Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Jason Carr - Finance Director, Casey Adams - Chief of Police, Mike Poirier - Chief Building Official, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Present: 7 - Edward Dildine, Edward Dildine, Becky Hutson, Scott Lockett, Jack Rupp, Jean Ann Hilbert, and Shawn Cleary V. Business of Guests A. Ella Cartmill Ella Cartmill greeted Council and explained that she and her friends were hanging out at Degenhart Park, where all of their bicycles subsequently disappeared. She stated that there are not currently any bike racks available for kids to secure their bikes at the park, and asked for Council's consideration in installing bike racks to avoid this happening again to other kids. Administrator King suggested that Council consider placing bike racks not only at Degenhart Park, but at all of the parks in Groveport. Council unanimously agreed and thanked Ms. Cartmill for bringing this issue to their attention. City of Groveport Page 1 City Council Meeting Minutes August 11, 2025 B. Philip Turner Philip Turner spoke of current unsanitary conditions at Anam Logistics due to construction and no access to a restroom. He stated that employees are relieving themselves behind the building and asked that a portable restroom be placed until construction is complete. Mr. Poirier explained certain restrictions in our code that would prevent a portable restroom being placed for an extended amount of time. He and Council weighed options with Mr. Turner and made plans to reach out to him for more information and to further try to rectify the situation. C. Meg Mannion - Choptank Presentation Choptank Owner Meg Mannion and her team presented Council with their latest phase of work on the City's re branding project. The presentation was discussed at length, and feedback was collected from Council and staff on the newly proposed typography and color scheme for the Groveport logo. VII. Ordinances and Resolutions A. 3rd Readings Ord. 2025-022 AN ORDINANCE GRANTING A VARIANCE AS TO THE PERMITTED USES IN THE ESTABLISHED ZONING DISTRICT FOR THE PROPERTY LOCATED AT 2650 LONDON GROVEPORT ROAD, PARCEL NO. 185-001559, CURRENTLY ZONED COMMUNITY SERVICES (CS), MARK SALER, APPLICANT Sponsors: Rupp Attachments: Ord. 2025-022 Exhibit A.pdf Administrator King read aloud the conditions set forth by the Planning & Zoning Commission and asked for Council's consideration in amending the ordinance to include those conditions. A motion was made by Council Member Rupp, seconded by Council Member Hilbert, to amend the ordinance to include conditions. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary A motion was made by Council Member Rupp, seconded by Council Member Hilbert, to adopt. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary City of Groveport Page 2 City Council Meeting Minutes August 11, 2025 B. 2nd Readings C. 1st Readings Ord. 2025-027 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A LICENSING AGREEMENT WITH JEFF FINEGAN AT 341 MAIN STREET Sponsors: Rupp This Ordinance was referred to the Committee of the Whole Ord. 2025-028 AN ORDINANCE AMENDING THE PAY GRADE FOR THE FINANCE DIRECTOR, CHIEF OF POLICE, AND POLICE CAPTAIN CLASSIFICATIONS AND THE DECLARATION OF AN EMERGENCY Sponsors: Hutson A motion was made by Council Member Hutson, seconded by Council Member Hilbert, to suspend the rules as to the three readings and the effective date. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary A motion was made by Council Member Hutson, seconded by Council Member Hilbert, to adopt. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary VIII. Reports A. Mayor - Lance Westcamp Mayor Westcamp informed Council that final Police Sergeant interviews have been conducted and we will start the hiring process in the next week or two. B. Administrator - BJ King Mr. King expressed his excitement for the upcoming Air Show. He thanked the Choptank team for their presentation and gave positive feedback, stating that we are heading in the right direction and that he is really looking forward to seeing it all come together. He also announced that he anticipates a final decision being made on the hiring of our new Communications Manager very soon. City of Groveport Page 3 City Council Meeting Minutes August 11, 2025 C. Chief of Police - Casey Adams Chief Adams thanked Council for their support in passing Ordinance 2025-028 and reported on the Police Department's preparations for the upcoming Air Show, stating that they have camera trailers deployed and ready to go. Mr. Rupp inquired if the department is ready for the upcoming school year. Chief Adams assured him that officers are ready and that officer Dillard has placed new speed signs in the school zones. D. Director of Finance - Jason Carr E. Director of Law - Kevin Shannon F. Development Director - Michael Loges G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp Council gave their final comments on Choptank's presentation and personal preferences on font and color for the Groveport logo. Mr. Rupp stated that he is really looking forward to seeing the finished product and how it will really set Groveport apart, personifying the "Uniquely Groveport" theme. He added that he will be attending the next school board meeting and will keep Council updated on the proceedings. Mr. Cleary announced that he will be absent at the next two Committee of the Whole meetings. H. Clerk of Council - Mindy Kay I. Standing Committees Mr. Cleary updated Council on a recent exhumation of cremains at the family's request in order to locate their loved one closer to them. He said the Cemetery Committee will be working on a set policy for exhumations going forward. IX. Other Business City of Groveport Page 4 City Council Meeting Minutes August 11, 2025 X. Adjournment Council Member Cleary made a motion, seconded by Council Member Dildine to adjourn at 7: 41 p.m. All in favor stated AYE, None Opposed.
