Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Michael Loges - Development Director, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Absent: 1 - Jack Rupp Present: 5 - Edward Dildine, Becky Hutson, Scott Lockett, Jean Ann Hilbert, and Shawn Cleary A motion was made by Council Member Lockett, seconded by Council Member Hutson, to excuse Council Member Rupp from tonight's meeting. The motion carried by the following vote: Yes: 5- Dildine, Hutson, Lockett, Hilbert and Cleary V. Approval of Minutes The September 23, 2024 City Council Minutes stand approved as submitted. #193-2024 September 23, 2024 City Council Meeting Minutes Attachments: 2024.09.23 City Council Meeting Minutes.pdf A motion was made by Council Member Dildine, seconded by Council Member Hilbert, to amend the agenda to add Ord. 2024-048. Business of Guests Law Director Shannon informed Council that when we get to Ordinance 2024-046 there will be a request to postpone indefinitely.He then made an additional request for a motion to add on as a first reading Ordinance 2024-048. A motion was made by Council Member Dildine, seconded by Council Member Hilbert, to add Ord. 2024-048 to the agenda. The motion carried by the following vote: Yes: 5- Dildine, Hutson, Lockett, Hilbert and Cleary A. Introduction of New IT Director Chris Snyder Administrator King introduced our new IT Director Chris Snyder. Mr. Snyder expressed his excitement to work for Groveport and how welcoming everyone has been. B. Latoya Dowdell-Burger Latoya Dowdell-Burger spoke in her personal capacity as a citizen to share information and ask for support on bond issue 38. C. Nate Green - Saltzgaber Rd. Residential Project Development Director Loges spoke briefly about the demand for housing and the housing market between Obetz and Groveport before introducing Nate Green from Montrose group to speak about the proposed Cityspace/Ryan Homes Development on Saltzgaber road. Brian Wilmers from Cityspace and Ryan Toopes from Ryan Homes were also in attendance. Mr. Green presented a PowerPoint presentation to Council and staff, after which a lengthy discussion was held. Mr. Green, Mr. Wilmers, and Mr. Toopes received feedback and answered questions from Council. Mr. Loges said now that we have some feedback from Council and the development team has heard some of the red lined conditions to be addressed, two things are going to happen. The first is in progress, as we have reached out to Obetz to affirm that henceforth this project proceeds concurrently and that both communities are moving forward at the same pace. The second will be working with the development team to decide a scope for a traffic study. That’s something that our City Engineer Mr. Farst works with the development team on identifying the specific intersections to be studied to make sure we have the most accurate comprehensive set of data to inform what we decide to see in terms of roadway improvements in the area. Mr. King City of Groveport Page 2 City Council Meeting Minutes October 14, 2024 encouraged Mrs. Dowdell-Burger, School Board President, to set up a meeting with the development team. He said certainly housing is coming. Mr. Dildine stated he’d rather the housing be purchased homes over apartments. He also urged the development team to partner with the Fire department to make sure these new builds, roads, and turnarounds are easily accessible in an emergency. He said having garages under living spaces is a concern. Mrs. Hilbert agreed that the community needs to be accessible because it appears very dense. LaToya Dowdell-Burger - Groveport Madison Schools Latoya Dowdell-Burger spoke in her capacity as School Board President about collaborating with Madison-Township and Council to plan a Martin Luther King Day breakfast hosted at the High School on January 18, 2025. The Mayor and Council expressed their excitement to get involved. Mrs. Dowdell- Burger then invited all to the school's Hispanic Heritage event tomorrow morning, and gave brief details about the school's plans for Veterans Day. Mr. King inquired how we obtain information on events, to which she replied they are posted on the school's social media. She said she would touch base with the Communications Director to make sure routine notifications are sent to Council. VII. Ordinances and Resolutions A. 3rd Readings Ord. 2024-032 AN ORDINANCE AMENDING, REVISING AND CHANGING ZONING CLASSIFICATIONS, USE AND USE REGULATIONS IN PART ELEVEN - PLANNING AND ZONING CODE OF THE CODIFIED ORDINANCES OF GROVEPORT, OHIO. The motion carried by the following vote: City of Groveport Page 3 City Council Meeting Minutes October 14, 2024 Yes: 5- Dildine, Hutson, Lockett, Hilbert and Cleary Ord. 2024-042 AN ORDINANCE AMENDING ORDINANCE NUMBER 2005-090 AUTHORIZING A CASH BENEFIT FOR EMPLOYEES WHO ARE ELIGIBLE TO RECEIVE HEALTH INSURANCE AND CHOOSE NOT TO RECEIVE SAID COVERAGE Sponsors: Lockett Finance Director Carr explained that for employees, not directors, who are paid overtime, the calculation of overtime is factored into the cash benefit we provide. If they receive this cash benefit, it goes into the overtime rate that they are paid. He said it is still beneficial to the City based on the premiums that we pay, even with the overtime rate. A motion was made by Council Member Lockett, seconded by Council Member Cleary, to adopt. The motion carried by the following vote: Yes: 5- Dildine, Hutson, Lockett, Hilbert and Cleary Ord. 2024-048 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO APPLY FOR AND ACCEPT A GRANT FROM THE MID-OHIO REGIONAL PLANNING COMMISSION FOR THE COLUMBUS URBANIZED AREA FEDERAL TRANSIT ADMINISTRATION (FTA) FUNDING FROM THE ENHANCED MOBILITY FOR OLDER ADULTS AND INDIVIDUALS WITH DISABILITIES PROGRAM (SECTION 5310), AND FURTHER AUTHORIZING THE ADMINISTRATOR TO EXECUTE ANY AGREEMENTS NECESSARY TO RECEIVE SAID GRANT FUNDING, AND THE DECLARATION OF AN EMERGENCY Sponsors: Hutson A motion was made by Council Member Hutson, seconded by Council Member Dildine, to suspend the rules as to the three readings and the effective date. Mayor - Lance Westcamp Mayor Westcamp thanked Council Members Hutson, Cleary, and Hilbert for doing a fantastic job of promoting our pocket park and representing the City of Groveport on Channel 10 News. He then thanked the Heritage Society for the beautiful new town mural and expressed how proud he is of it and our City. He commended all staff, committees, residents and Council Members who were involved in Apple Butter Day and spoke highly of its success. B. Administrator - BJ King City of Groveport Page 5 City Council Meeting Minutes October 14, 2024 Mr. King echoed Mayor Westcamp’s sentiments and said Apple Butter Day was fantastic. He said it was nice to see such a great mix of staff there representing our City, and that he is looking forward to the upcoming Haunted Park and Veterans day events. C. Chief of Police - Casey Adams Chief Adams said officers are prepping for the Haunted Park and will be present during the event. He said he will be attending a National Chief’s Conference in Boston where some points of discussion will be AI, wellness, and recruiting. D. Director of Finance - Jason Carr Mr. Carr reported that we went into an agreement with RedTree Investment group, for the purpose of facilitating and providing recommendations when we buy investments. We explained that we switched from Fifth Third Bank because we are going from a commission based themed model to a straight themed model so we know what are expenses are going to be. He then informed Council that our cyber insurance has been renewed, and that he is working with IT Director Snyder to drive our costs down. E. Director of Law - Kevin Shannon F. Development Director - Michael Loges G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Mr. Lockett and Mrs. Hutson commented on how great Apple Butter Day was. Mr. Cleary gave kudos to our Public Services Department on quickly resolving a couple issues that vendors had at the event. He also commended the staff involved in putting together Ord. 2024-032 on a job well done. Mrs. Hilbert and Mr. Dildine also expressed how well Apple Butter day went. Mr. Dildine said the Fire Department gave out 650 tote bags and 1,400 helmets to the kids. H. Clerk of Council - Mindy Kay I. Standing Committees IX.
