Call to Order Mayor Lance Westcamp called the City Council Special Meeting to order at 5:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Absent: 2 - Jean Ann Hilbert, and Shawn M. The motion carried by the following vote: Yes: 4- Dildine, Hutson, Lockett and Rupp B. 2nd Readings City of Groveport Page 3 City Council Meeting Minutes March 28, 2024 C. 1st Readings Ord. 2024-019 AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR AND THE CHIEF OF POLICE TO APPLY FOR AND ACCEPT GRANTS FROM THE OHIO DEPARTMENT OF PUBLIC SAFETY, OFFICE OF CRIMINAL JUSTICE SERVICES FOR THE PURCHASE OF FIRST AID TRAUMA PACKS, BALLISTIC SHIELDS, AND EMERGENCY RADIO RELATED EQUIPMENT, AND FURTHER AUTHORIZING THE ADMINISTRATOR TO EXECUTE ANY AGREEMENTS NECESSARY TO RECEIVE SAID GRANT FUNDING, AND THE DECLARATION OF AN EMERGENCY Sponsors: Rupp Attachments: Ord. 2024-019 Exhibit A.pdf Law Director Shannon stated that we were originally hopeful to pass this Ordinance as an emergency tonight, but we cannot because we only have four Council Members present. He requested Council consider making a motion to refer this Ordinance to the April 8th City Council Agenda. Administrator King added that we have 45 days from March 8th to get this passed, so it will still be well within the time frame. A motion was made by Council Member Rupp, seconded by Council Member Lockett, to referred to the City Council, due back on 4/8/2024. The motion carried by the following vote: Yes: 4- Dildine, Hutson, Lockett and Rupp X. Other Business Deemed Appropriate and Necessary by Council XI. Adjournment Council Member Hutson made a motion, seconded by Council Member Dildine to adjourn at 5:38 p.m. All in favor stated AYE, None Opposed.
