Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Michael Loges - Development Director, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Absent: 1 - Edward Dildine Present: 5 - Becky Hutson, Scott Lockett, Jack Rupp, Jean Ann Hilbert, and Shawn M. Cleary Roll Call A motion was made by Council Member Hilbert, seconded by Council Member Rupp, to excuse Council Member Dildine from tonight's meeting. Business of Guests Mayor Westcamp stated that Montrose Group Representative Nate Green was present in case Council or staff had any questions about the Groveport road ordinances. VII. Ordinances and Resolutions City of Groveport Page 1 City Council Meeting Minutes June 10, 2024 A. 3rd Readings Ord. 2024-024 AN ORDINANCE ACCEPTING THE ANNEXATION OF 1.94 ACRES, MORE OR LESS, PARCEL NUMBER 180-000921, LOCATED IN MADISON TOWNSHIP UPON ANNEXATION OF SAID TRACT TO THE CITY OF GROVEPORT (DAVID H. ARLINGTON AND DAWN A. ARLINGTON PETITIONERS) Sponsors: Hutson A motion was made by Council Member Hutson, seconded by Council Member Lockett, to adopt. The motion carried by the following vote: Yes: 5- Hutson, Lockett, Rupp, Hilbert and Cleary Ord. 2024-025 AN ORDINANCE APPROVING THE RECODIFICATION, EDITING, AND INCLUSION OF CERTAIN ORDINANCES AS PARTS OF THE VARIOUS COMPONENT CODES OF THE CODIFIED ORDINANCES OF GROVEPORT, OHIO Sponsors: Lockett A motion was made by Council Member Lockett, seconded by Council Member Hilbert, to adopt. The motion carried by the following vote: Yes: 5- Hutson, Lockett, Rupp, Hilbert and Cleary Ord. 2024-026 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO CONTRACT WITH THE GARLAND GROUP FOR THE REPLACEMENT OF EXTERIOR WALL PANELS AT THE RECREATION CENTER UNDER THE OMNIA COOPERATIVE PURCHASE PLAN, THEREBY WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B) Sponsors: Rupp A motion was made by Council Member Rupp, seconded by Council Member Lockett, to adopt. The motion carried by the following vote: Yes: 5- Hutson, Lockett, Rupp, Hilbert and Cleary Ord. 2024-027 AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR AND PUBLIC SERVICE DIRECTOR TO ACCEPT GRANTS FROM THE OHIO ENVIRONMENTAL PROTECTION AGENCY FOR THE PURCHASE OF SNOW EQUIPMENT AND LEASE OF ROAD TEMPERATURE SENSORS, City of Groveport Page 2 City Council Meeting Minutes June 10, 2024 AND FURTHER AUTHORIZING THE ADMINISTRATOR TO EXECUTE ANY AGREEMENTS NECESSARY TO RECEIVE SAID GRANT FUNDING Sponsors: Hilbert Mr. Cleary inquired if we had set locations for the sensors yet, to which Administrator King replied we do not. He said the majority of the equipment will be housed at the Public Services Facility and sensors will also be placed on the trucks., A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to adopt. The motion carried by the following vote: Yes: 5- Hutson, Lockett, Rupp, Hilbert and Cleary Ord. 2024-028 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO AN ECONOMIC DEVELOPMENT AGREEMENT WITH CLOUS ROAD PARTNERS LLC, OR AN AFFILIATED ENTITY, RELATED TO THE PROPOSED ANNEXATION OF FRANKLIN COUNTY TAX PARCEL 180-000921 AND THE REZONING AND DEVELOPMENT OF FRANKLIN COUNTY TAX PARCELS 185-002772, 185-002773, 185-002774 AND 180-000921 Sponsors: Dildine Mrs. Hilbert asked for clarification on the verbiage "with Clous Road Partners LLC, or an affiliated entity", and who the affiliated entity would be. Economic Development Director Michael Loges said often times in real estate investments, a single purpose entity is created, whereby, Clous Road Partners will be a part owner in that entity. He said he is not sure who the exact entity would be, but Clous Road Partners is the development team advancing the project. A motion was made by Council Member Hutson, seconded by Council Member Lockett, to adopt. The motion carried by the following vote: Yes: 5- Hutson, Lockett, Rupp, Hilbert and Cleary Ord. 2024-029 AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM(S) AND TO EXECUTE CONTRACTS IN CONJUNCTION WITH THE S. HAMILTON ROAD (SR 317) AT FIREHOUSE LANE INTERSECTION PHASE TWO IMPROVEMENTS PROJECT Sponsors: Cleary Mr. Cleary commented on the high traffic at that intersection and asked if City of Groveport Page 3 City Council Meeting Minutes June 10, 2024 we would be setting up traffic cameras. Mr. King said we could certainly incorporate cameras, and we're also talking about the fire district and the school being participants in this, so it is very important that we get this right. He spoke about the bus garage across the street. Mr. Cleary added that it is especially busy during football games and stressed that we shouldn't have police officers flagging traffic. A motion was made by Council Member Cleary, seconded by Council Member Hilbert, to adopt. The motion carried by the following vote: Yes: 5- Hutson, Lockett, Rupp, Hilbert and Cleary B. 2nd Readings C. 1st Readings VIII. Reports A. Mayor - Lance Westcamp Mayor Westcamp spoke about the new Fourth of July schedule. Mr. King stated that Council and the Fourth of July Planning Committee had put a lot of thought into changing the schedule, including issues we had last year. He said we're still doing the parade on the fourth, and fireworks and entertainment will be on the third. We need to do everything we can to celebrate while also keeping everyone safe. Chief Adams added that our fireworks schedule is in alignment with the majority of the suburbs in the area. Mayor Westcamp stated he had received inquiries on what the Police Department is going to do on the Fourth of July. Chief Adams explained the department's preparedness to enforce fireworks. He, Council, and staff discussed the protocol for firework enforcement, how the person has to be seen with fireworks on their person or in the act of lighting fireworks, and how the property owner is responsible if someone else is lighting fireworks on their property. All agreed the bottom line is safety and that the best way to enjoy fireworks is to leave it to the professionals under supervision of the Fire Department. A motion was made by Council Member Hutson, seconded by Council Member Hilbert, to amend the meeting schedule by canceling the Committee of the Whole meeting . The motion carried by the following vote: Yes: 5- Hutson, Lockett, Rupp, Hilbert and Cleary B. Administrator - BJ King Mr. King announced the Rickenbacker Air Force Base Memorial Wall Open House in Lockbourne Wednesday 3:00-7:00 and the Air Show coming up this weekend. He then reported that the First Thursday event City of Groveport Page 4 City Council Meeting Minutes June 10, 2024 was a great success and updated Council on the route for the next heavy haul load coming through town on Saturday, June 22nd. Council and staff then discussed monitoring of the condition of the pavement as the heavy hauls come through. Mr. King added that the County Engineer is holding a bond in case there is damage. Chief Adams encouraged people not to gather to spectate on the side of the roadways, or block the transport coming through in any other way. C. Chief of Police - Casey Adams Chief Adams reported that he had attended the HOA meeting at Elmont Place this past Wednesday night. He said they were very grateful for the First Thursday event being so conveniently close to them, and for the City granting them permission to use the right of way for their Flock Cameras. D. Director of Finance - Jason Carr E. Director of Law - Kevin Shannon F. Development Director - Michael Loges Development Director Loges informed Council that he will be taking part in the Columbus Regional Airport Authority forum focusing on Economic Development in the Logistics Sector on Friday morning. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Mr. Rupp expressed how pleased he was with First Thursday and how it was well attended and very organized. Mr. Lockett spoke about the new Pickleball courts and reported that they are on schedule. He said fifty people signed up within two days for the women's latter league on Thursday nights, and sixty people wanting to play on Wednesdays. There are also sixty people signed up for the travel league on Saturdays. He concluded by saying the projected date for opening is August first. Mr. Cleary asked if we have a flag drop location. Mayor Westcamp said he was pretty sure we do not but there is one in Lithopolis. H. Clerk of Council - Mindy Kay I. Standing Committees City of Groveport Page 5 City Council Meeting Minutes June 10, 2024 Mr. Cleary reported that the Cemetery Committee is working to put two more benches in IX. Other Business Law Director Shannon stated that staff is requesting Council consider the following motion, based on the inconsistent provisions with respect to the applicability to the City's sick leave benefit established in Groveport's codified ordinance section 143.01 (C) and the sick leave donation benefit applicability requirement set forth in Groveport's codified ordinance section 143.15. Staff is requesting a motion to temporarily amend section 143.15 to permit the utilization of sick leave donation to include "in addition to the employee/donee, the employee's spouse and dependents." Mrs. Hilbert asked if we could amend it permanently. Mr. Shannon said we would do that with an ordinance and pointed out the discrepancy between the sick leave policy and donation policy. A motion was made by Council Member Hilbert, seconded by Council Member Hutson, to temporarily amend section 143.15. The motion carried by the following vote: Yes: 5- Hutson, Lockett, Rupp, Hilbert and Cleary X. Adjournment Council Member Cleary made a motion, seconded by Council Member Hilbert to adjourn at 7: 04 p.m. All in favor stated AYE, None Opposed.
