City Council Meeting Minutes July 14, 2025
I. Call to Order
Mayor Lance Westcamp called the City Council meeting to order at 6:30
p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Kurt Blevins - Police Captain, Mike Poirier - Chief Building Official, Mindy
Kay - Clerk of Council
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Adams led the Pledge of Allegiance.
IV. Roll Call
Present: 7 - Edward Dildine, Edward Dildine, Becky Hutson, Scott Lockett, Jack Rupp,
Jean Ann Hilbert, and Shawn Cleary
V. Approval of Minutes
The June 23, 2025 City Council Minutes stand approved as submitted.

VI. Business of Guests
A. Meg Mannion - Choptank Presentation
Meg Mannion explained that she and her team had reviewed all of the
strategic direction options that had last been discussed with Council,
staff, and the CIC for the City's rebrand. They presented the results of
those discussions and spoke further on the topic of brand strategy with
Council and staff.
B. Carla Cramer
Carla Cramer made Council and staff aware of an event she has been
working on in conjunction with the City of Lockbourne and the Fairfield
County Parks Association. She said that the canal group had been

contacted by the America 250 program to be a part of the Lake Erie to
Ohio River trail. She also announced that the canal group will be having a
canal day on August 16th and gave details on the event.

Ord. 2025-017
AN ORDINANCE ACCEPTING THE ANNEXATION OF 295.86 ACRES,
MORE OR LESS, PARCEL NUMBERS 180-000212, 180-000326, 180-000329,
180-000437, 180-000959, AND 180-001486 LOCATED IN MADISON
TOWNSHIP UPON ANNEXATION OF SAID TRACTS TO THE CITY OF
GROVEPORT (EBRIGHT INVESTMENT COMPANY, LLC, PETITIONERS)

Groveport resident Ann Raver inquired how the annexed land will be
used, to which Administrator King replied that it will be developed for
residential use. Mrs. Raver expressed her satisfaction with that decision,
stating that housing would better benefit and represent Groveport than
another warehouse that she had feared was going in.
Legal representative Jack Reynolds briefly spoke about the next steps
after annexation and expressed the property owner's wishes to annex
into Groveport.
A motion was made by Council Member Rupp, seconded by Council Member
Lockett, to adopt. The motion carried by the following vote:

AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO
CONTRACT WITH ACCURATE MECHANICAL, INC FOR THE
REPLACEMENT OF HEATING AND COOLING EQUIPMENT AT THE
RECREATION CENTER UNDER THE OHIO STATE TERM SCHEDULE
COOPERATIVE PURCHASE PLAN, THEREBY WAIVING COMPETITIVE
BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B

AN ORDINANCE AUTHORIZING THE FINANCE DIRECTOR TO
INITIATE A LIEN ON THE PROPERTY AT 135 FRONT STREET, AND
THE DECLARATION OF AN EMERGENCY

Law Director Shannon requested that Council consider making a motion
to suspend the rules as to the three readings and the effective date so
that the Finance Director may meet the filing deadline with the Franklin
County Auditor.
A motion was made by Council Member Lockett, seconded by Council Member
Hilbert, to suspend the rules as to the three readings and the effective date.
The motion carried by the following vote:
Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary
Council and staff talked over the lien process, the property owner's rights,
possible additional costs that could accrue on the property, the recouping
of funds, and provisions in the property maintenance code leading to this
action.
A motion was made by Council Member Rupp, seconded by Council Member
Hutson, to adopt. The motion carried by the following vote:

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Westcamp made a recommendation to appoint Jim Beidler to the
Board of Zoning Appeals.
A motion was made by Council Member Dildine, seconded by Council Member
Hilbert, to appoint Jim Beidler to the Board of Zoning Appeals . The motion
carried by the following vote:

B. Administrator - BJ King
Mr. King informed Council of an upcoming insurance broker change he
has been working on with HR and announced that the new KidSpace has
started holding some classes. He also stated that there will be a camera
mounted to overlook the construction on Main to provide a live feed on
our website. He and Council briefly touched on changes that will need to
be made to next year's Fourth of July celebration in light of construction,
scheduling to align with Red White & Boom, and increased cost of
fireworks due to tariffs.
C. Chief of Police - Casey Adams
Captain Blevins reported on how smoothly the Fourth of July event went
this year.
D. Director of Finance - Jason Carr
E. Director of Law - Kevin Shannon
F. Development Director - Michael Loges
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Jack Rupp
Mr. Cleary spoke about how nicely traffic flowed at the four way stop on
Ebright and Bixby as he was leaving the fireworks. He and Mrs. Hilbert
gave kudos to everyone who worked the event.
H. Clerk of Council - Mindy Kay
I. Standing Committees
A. Bricks at Veteran's Park
Mr. Cleary reported that he and Public Services Director Brian Strayer
had surveyed the bricks at Veteran's Park and found many of them to be
so worn down they are almost illegible. Council and staff considered
ways to make the etchings on the bricks last, as well as which fonts look
the best, replacement of the bricks, and some minor landscaping that
needs done.

Mr. Cleary and Mr. Shannon brought everyone up to speed on a request
for exhumation at the cemetery.
Mr. Dildine gave highlights from the Trees & Decorations Committee
meeting that was held just prior to tonight's Council meeting.
Mayor Westcamp informed Council that he had just received a text
recommending the appointment of Karen Fraser to replace Scott Clinger
on the Trees & Decorations Committee in the event of his retiring.
A motion was made by Council Member Cleary, seconded by Council Member
Hilbert, to appoint Karen Fraser to replace Scott Clinger on the Trees &
Decorations Committee. The motion carried by the following vote:
Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary
IX. Other Business
X. Adjournment
Council Member Cleary made a motion, seconded by Council Member Dildine to
adjourn at 7: 47 p.m. All in favor stated AYE, None Opposed. Motion passed.
