Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Brian Strayer - Public Services Director, Joyce Myers - Personnel Director, Michael Loges - Development Director, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Present: 7 - Edward Dildine, Edward Dildine, Becky Hutson, Scott Lockett, Jack Rupp, Jean Ann Hilbert, and Shawn Cleary V. Business of Guests A. Proclamation Recognizing Rick Palsgrove Mayor Westcamp read aloud a proclamation congratulating Rick Palsgrove on the occasion of his retirement from the Columbus Messenger and recognizing him for his lifelong dedication to the City of Groveport. B. Meg Mannion - Choptank Presentation Choptank owner Meg Mannion and her team presented Council with their creative approach for logos, colors, and marketing strategies. Council and staff provided feedback and spoke with Choptank at length about City of Groveport Page 1 City Council Meeting Minutes July 28, 2025 aspects of the presentation and the direction in which they'd like to see the City's re-branding project go. VII. Ordinances and Resolutions A. 3rd Readings Ord. 2025-023 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO CONTRACT WITH ACCURATE MECHANICAL, INC FOR THE REPLACEMENT OF HEATING AND COOLING EQUIPMENT AT THE RECREATION CENTER UNDER THE OHIO STATE TERM SCHEDULE COOPERATIVE PURCHASE PLAN, THEREBY WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B Sponsors: Hilbert Public Services Director Strayer reported on the bids that were put in and the contractor that was chosen for hire. A motion was made by Council Member Hilbert, seconded by Council Member Hutson, to adopt. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary Ord. 2025-024 AN ORDINANCE AUTHORIZING THE RESERVATION OF THREE (3) VALET PARKING SPACES FOR LITTLE ITALY RISTORANTE AT 480 MAIN STREET, IN FRONT OF THE WIRT'S GROVE BUILDING. Mayor - Lance Westcamp Mayor Westcamp made a recommendation to appoint Michelle Radcliffe to the Trees & Decorations Committee A motion was made by Council Member Dildine, seconded by Council Member Lockett, to appoint Michelle Radcliffe to the Trees & Decorations Committee. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary B. Administrator - BJ King Mr. King spoke about the recent flooding and advised to direct any calls to the Public Services Department. He then provided highlights from a meeting about Fourth of July plans for next year. C. Chief of Police - Casey Adams Chief Adams filled Council in on officer training that was held at the high school, which included officers from several neighboring departments. He also reported on the number service calls due to flooding and commended the officers on duty for handling the situation and keeping people safe. Director of Finance - Jason Carr Mr. Carr stated that fortunately the attempted veto for inside millage did not pass, and that the City will need to create a cyber security policy which will be subject to annual audits. E. Director of Law - Kevin Shannon F. Development Director - Michael Loges G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jack Rupp H. Clerk of Council - Mindy Kay I. Standing Committees IX. Other Business Law Director Kevin Shannon requested Council consider going into executive session pursuant to Ohio Revised Code Sections 121.22(G) discuss the employment and compensation of a public employee,to include the Mayor, Council, Administrator, Finance Director, Personnel Director and himself. A motion was made by Council Member Cleary, seconded by Council Member Hilbert, to go into Executive Session at 7:40pm. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary Other Business A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to come out of Executive Session at 8:15pm.
