Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Michael Loges - Development Director, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Absent: 2 - Jean Ann Hilbert, and Shawn M. Cleary Present: 4 - Edward Dildine, Becky Hutson, Scott Lockett, and Jack Rupp A motion was made by Council Member Rupp, seconded by Council Member Dildine, to excuse Council Members Cleary and Hilbert from tonight's meeting. The motion carried by the following vote: Yes: 4- Dildine, Hutson, Lockett and Rupp V. Reports A. Mayor - Lance Westcamp Mayor Westcamp reminded all about the State of the Schools meeting on Thursday and the MORPC State of the Region Luncheon on Friday. Mr. Rupp added that there is a board meeting at the school on Wednesday night. B. Administrator - BJ King City of Groveport Page 4 City Council Meeting Minutes March 11, 2024 Administrator King reported that the first Super Load came through this weekend. There were a few minor blips but nothing too serious. We are tracking places where they may have driven over curbs and monitoring everything with this, but for the most part it went pretty smoothly. He said he hasn’t heard any concerns or complaints as of yet. He then announced that the first backstop is going up for the t-ball fields at the Rec Center. C. Chief of Police - Casey Adams Chief Adams spoke about the Super Load and stated that there was one hiccup on Opus Drive that was remedied pretty quickly. It took about an hour and a half to go from Old Rickenbacker up to Bixby Road. The next morning, they moved really quickly and were past Gender Road by 8:30 am. The overall trip through our area took about four hours. D. Director of Finance - Jason Carr E. Director of Law - Kevin Shannon Law Director Shannon spoke in regards to Res. 2024-001. He said this is a service resolution, as it relates to the proposed annexation. Our Charter has been amended so if this were to pass tonight, it would meet the County deadline and go into effect immediately. Development Director Michael Loges elaborated on the timeframe. Council voted to suspend the rules as to the three readings and effective date for Res. 2024-001, and then voted to adopt, as shown above in the 1st readings section of these minutes. Mr. Shannon then turned Council’s attention to Ord. 2024-017. He stated that City Engineer Steve Farst has reviewed this Ordinance and has recommended we add the language “and to execute any agreements in conjunction with said project” at the end of the title as well as the end of the Section 1 paragraph. Mr. Shannon requested a motion to amend, which was granted by Council as shown above in the 2nd readings section of these minutes. F. Development Director - Michael Loges G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp H. Clerk of Council - Mindy Kay City of Groveport Page 5 City Council Meeting Minutes March 11, 2024 I. Standing Committees Mr. Dildine filled Council and staff in on the proceedings of the Trees and Decorations meeting held just prior to this evening’s Council meeting. Topics of interest included the Commemorative Tree & Bench Program, inventory of current plaques and the plans to update and make all plaque designs consistent, as well as costs and placement of plaques. The Committee also discussed which trees would be planted at which park and plans to come up with a comprehensive map. Mr. Dildine then shared the Committees preparations for Arbor Day, Apple Butter Day and the Haunted Park, as well as the Committee’s discussion on military banners. He then gave an honorable mention to the Rec Center and commented on how pleased he is that the crowds are back. IX. Other Business X. Adjournment Council Member Dildine made a motion, seconded by Council Member Hutson to adjourn at 6: 58 p.m. All in favor stated AYE, None Opposed.
