Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Michael Loges - Development Director, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Ordinances and Resolutions A. 3rd Readings Ord. 2024-017 City of Groveport Page 1 City Council Meeting Minutes April 8, 2024 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO SOLICIT BIDS AND TO ENTER INTO A CONTRACT WITH THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER FOR THE EXPANSION AND RE-ALIGNMENT OF THE MUNICIPAL PARKING LOT LOCATED OFF OF WIRT ROAD AND TO EXECUTE ANY AGREEMENTS IN CONJUNCTION WITH SAID PROJECT Sponsors: Rupp Administrator King said we’ve been talking for a year and a half about what we’re going to do to provide additional parking downtown and gave an overview of the path this ordinance has taken. He spoke about how KidSpace has been an important part of our community with events such as the eclipse and Easter egg hunts, as well as the mold issue and the evaluation that was done on improvements KidSpace needs. He said this is certainly not a decision that is being made lightly, as it paves the path one way or another on what we’re going to do about our parking issues. Council Member Cleary stated that if the vote does go towards putting a parking lot he still believes we can find a home for the American Legion Post. He said finding them a home here is a goal and he does not want to see them leave Groveport. A motion was made by Council Member Rupp, seconded by Council Member Dildine, to adopt. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary Ord. 2024-018 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A CONTRACT WITH LEUKCO CONSTRUCTION FOR PROFESSIONAL DESIGN-BUILD SERVICES, WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTIONS 9.02(B) AND 7.03 Sponsors: Hilbert A motion was made by Council Member Hilbert, seconded by Council Member Dildine, to adopt. Mayor - Lance Westcamp City of Groveport Page 4 City Council Meeting Minutes April 8, 2024 B. Administrator - BJ King Administrator King reported on the eclipse event at KidSpace and gave kudos to the Town Hall staff for putting it all together. He said we gave out a hundred pairs of glasses and it was really nice to see the community come together to witness the eclipse. He went on to speak about some flooding we’ve had at the Golf Course and Heritage Park due to recent weather. Mr. Cleary commented that the storms we're having seem to be getting more and more intense and wanted to make sure that each department head has reviewed the tornado procedures and that our emergency disaster plan is ready to go. Mr. Dildine said it is a good thing that we did a dry run with the Red Cross already and Mr. King informed Council that every staff member participated in the statewide tornado drill. C. Chief of Police - Casey Adams Chief Adams thanked Council for their support on the Police Department grant, which is one hundred percent funded by the State of Ohio. He added that a nice surprise was that the State would also be funding $17,000 of the radio communications upgrades. He went on to describe the rest of the equipment covered in the grant, including first aid equipment and rifle rated ballistic shields. Mr. Dildine expressed how he would like the Police Department and Fire department to come together and do some training on the new equipment. Mr. Rupp commended Chief Adams on staying up to date on available grants. Mr. Cleary said if there is something the City needs and there is not a grant available, to let Council know and we will try to work it into the budget. D. Director of Finance - Jason Carr Finance Director Carr informed Council that the 2023 Financial Audit will begin on Monday. E. Director of Law - Kevin Shannon F. Development Director - Michael Loges Development Director Loges addressed Mr. Cleary’s comments on preparedness and reported that he has been collaborating with the Development Directors of Canal Winchester and Grove City in having conversations on best practices for readiness with businesses. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Mr. Rupp reported on a volunteer event he had recently been a part of with other Groveport staff at LifeCare Alliance. He said it was a great morning and he really enjoyed being there. Mr. Cleary stated last year when AT&T went through the area they trashed yards and had just recently fixed everything. He wanted it to be clearly stated that they have a responsibility and liability to clean up after themselves. Administrator King said it had been discussed to put that into their permit. H. Clerk of Council - Mindy Kay Clerk of Council Kay requested Council to consider making a motion to appoint her as their designee for Certified Public Records training. A motion was made by Council Member Hilbert, seconded by Council Member Rupp, to appoint Clerk of Council Kay as their designee for Certified Records Training.
