Call to Order Mayor Lance Westcamp called the City Council special meeting to order at 5:30 p.m. Staff Present: Kevin Shannon - Law Director, Casey Adams - Chief of Police, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Present: 7 - Edward Dildine, Edward Dildine, Becky Hutson, Scott Lockett, Jack Rupp, Jean Ann Hilbert, and Shawn Cleary V. Business of Guests A. Meg Mannion - Choptank Presentation Choptank owner Meg Mannion explained that today's meeting will flow as a workshop to get input and feedback from Council and staff before moving forward with the Redefining Groveport project. She said she and her team will take everything from today's workshop, the workshop with the Groveport CIC, as well as the workshop done with City Directors, and move toward gathering feedback from the community to make sure they're getting a full 360 view of everything. This will allow her team to make the most informed decisions moving forward. She walked Council through key points from the Redefining Groveport project and Choptank's goal to enhance our purpose, clarity, and impact with our brand and how it is perceived and valued. She explained Choptank's process and how they break the project down into three phases. She said we are currently in the discovery and brand strategy phase, where Choptank starts to drive and deliver on the promise, purpose, personality, and key factors in what makes Groveport Groveport. The next phase is for Creative Architecture, where a visual identity will be born. The third and last phase is Content Strategy, where Groveport's message and story come about. Mrs. Mannion went into further detail about the project, explaining common pitfalls and how to avoid them. She provided Council with the full timeline of events and phases, with the project's final presentation and handoff estimated at the first of September. She explained that she and her team will explore all of the City's high impact places where the new branding will live and reach the community. The Choptank team moved on to conduct survey questions with Council and staff. Each survey was discussed at length, capturing viewpoints and feedback pertinent to the progression of the project. IX.
