Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Casey Adams - Chief of Police, Michael Loges - Development Director, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Administrator - BJ King Administrator King spoke about the newly finished outdoor break area at the Municipal Building and how the new turf eliminates drainage issues we had with the mulch that was previously there. He then reminded Council and staff about the employee’s summer picnic on Friday and expressed his desire to go into executive session toward the end of tonight’s Council meeting. C. Chief of Police - Casey Adams Chief Adams stated that two residents had to be displaced due to smoke issues after a house fire. He said they were lucky to get out safely and without injury. D. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Mr. Cleary made Council and staff aware of the alumni game at the high school on August 17th. He then spoke about construction in several neighborhoods and suggested posting pictures and updates on social media to show the residents how we are improving the City. He then inquired how much revenue the City has lost from to having to drain the pool and refill it after “potty accidents”. Administrator King said we will average out. Mr. Cleary said obviously we cannot charge them when it happens but it’s a shame to have to close the pool on a 90-degree day. Mrs. Hilbert suggested the swim lessons be moved to the indoor pool because of this issue. Mayor Westcamp stated his main concern is for the part-time employees who have to be sent home and miss out on pay when this happens. He said we need to find them something to do so they can still get paid. Mrs. Hilbert agreed and said if not, they’ll look for employment elsewhere next year. Mayor Westcamp added that he likes Mr. Cleary’s idea of posting construction and improvement projects on social media to keep residents informed. Mr. King agreed and Mr. Dildine suggested doing a weekly update. Mr. Dildine raised concern about a large tree that was downed in a recent storm right at the entrance to Newport Village. He said he’d like staff to reach out to the HOA to see what their plans are to get rid of it. Mr. King said he would follow up on it. H. Clerk of Council - Mindy Kay I. Standing Committees IX. Other Business Law Director Kevin Shannon requested Council to consider making a motion to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G) to discuss to the employment of a public official, the purchase of property, and to discuss imminent litigation. To include all members of Council, the Mayor, himself, and the Administrator. A motion was made by Council Member Dildine, seconded by Council Member City of Groveport Page 4 City Council Meeting Minutes July 22, 2024 Cleary, to go into Executive Session at 6:47pm. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary X.
