Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Michael Loges - Development Director, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Present: 7 - Edward Dildine, Edward Dildine, Becky Hutson, Scott Lockett, Jack Rupp, Jean Ann Hilbert, and Shawn Cleary V. Sponsors: Cleary This Ordinance was referred to the Committee of the Whole Res. 2025-005 A RESOLUTION OPPOSING HOUSE BILL 335 AND URGING THE OHIO GENERAL ASSEMBLY TO REJECT LEGISLATION THAT ELIMINATES INSIDE MILLAGE AND TRANSFERS LOCAL BUDGETARY AUTHORITY TO COUNTY BUDGET COMMISSIONS, AND THE DECLARATION OF AN EMERGENCY Sponsors: Hutson Administrator King explained that if House Bill 335 passes, the City of Groveport stands to lose about $773,000 in millage. Finance Director Carr added that if we lose this funding, there is no other revenue source to replace it. A motion was made by Council Member Hutson, seconded by Council Member Hilbert, to amend to add emergency language. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary A motion was made by Council Member Hutson, seconded by Council Member Hilbert, to suspend the rules as to the three readings and the effective date. Mayor - Lance Westcamp Mayor Westcamp commented on the hot weather and encouraged everyone to check on their neighbors. B. Administrator - BJ King Administrator King updated Council on the demolition of the condemned property on Front Street and plans for reimbursement to the City for costs incurred. He said legislation will go before Council to put a lien on the property. Mr. Rupp inquired at what point the property could go to Sheriff's sale. Mr. Shannon briefly explained the process, after which Council and staff discussed details of the potential lien. Mr. King reported on a false post on social media about the City's water supply. A social media post has since been made by the City with correct information. He then spoke about potential construction at the Municipal Building to make way for additional office spaces. C. Chief of Police - Casey Adams Chief Adams followed up on a news interview with patrolman Dillard last week. He said that was his first news interview and he did a fantastic job. He also commended Dillard's efforts in re-purposing equipment and making sure all the camera trailers are in working order. D. Director of Finance - Jason Carr Finance Director Carr informed Council that this year's audit is complete. The post audit presentation will be at the August Committee of the Whole meeting. E. Director of Law - Kevin Shannon F. Development Director - Michael Loges Development Director Loges reminded Council or the ribbon cutting of our new Scoops ice cream shop, and provided updates on projects wrapping up for other local businesses, as well as two upcoming community engagement meetings to be hosted with CASTO team to see what residents would like to see in Groveport Plaza. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Mr. Dildine commented on the progress of the construction at the new KidSpace and how great everything looks. H. Clerk of Council - Mindy Kay I. Standing Committees Mr. Cleary provided an update on a recent inquiry for a commemorative bench at the cemetery. IX. Other Business X. Adjournment Council Member Cleary made a motion, seconded by Council Member Hilbert to adjourn at 7: 17 p.m. All in favor stated AYE, None Opposed.
