I. Call to Order
Mayor Lance Westcamp called the City Council meeting to order at 6:30
p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Jason Carr - Director of Finance, Casey Adams - Chief of Police,
Michael Loges - Development Director, Mike Poirier - Chief Building
Official, Steve Farst - City Engineer, Mindy Kay - Clerk of Council
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Adams led the Pledge of Allegiance.

VI. Business of Guests
A. Rick Fay, OHM Advisors - "Area C" Update
OHM Advisors representatives Rick Fay and Sean Gillilan presented
updates on their analysis for the Southeast Franklin County Area Plan,
including a review of their project goals, their approach to the analysis,
and their draft land use framework. They then discussed the topic at
length with Mayor Westcamp, Council and staff.

Law Director Shannon explained that the Planning and Zoning
Commission has recommended approval with multiple conditions. He
proceeded to read those conditions aloud.
A motion was made by Council Member Hilbert, seconded by Council Member
Dildine, to amend the Ordinance to reflect the conditions set forth by the
Planning & Zoning Commission. The motion carried by the following vote:

Finance Director Carr gave an overview of the changes that were made
to Exhibit A and rate increase schedule. Council and staff spoke briefly
about the changes.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to amend Exhibit A to reflect the latest approved version. The motion
carried by the following vote:

Mr. Rupp noted that he would like to move the sentence "Demonstrates

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Westcamp reported on the City's First Thursday event and
recognized the Community Affairs team for their tremendous job putting it
all together. He spoke about the new shelter house at Cruiser Park as
well, giving kudos to those involved in its construction.
B. Administrator - BJ King
Administrator King updated Council on the "Redefining Groveport"
project the City is working on with local business Choptank, as well as
the upcoming Citizens Academy. He added that the construction of the
new KidSpace is coming along nicely and offered a site tour to anyone
who wants to see the progress. He also reported on upcoming events
from the FUN Committee, including staff tours of Motts Military Museum.
He shared the Mayor's sentiments on how well First Thursday went, and
commented on how great our staff is.
Mr. Cleary asked for an update on the new trash and recycling
receptacles, and inquired if Recyclables should be bagged or not to
prevent the wind from taking them. Mr. King said the receptacles have
been ordered and we will work with Local Waste Services to dispatch

them. He said this will all be complete later this year. Council and staff
briefly spoke about recycling protocol and the pickup schedule.
Mr. Rupp asked where we are on the final report for the condemned
property on Front street. Mr. King stated that we have not received all the
final costs yet, but we should have them by next week. Details to be
included in the report were further discussed.
C. Chief of Police - Casey Adams
Chief Adams stated that a mailer will be going out to the residents on
Wirt road and Cron drive with information about the upcoming Fourth of
July celebration in their area. He then reported on how impressed he is
with the school SROs and highlighted interactions and community
activities they have been involved in over summer thus far. Mayor
Westcamp expressed how good it is to see our officers out walking and
engaging with the community.
D. Director of Finance - Jason Carr
Finance Director Carr gave highlights from the financial report.

Mr. Rupp stated that he will be attending the school board meeting
tomorrow and will let everyone know how it goes.
Mr. Cleary commented on how well the special meeting with Choptank
went. Mr. King agreed and said it was the best session we've had with
them throughout the process.
Mr. Dildine reflected on the final walkthrough for our new ice cream shop,
Scoops. He said it looks great and should be opening soon.
