-002772, 185-002773, 185-002774 AND 180-000921, CLOUS ROAD PARTNERS, APPLICANT. Mr. Shannon confirmed that the process would start all over. A motion was made by Council Member Rupp, seconded by Council Member Dildine, to postpone indefinitely. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary Ord. 2024-006 AN ORDINANCE AMENDING ORDINANCE NO. 2022-043 (ADOPTED 11/28/2022) ESTABLISHING GOLF RATES AND FEES FOR THE GROVEPORT MUNICIPAL GOLF COURSE. Reports A. Mayor - Lance Westcamp Mayor Westcamp reported that the City had given Motts Military Museum their annual donation and that Mr. Motts will be attending the March 18th Committee of the Whole meeting to thank Council. B. Administrator - BJ King Administrator King stated we have about six military banners left and inquiries can be made to Town Hall. He reported on the heavy hauls and that we still don’t know exactly when they’re going to come through Groveport. Mayor Westcamp added to the military banners discussion by stating the fine print states the person shall have lived in the City of Groveport at some time, but if someone is in need of purchasing a banner they will make an exception. He encouraged those interested to reserve theirs while we still have them. Mr. King then spoke about how he, Council Member Cleary, and Mike Poirier City of Groveport Page 3 City Council Meeting Minutes February 12, 2024 went to the High School today to talk to their construction class, and how they are moving forward with constructing a shelter house at Cruiser Park. Mr. Cleary expressed how impressed he was with the program, its instructor, and its students’ abilities. He said many of them are likely to get hired by construction companies right out of high school at a prevailing wage. Council and staff then discussed the cost and parameters for the shelter house. #028-2024 Admin Report to Council Attachments: Admin Report to Council February 12.pdf C. Chief of Police - Casey Adams Chief Adams reported that the PD’s new hire Robert Ross will be starting February 29th and gave highlights of his employment history. He then spoke about Intel’s heavy hauls and the route they will take through Groveport. Council and staff discussed communication between the Police and Fire Departments in the area and the meeting that will be held on Friday with all involved. Chief Adams added that the hauls are supposed to be only on the weekend but is hoping for clarification. Council and staff then expressed their concerns on the timeline, weight of the trucks, potential damage to our roads, and a potential maintenance bond we are waiting to get for road repairs. D. Director of Finance - Jason Carr Finance Director Carr stated that the new credit card process was successful and did not receive many complaints or issues during the utility cycle. He then reported that Clerk of Court Rachel Ricker and Clerk of Council Mindy Kay will be cross training to serve as a backup to each other. Mrs. Ricker is also being utilized in the Finance Department to better our segregation of duties and timeliness. Mr. Rupp inquired if the work load would be overburdening. Mr. Carr assured Council that it would not be. E. Director of Law - Kevin Shannon F. Development Director - Michael Loges G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Mr. Rupp reported that he had attended the Apple Butter Day and City of Groveport Page 4 City Council Meeting Minutes February 12, 2024 Fourth of July Committee meetings. He said both committees discussed big changes with their events. Mayor Westcamp commented that the meetings went very well and was excited to share a resident’s idea to have a homemade apple pie contest at Apple Butter Day. Mr. Rupp then informed everyone that the school board meeting is being moved from Wednesday to Friday, as a public hearing is scheduled Wednesday. Mr. Lockett stated that he wants to make sure we lock in a date for Groveport Day this year. He said we had it two years ago and it was a big success and wants to make sure there is plenty of publicity surrounding it this year. H. Clerk of Council - Mindy Kay I. Standing Committees Mr. Cleary gave highlights from the Cemetery Committee meeting on February 7th. He stated that residents have expressed a desire to have memorial benches in the Cemetery. He and Mr. Dildine discussed keeping the details uniform with what the Trees and Decorations Committee have in place. Mayor Westcamp inquired if we had collected insurance on the accident where a truck ran into the cemetery fence and some headstones. Council and staff discussed the outcome of the accident and moved on to discuss repainting the fence versus replacing it. Mr. Dildine reported that the Rules of Council meeting will be held on February 26th at 5:30. IX. Other Business Law Director Kevin Shannon requested Council to consider making a motion to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G) to discuss personnel related matters, the matter of acquisition, sale, and/or lease of real property. To include all members of Council, the Mayor, himself, the Administrator, the Finance Director, the Personnel Director, and Mike Poirier. A motion was made by Council Member Cleary, seconded by Council Member Dildine, to go into Executive Session at 7:00pm. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary A motion was made by Council Member Hilbert, seconded by Council Member City of Groveport Page 5 City Council Meeting Minutes February 12, 2024 Dildine, to come out of Executive Session at 8:29pm with no action taken. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary X. Adjournment Council Member Cleary made a motion, seconded by Council Member Hilbert to adjourn at 8: 30 p.m. All in favor stated AYE, None Opposed.
