Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Michael Loges - Development Director, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Sponsors: Hilbert Attachments: Ord. 2025-029 Exhibit A.pdf Mr. Carr explained that the reason for the emergency language is because our current credit card company will no longer be servicing our account. He said we will be switching to Bridge Payments and that this will only effect the payment terminal in the Building and Zoning Department. A motion was made by Council Member Hilbert, seconded by Council Member Dildine, to suspend the rules as to the three readings and the effective date. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary Ord. 2025-031 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO NEGOTIATE AND ENTER INTO AN AGREEMENT WITH THE OHIO POWER COMPANY (AEP) AND OTHER UTILITY SERVICE PROVIDERS IN CONJUNCTION WITH THE WIRT ROAD REALIGNMENT AND MUNICIPAL PARKING LOT PROJECT, AND THE DECLARATION OF AN EMERGENCY Sponsors: Lockett Law Director Shannon stated that the Engineering Department is requesting Council consider making a motion to suspend the rules of the three readings and the effective date due to the time constraints of this project. A motion was made by Council Member Lockett, seconded by Council Member Hutson, to suspend the rules as to the three readings and the effective date. Reports A. Mayor - Lance Westcamp B. Administrator - BJ King Administrator King thanked Council for their support in passing the two Wirt Road Project ordinances. He said it's been a long process with design and dealing with utilities. He reported on the old KidSpace building, stating that Columbia Gas has shut off its service and that the Fire Department will be conducting some training in the building before it's scheduled demolition on September 15th. He circled back to the Wirt Road Project and informed Council that he and staff had a good meeting with EMH&T about the design and where we are with utilities.We are going to be putting in conduit and some of the utility items might lag behind. There will be temporary poles put in until the services are all installed underground. He said a pre-construction meeting will be held on October 30th, after which the project is set to begin. Meetings will also be held with business owners on Main Street about the project. The project is slated to be complete by the end of October 2026. Mayor Westcamp inquired if the conduit will cost more money. Mr. King said it will, however it is a requirement for the services to be installed underground. Mr Rupp confirmed with Mr. King that a conduit is not required for Columbia gas as well. Mr. King then stated that City Engineer Farst will give an overview of the project at the September 8th City Council meeting. C. Chief of Police - Casey Adams Chief Adams reported on a recent rise in car break-ins in the area. He said the Police Department has deployed cameras on Old Hamilton and Bixby and at the entrance at Grovepoint in efforts to deter entry into those neighborhoods that had been hit. City of Groveport Page 4 City Council Meeting Minutes August 25, 2025 D. Director of Finance - Jason Carr Mrs. Hilbert asked if we will need to change credit card companies in any other department. Standing Committees Mr. Cleary reported that Mr. Lockett had drafted a exhumation policy for the cemetery and that Mr. Shannon will be reviewing it for approval by the Cemetery Committee and Council. IX. Other Business Law Director Kevin Shannon requested Council to consider making a motion to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G)(8), that it is necessary to enter into executive session to consider confidential information directly related to the request for economic development assistance, including the protection of the interests of an applicant for such assistance or possible investment or expenditure of public funds to be made in connection with an economic development project, and to consider marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of the applicant, or negotiations with other political subdivisions respecting requests for economic development assistance, all of which to be provided or administered under Chapter 715, 725, 1724, or 1728, or sections 701.07, 3735.67 to 3735.70, 5709.40 to 5709.43, 5709.61 to 5709.69, 5709.73 to 5709.75, or 5709.77 to 5709.81 of the Revised Code, or that involves public City of Groveport Page 5 City Council Meeting Minutes August 25, 2025 infrastructure improvements or the extension of utility services directly related to an economic development project.To include all members of Council, the Mayor, himself, the Administrator,Development Director, Finance Director, and Price Finley, our special counsel for public financing. A motion was made by Council Member Dildine, seconded by Council Member Hilbert, to go into Executive Session at 6:50pm. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary Other Business A motion was made by Council Member Cleary, seconded by Council Member Hilbert, to come out of Executive Session at 7:51pm.
