I. Call to Order
Mayor Lance Westcamp called the City Council meeting to order at 6:30
p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Jason Carr - Director of Finance, Kurt Blevins - Police Captain, Seth
Bower - Recreation Director, Mindy Kay - Clerk of Council
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Captain Blevins led the Pledge of Allegiance.
IV. Roll Call
Absent: 2 - Jack Rupp, and Jean Ann Hilbert
Present: 5 - Edward Dildine, Edward Dildine, Becky Hutson, Scott Lockett, and Shawn
Cleary
A motion was made by Council Member Hutson, seconded by Council Member
Lockett, to excuse Council Members Hilbert and Rupp from tonight's meeting.
The motion carried by the following vote:
Yes: 4- Dildine, Hutson, Lockett and Cleary

The February 24, 2025 City Council Minutes stand approved as
submitted.

AN ORDINANCE GRANTING A VARIANCE AS TO THE PERMITTED
USES IN THE ESTABLISHED ZONING DISTRICT AND AN AREA
VARIANCE FOR THE EAST BUFFER YARD FOR THE PROPERTY
LOCATED AT 6031 GROVEPORT ROAD, PARCEL NO. 185-000916,
CURRENTLY ZONED COMMUNITY COMMERCIAL (CC), AUTOZONE
DEVELOPMENT, LLC, APPLICANT.

Law Director Shannon requested that Council consider making a motion
to postpone this ordinance until April 14th, 2025 for its public hearing and
third reading, in order for there to be a full compliment of Council present.

AN ORDINANCE ESTABLISHING MEMBERSHIP FEES FOR THE
RECREATION CENTER THEREBY AMENDING THE FEE SCHEDULE SET
FORTH IN ORDINANCE NO. 2019-018

Law Director Shannon requested that Council consider making a motion
to postpone this ordinance until the April 21st, 2025 Committee of the
Whole meeting, in order for there to be a full compliment of Council
present.
A motion was made by Council Member Dildine, seconded by Council Member
Cleary, to postpone for discussion at the Committee of the Whole on April 21st,
2025. The motion carried by the following vote:
Yes: 4- Dildine, Hutson, Lockett and Cleary
Mr. Lockett stated that to him, increasing the rates is only half the issue
and said maybe we should be looking at the cost side as well. Mr. King
replied that whatever we do with rates is never going to cover the cost of

running the rec center. Mr. Lockett clarified by saying whatever benefits
we gain by increasing the rates at this point will be lost over a couple
years because of the increase in the salaries alone. Mr. King agreed that
the costs of maintenance, chemicals, and salaries will certainly be
gobbled up quickly and that we're never going to break even. We are
always going to have to supplement. Mr. Lockett added that he
understands that this ordinance is only pertaining to rates, but we should
also be looking at ways to reduce costs. He said there's no point in
looking at one and not the other. Mayor Westcamp said there must be a
way to cut costs. Mr. Dildine shared his thoughts on looking at the
organization as a whole and agreed we have to look at it from both sides.
Mr. Carr provided the total operational costs from 2024 and projected
operational costs for 2025, and spoke with Council about building a
foundation going forward. Council and staff further discussed staffing,
hourly vs salary wages, and covering operational loss.

Mayor Westcamp announced Joan and Jay Montgomery as the Grand
Marshalls of this year's Fourth of July parade.

C. Chief of Police
Mr. Cleary commented that the new four way stop system at Bixby and
Ebright are working very well, and thanked the Police department for
keeping a close eye on it.
D. Director of Finance - Jason Carr
Mr. Carr notified Council of a fraud questionnaire he had recently
emailed them, and Mr. Cleary reminded Council about their financial
disclosures that are due in May.
E. Director of Law - Kevin Shannon
F. Development Director - Michael Loges
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Jack Rupp
Mr. Dildine gave highlights from the Trees & Decorations Committee
meeting that was held just before the Council meeting, including the
welcoming of their new committee member Todd Lutz and the City's
partnership with SWACO to install dual trash and recycling bins along
Main street. He announced that this year's Tree City USA ceremony will
be held in Reynoldsburg on May 8th, and said to let Mr. Strayer know if
anyone would like to attend. He added that all the military banner slots
have been filled for this year, and even a couple for next year.

Law Director Kevin Shannon requested Council consider going into
executive session pursuant to Ohio Revised Code Sections 121.22(G)
(1), at 6:55 p.m. to discuss the employment, dismissal, discipline,
promotion, demotion, compensation, and investigation of charges of a
public employee and/or public official, and invited the Mayor, Council,
Administrator, Finance Director and himself.

A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to go into Executive Session at 6:55 p.m. The motion carried by the
following vote:
Yes: 4- Dildine, Hutson, Lockett and Cleary
A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to come out of Executive Session at 7:38 p.m. with no action taken.
The motion carried by the following vote:

Council Member Cleary made a motion, seconded by Council Member Dildine to
adjourn at 7: 38 p.m. All in favor stated AYE, None Opposed. Motion passed.
