The motion carried by the following vote: City of Groveport Page 2 City Council Meeting Minutes March 24, 2025 Yes: 5- Dildine, Hutson, Lockett, Rupp and Cleary C. 1st Readings Ord. 2025-016 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO PURCHASE A FORD F600 CAB AND CHASSIS UNDER THE FRANKLIN COUNTY BOARD OF COMMISSIONERS COOPERATIVE CONTRACT, A WESTERN PLOW UNDER THE SOURCEWELL COOPERATIVE PURCHASE PROGRAM, AND AN ACE TRUCK DUMP BODY AND RELATED EQUIPMENT THEREBY WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B) AND THE DECLARATION OF AN EMERGENCY Sponsors: Lockett Mr. King explained that this is a truck that was approved in the 2025 budget and that we need to get an order placed as soon as possible in order to get it in a timely manner. Mr. Strayer added that we could get the chassis in six months, and the bed and upfit will take an additional three to six months. He said that we should have everything within a year and that Maintenance Superintendent Wagner has been working diligently to get the best products for the best price.There was a cooperative bid for over $25,000 for the same equipment, so this is the best route. Mr. King expressed his appreciation to Mr. Strayer and Mr. Wagner for their hard work in making sure we make the best move possible. Mr. Rupp inquired if the truck we currently have will last through the winter and until we receive its replacement. Mr. Strayer said it would last, adding that the hydraulics have been updated and we have backups available. He said it's costing us a bit more but he is hopeful to make up for the cost with the money we've saved on salt through the mild winter. Mayor - Lance Westcamp Mayor Westcamp reported that he, Mr. King, Mr. Rupp, Development Director Loges, and City Engineer Farst attended the MORPC annual meeting. He said it didn't take long during the presentation to figure out what Mr. Loges has been saying about housing is on track with what the City needs to do. He said housing is a challenge in the area and he appreciates everything Mr. Loges does to stay on top of it. He then asked Mr. Strayer to provide an update on the shelter house project. Mr. Strayer stated we've contracted a general contractor to manage the project, work with our subcontractors and coordinate with the schools. He said the concrete has been poured, the ground has been surveyed, and the silt fence, erosion control, and gravel driveway are done. We are still waiting on pricing for the wood materials, but a lot of vendors have actually donated or discounted materials. The shelter should start being erected around spring break. Mr. Cleary confirmed with Mr. Strayer that picnic benches are included in the project. Mayor Westcamp spoke on his excitement and the importance of collaborating with our schools. B. Administrator - BJ King Mr. King announced that we were named a Tree City by Tree City USA for the 32nd year in a row, congratulating Mr. Strayer and the Public Services team on another great year. Mr. Rupp referenced the three ongoing construction projects, inquiring if we are using the same company for all three. Mr. King said every few years we put out a list of pre qualified engineers like ODOT does. Mr. Farst has been working on gathering prices to stay competitive. Mr. King stated we do not just use one for everything. Mr. Farst further explained that we follow the pre qualifying procedure recommended by the State. We then score and rank them, and enter into service agreements with the top scorers. Council and staff briefly discussed the vetting process. C. Chief of Police D. Director of Finance - Jason Carr Mr. Carr reported that the audit is set to start on April 21st and reminded Council to complete the fraud questionnaire that had been emailed to them. He then said the bills we are sending out on April 1st will reflect the recently approved utility rate increase. City of Groveport Page 4 City Council Meeting Minutes March 24, 2025 E. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Mr. Rupp shared how impressed he was with the MORPC speaker, and that the event was very informative and timely. H. Clerk of Council - Mindy Kay Ms. Kay requested that Council consider making a motion to appoint her as the City's designee for certified public records training. I. Standing Committees IX. Other Business Law Director Kevin Shannon requested Council to consider making a motion to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G) to discuss the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, to include all members of Council, the Mayor, himself, the Administrator, Finance Director and Personnel Director.
