Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Michael Loges - Development Director, Bob Dowler - Director of Transportation / Senior Services, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Present: 6 - Edward Dildine, Becky Hutson, Scott Lockett, Jack Rupp, Jean Ann Hilbert, and Shawn M. Cleary V. Business of Guests A. Diane Kurey Diane Kurey offered some of her observations on the plans for the KidSpace site and its move to the Rarey’s Port Building for Council’s consideration. She stated that KidSpace is not only utilized for kids’ programs. It is used for blood drives and elections, as well as multiple other adult activities and programs. She added that if all programs move to Rarey’s Port, they are moving to where it is already congested with paying customers. She sited the limited parking issue behind the building and made the point that free patrons of these programs will leave little to no parking left to paying customers of the businesses in and next to the City of Groveport Page 1 City Council Meeting Minutes April 22, 2024 building. She also stated her safety concerns for patrons crossing Main street if the choose to park in the extended parking lot. She proposed the City keep the KidSpace programs separate from businesses by building a new smaller community center on the KidSpace site. She said the smaller center could allow for a few extra spaces at that location and still give us a new center. She added that the current KidSpace building does need to come down, but the need for a separate multi-use center is inescapable. The utilities for a new center are already there and expanded program activities are in the future, as well as their need to be kept away from business operations. She then suggested a wall be built on the west end of the lot to reduce noise and traffic for the surrounding neighborhood and sited the walls at the Post Office and Ace Hardware as examples. She concluded by saying this could be a most beneficial solution to both residents and businesses. VII. Ordinances and Resolutions A. 3rd Readings Ord. 2024-009 AN ORDINANCE AMENDING THE ZONING MAP AS TO APPROXIMATELY 18.64 ACRES, MORE OR LESS, OF THE FOLLOWING TRACT OF LAND, LOCATED NORTH SIDE OF GROVEPORT ROAD, PARCEL NUMBERS 185-002772, 185-002773, 185-002774 AND 185-000921 OWNED BY, DAVID & DAWN ARLINGTON AND ROGER J. STUDLEY FROM RURAL (R) TO PLANNED INDUSTRIAL PARK (PIP). He informed Council that the applicant had withdrawn their application, with the main purpose of being able to resubmit with additional information that they would like the Planning and Zoning Commission to consider. He stated there is a new ordinance in the first readings as it relates to this particular site, which will then be referred to Planning and Zoning. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary B. 2nd Readings Ord. 2024-020 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO CONTRACT WITH SPECTRA CONTRACT FLOORING FOR THE REPLACEMENT OF WALL TILES IN THE LOCKER ROOMS AT THE RECREATION CENTER UNDER THE SOURCEWELL COOPERATIVE PURCHASE PLAN, THEREBY WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B) Sponsors: Cleary This Ordinance was read by title C. 1st Readings Ord. 2024-021 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A LEASE AGREEMENT WITH HUNTINGTON PUBLIC CAPITAL CORPORATION TO FINANCE THE PURCHASE OF THREE (3) TRANSIT BUSES FOR THE TRANSPORTATION DEPARTMENT UNDER THE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) COOPERATIVE PURCHASE PLAN THEREBY WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B), AND THE DECLARATION OF AN EMERGENCY Sponsors: Hilbert Administrator King stated that the purchase of new vehicles for the GREAT Transportation program has been deferred since 2019. He said we’ve come across some that are available but it will be six to eight months before we get them. He recommended Council approve this Ordinance so there will be no further delay. Mr. Cleary stated that we should keep one of the older vehicles to use as a spare and asked if there is anywhere else in the City the older vehicles could be used. Mr. Dowler explained the condition, market value, and mileage of our current vehicles and his desire to move away from CDL. He and Mr. Cleary spoke further on the topic. Mr. Rupp raised the question of using the vehicles for residential routes since we have such limited access to City of Groveport Page 3 City Council Meeting Minutes April 22, 2024 COTA. Council and staff discussed the idea of City bus service and concluded to further look into it. A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to suspend the rules as to the three readings and the effective date. He said the applicant has made some strides with the county in addressing those concerns, and must get approval from the county in order to move forward. This Ordinance was referred to the Planning & Zoning Commission Ord. 2024-023 AN ORDINANCE AUTHORIZING PARTICIPATION IN THE ODOT WINTER CONTRACT (018-25) FOR ROAD SALT AND THE DECLARATION OF AN EMERGENCY Sponsors: Cleary Mr. King said this occurs every year because ODOT gives us such a short timeframe to participate in this. We have to have our submittal out by May 3rd and plan to order three hundred tons. He added that the ODOT bid will save us money and that he will report final numbers to Council once it has gone through. Mayor - Lance Westcamp Mayor Westcamp spoke about the upcoming Arbor Day celebration on Friday the 26th. Mr. Dildine added that we had originally planned to plant a Pacific Brilliant Pin Oak at Groveport Elementary but the supplier only had them available in 3.5in diameter, which would pose a problem for our staff to plant because the size and weight of the root bulb. We chose to go with a Forest Fire Black Gum instead, and will be planting a White Oak at Glendenning Elementary. B. Administrator - BJ King Mr. King expressed his appreciation for Council’s support on the emergency legislation. C. Chief of Police - Casey Adams D. Director of Finance - Jason Carr Finance Director Carr reported that on April 18th we closed on the $2.5 million Bond Anticipation Note. The interest rate was 4.37%, which is slightly higher than last year’s 4.25%. He added that the $2.5 million included $1 million for the Golf Course cart paths, $200,000 for Public Works Vehicles, and $1.3 million for the pickleball courts and the total interest due will be $109,000. E. Director of Law - Kevin Shannon F. Development Director - Michael Loges G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Mr. Rupp shared that he attended the first Portrait of a Cruiser Student meeting and explained that the purpose of the meeting was to look at community participation and identifying traits and skills that the school City of Groveport Page 5 City Council Meeting Minutes April 22, 2024 can work into a strategic plan to ensure all students graduate. He said they have another meeting in May. Mr. Lockett confirmed with Administrator King that we are ready to start spraying for mosquitos and reported on his attendance at the Princess Party at Town Hall with his granddaughter. He said it was a great event, it was very well attended, and the Community Affairs staff did a wonderful job setting it up. Mr. Cleary reported that we are on a forward path for the shelter house senior project with the school, but doubts it will be done this year. Mayor Westcamp asked about the size of the shelter house they’re building, to which Mr. King replied that there is a meeting tomorrow morning to discuss parameters. Mr. Dildine raised the question of having one big shelter and two smaller ones since Cruiser Park is so big. Mr. King stated there are a lot of easements through the park and that he would leave it up to the City Engineer and Chief Building Official to decide where else a shelter could go. Mrs. Hilbert asked for an update on the Super Loads. Chief Adams said they are coming through now two at a time on Saturdays, unless Columbus has an event going on, in which case the loads will come through on Sunday. He added that there have been no complaints and Mrs. Hutson commented that they have been moving through pretty smoothly on 317. Mr. King agreed the hauls are moving through more smoothly and said they no longer need to stop in Groveport overnight. H. Clerk of Council - Mindy Kay I. Standing Committees IX. Other Business X.
