I. Call to Order
Mayor Lance Westcamp called the City Council meeting to order at
6:30 p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Jason Carr - Director of Finance, Casey Adams - Chief of Police, Brian
Strayer - Public Services Director, Seth Bower - Recreation Director,
Joyce Myers - Personnel Director, Trevor Swackhamer - Director of

Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.

VII. Business of Guests
A. JoEllen Stebelton
JoEllen Stebelton greeted Council and proceeded to express her
opposition to Ordinance 2024-009. She stated her opposition is not to
the proposed zoning but to the proposed use of those parcels, as she
believes we already have enough warehouses. You see warehouses
while entering Groveport from the south as well as the north. She went
on to say that there is another retention pond in the proposed plans.
We already have a goose problem that stalls traffic and we do not

need yet another impairment. She then raised the issue of a right turn
only out of the parking lot of a warehouse on the south side, yet she
has observed cars and trucks making that left turn anyway. She added
that depending on how the turns will be for the proposed site, we may
see some of the same thing and accidents could happen. She
continued to express her concerns about traffic and her opposition to
another warehouse in that area.
B. Lauren Cardoni, MORPC - Metropolitan Transportation Plan Update
Lauren Cardoni presented the 2024-2050 Draft Metropolitan
Transportation Plan to Council. Mrs. Cardoni, Council, and Staff
discussed the draft project at length.

C. Josh Saunders
Josh Saunders introduced himself as the Commander of the American
Legion Robert Dutro Post 486 Post for Groveport and Canal
Winchester. He gave a brief summary of the Post’s history,
responsibilities, and presence in the community, including the
assistance of 868 veterans in the area. He explained that the Post
struggles with not having a home base, and has learned that
KidSpace has secured another location. He said the current KidSpace
building on Wirt road is under consideration to be turned into a parking
lot. He proposed that instead of spending $500,000, according to the
messenger, to create a parking lot, or spending money to repair the
building, the City could donate the building to the Robert Dutro Post
486. He stated that any necessary repairs to the building could be
done through the American Legion grants instead of Groveport
taxpayers. He went on to express how the building has been a part of
the community and how it could continue to be through outreach,
counseling, veteran connections, and the sponsoring of youth
programs. He requested Council’s consideration to donate the
building, as well as a reconsideration of the current repair estimate, a
detailed understanding of the site’s current conditions. He concluded
by stating that our veterans would be able to breathe easier knowing
that they will have access to the Post’s services. The community
would also continue to benefit by still having a safe place to hold
celebrations and community events.
Mayor Westcamp stated that what Mr. Saunders had just said is
absolutely correct. He said from day one he wanted to try to salvage
the building and the bottom line is this property has value. He does not

disagree that it also has value as parking. Mr. Saunders, Council and
staff then discussed the possibility of leasing the building vs donating.
The topic was then referred to the Committee of the Whole meeting in
March to be discussed further and in more detail.
D. Rick Compton
Mr. Cleary inquired where the Robert Dutro Post currently meets. Mr.
Saunders stated their meetings are currently held at the
Madison-Township Community Center and called Rick Compton to the
podium. Mr. Compton explained that the Post used to use Groveport
Town Hall, but the problem with that is the large amount of other
people who also use the Town Hall. It became difficult for the Post to
schedule meetings there, leading the Post to the Madison-Township
Community Center.
E. Kathy Casteel
Kathy Casteel shared that her grandfather and father were members
of Robert Dutro Post 486 and that her husband is a current member.
She said she was a part of it since she was a little girl and is very
proud of this unit. It means a lot to many other people, including the
veterans. She expressed that we really need to support our veterans
and give them a break.

IX. Reports
A. Mayor - Lance Westcamp
Mayor Westcamp gave kudos to a great performance by the
community choir the other night.
B. Administrator - BJ King
Administrator King reported that Lifecare Alliance reached out to us
about their March for Meals Community Champions Week March
18-22. This is an opportunity for us to either deliver meals or to go and
help package up meals. He then asked for Council to consider a
motion to hire Tim Schaffner as a Building Inspector. This position
would fall in line with paygrade 6. This would alleviate our need for a
Building Inspector as Stephen Moore retires and Mike Poirier
advances to Chief Building Official. He said that Mr. Schaffner brings
on a lot of experience. Mr. King and Council then discussed long term
goals, training, certifications, and opportunities for advancement of
staff in the Building Department.

Dildine, to hire Tim Schaffner as Building Inspector. The motion carried by the

C. Chief of Police - Casey Adams
Chief Adams stated that the First Responder’s Luncheon was well
attended and announced that our new officer will be introduced at the
March 11th Council Meeting.
D. Director of Finance - Jason Carr
Finance Director Carr requested a motion to recertify the expenditures
identified in the Finance Report and according to Ohio Revised Code.
This requires Council’s certification, as they are over $3,000. Many of
these are 2024 expenses, and it’s more of a timing issue. He went on
to say he attended the CORMA meeting on February 21st, where
House Bill 207 was discussed. There is a section that states that after
90 days of the House Bill 207’s passing, if it does pass, the licensees
of a public swimming pool shall ensure that carbon monoxide
detectors with local alarming functions are installed in the rooms
adjacent to the pool. This would apply to our recreation facilities. He
said he and Recreation Director Seth Bower are watching this closely
to ensure that we are in compliance when it does become effective.
