Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Absent: 2 - Jack Rupp, and Jean Ann Hilbert Present: 4 - Edward Dildine, Becky Hutson, Scott Lockett, and Shawn M. Cleary A motion was made by Council Member Hutson, seconded by Council Member Dildine, to excuse Council Members Rupp and Hilbert from tonight's meeting. Business of Guests A. Cheryl Raver Irving Cheryl Raver Irving inquired about the status of KidSpace, in terms of the election coming up and that being a polling place. Administrator King said there is going to be an executive session this evening and City of Groveport Page 1 City Council Meeting Minutes August 12, 2024 KidSpace is one of the topics that will be discussed, however he anticipates it remaining open for polling this November. VII. Reports A. Mayor - Lance Westcamp B. Administrator - BJ King Administrator King spoke about wrapping up summer and how we’ve had a great outdoor pool season. He expressed how successful the water park event was and thanked Madison Township Fire Department and Groveport Police Department for participating. He then announced that this coming Saturday is Mott’s Military Museum day for residents. So far there have been almost a hundred tickets picked up. C. Chief of Police - Casey Adams Chief Adams commented on the great attendance for the water park day and gave kudos to the Community Affairs team for doing such a phenomenal job putting everything together. He spoke about today being the first day of school. Patrolman Boso is up at the high school and it was officer Rimmer’s first day at the elementary and middle schools. Mr. Cleary inquired if flashing school zone lights are working. Chief Adams said he hadn’t heard of any being out of order but would double check with Public Services Director Strayer. D. Director of Finance - Jason Carr Finance Director Carr reported that the Non-Filer/Subpoena program through the Regional Income Tax Agency has started. Letters have been sent out to those who may not have filed a tax return or may own City of Groveport Page 3 City Council Meeting Minutes August 12, 2024 penalties. He said we’ve done this for a couple of years and the numbers are dwindling. He reminded Council and staff to complete the Auditor of State’s Office Fraud Training if they have not done so already, as the deadline is August 31st. E. Director of Law - Kevin Shannon F. Development Director - Michael Loges G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Mr. Cleary spoke about the City of Columbus’ recent data breach. He said obviously we are a much smaller entity but wants to make sure we have everything in place to prevent such a thing from happening to us. He suggested maybe having Groveport City employees taking an information security class. H. Clerk of Council - Mindy Kay I. Standing Committees Mr. Cleary updated Council and staff on highlights from the last Cemetery Committee meeting, which was held at the Cemetery. He said two benches are going to be placed in the Cemetery for general use and mentioned that there was a complaint again about the water pump. He informed everyone that after the Cemetery meeting, he and Committee Member John Detty inspected the pump. After four pumps water came out. Mr. Cleary reported that the pump had been rebuilt and he had confirmed with Mr. Strayer that it is working correctly. He added that he and Mr. Detty walked the grounds and the Cemetery is in great shape and looking very nice. He concluded by raising the subject of military discounts for residents. He said the Committee will be further discussing the topic at the next meeting. IX. Other Business Law Director Kevin Shannon requested Council consider going into executive session pursuant to Ohio Revised Code Sections 121.22(G) (1), 121.22(G)(2) and 121.22(G)(3) at 7:03 p.m. to discuss the employment of a public employee and/or public official, land acquisition, and pending and/or imminent litigation and invited the Mayor, Council, Administrator, Finance Director and himself. City of Groveport Page 4 City Council Meeting Minutes August 12, 2024 A motion was made by Council Member Hutson, seconded by Council Member Dildine, to go into Executive Session at 6:44 p.m. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary A motion was made by Council Member Cleary, seconded by Council Member Dildine, to come out of Executive Session at 7:05pm. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary X. Adjournment Council Member Cleary made a motion, seconded by Council Member Hutson to adjourn at 7: 05 p.m. All in favor stated AYE, None Opposed.
