Call to Order by Committee Chair Cleary at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Stephen Moore - Chief Building Official, Patty Storts - Community Affairs Director, Steve Farst - Engineer, Dennis Moore - Public Works Superintendent, Kyle Lund - Recreation Center Director, Tom Byrne - Director of Parks & Facilities Management, Bob Dowler - Director of Transportation, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence Committee Chair Cleary asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Approval of Minutes - March 21, 2016 Approved as submitted. #087-2016 COTW Minutes 3-21-16 Attachments: COTW Minutes 3-21-16.pdf VI. Business of Guests a. Ohio House Representative Heather Bishoff Ohio House Representative Heather Bishoff was not present for tonight's meeting. b. Madison Township Fire Chief Bates - Monthly Update Madison Township Fire Chief Bates referred to several items on his City of Groveport Page 1 Committee of the Whole Meeting Minutes April 18, 2016 submitted report. Madison Township Trustees awarded the criteria architect for the Station 183 Project to KZF Design of Cincinnati. The new fire engine on order as a result of the traffic crash last September will be the topic of a pre-construction meeting next week in Appleton, Wisconsin with Pierce Manufacturing. The time frame for receiving the new engine is 3 to 4 months. Chief Bates reported on the staffing changes taking place within the Madison Township Fire Department. #088-2016 MTFD March 2016 Monthly Report Attachments: MTFD March 2016 Monthly Report.pdf VII. Ordinances and Resolutions A. 3rd Readings ORD. 16-020 AN ORDINANCE AUTHORIZING AN ANNUAL DONATION IN THE AMOUNT OF $25,000.00 TO MOTTS MILITARY MUSEUM, A PRIVATE NON PROFIT CORPORATION, FOR A PERIOD NOT TO EXCEED FIVE YEARS, APPROPRIATING SAID SUM FROM THE GENERAL FUND IN LEGISLATIVE 101.10.52401, COMMUNITY SERVICE GRANTS, TO FINANCE THE DONATION Sponsors: Rarey Chair Cleary read by title Ordinance No. 16-020. A motion was made by Council Member Dildine, seconded by Council Member Hutson, to recommend approval to the City Council. Mayor - Lance Westcamp Mayor Westcamp reported on the blue ribbons around Groveport last Friday night. The ribbons were in honor of Columbus Police Officer Steven M. Smith who was killed in the line of duty. Officer Smith grew up in Groveport and graduated from Groveport Madison High School. Groveport residents honored Smith’s memory as more than 30 volunteers turned out to tie blue ribbons to trees and streetlight posts along Main Street. Council Member Cleary added it was a very emotional event, touching not only those involved but the passersby as well. B. Public Works Superintendent - Dennis Moore Public Works Superintendent Dennis Moore reported Franklin County is handling treatment of the mosquitos carrying the Zika Virus. Special treatment is needed to control the mosquitos that live beneath the leaves of trees. Mr. Moore stated there will be more regarding the Zika Virus mosquito and how to control it on the news as updated information becomes available. #092-2016 PW Council Report Attachments: PW Apr 2016 Council Report.pdf G. Director of Golf - Tom Walker Not present. #094-2016 GOLF Report to Mayor and Council Attachments: GOLF Report to Mayor and Council 4-13-16.pdf I. Recreation Director - Kyle Lund Recreation Director Kyle Lund sought the direction of Council on the matter of the Groveport Madison High School swim team wanting to use Groveport's facilities for swim practice. The high school golf team uses the City's golf course at no charge. With the indoor pool being closed Monday through Friday from 1:30 p.m. to 3:30 p.m. and the swim team utilizing it from 2:45 p.m. to 4:45 p.m. there would be little impact on patrons with the hour and forty five minutes additional downtime. The City would have to provide a lifeguard unless the coach became a certified lifeguard. Council Members Cleary and Hilbert think it is a good idea to have the coach be the certified City of Groveport Page 4 Committee of the Whole Meeting Minutes April 18, 2016 lifeguard. The winter sport would hold practice 3 days a week starting in mid-October to the first week in November. From November 6 through mid-February practice would run 5 days a week (M-F) from 2:45 p.m. to 4:45 p.m. Only training will take place at the indoor pool, no meets. Groveport does not have the deck space to hold swim meets. After discussion on the matter Council directed Mr. Lund to move forward with presenting the school district with the caveat to have the coach become a certified lifeguard. Council is encouraged with the idea of the swim team and will move forward when more information is gained on the matter. #095-2016 RC Council Report Attachments: RC Council Report.pdf J. Director of Parks & Facilities Management - Tom Byrne Director of Parks & Facilities Management Tom Byrne referred to the Certificate of Recognition for the Recreation Center from American Electric Power. The certificate is a result of the commitment Council made by investing in the energy program 2 ½ years ago. The Recreation Center is running so efficient now that it saves a lot of energy. Annually the City is saving 573,438 kWh or 431.51 tons of CO2, which is equivalent to taking 91 cars off the road or the CO2 generation of 39.27 single-family homes or 11,046 trees planted each year. #097-2016 P&FM Council Report Attachments: P&FM 4-18-16 status.pdf DES Energy Report.pdf AEP Ohio Recognition Certificate.pdf L. City Engineer - Steve Farst City Engineer Steve Farst reported the City received construction bids on April 8, 2016 for undertaking the 2016 Street Improvement Program which will include the second phase of the pedestrian City of Groveport Page 5 Committee of the Whole Meeting Minutes April 18, 2016 improvements on Wirt Road. Bids came in under the estimate. The most responsive and responsible bidder appears to be Columbus Asphalt Paving, Inc. Mr. Farst went over the status of various projects of the 2016 Street Improvement Program. Projects will include sidewalk connection in front of the Groveport Elementary School to Wirt Road. The sidewalk will go from College Street to Delane Road. The Pedestrian Improvements Project includes a sidewalk from the Heritage Park entrance to the existing sidewalk on Main Street across from Ace Hardware. Mr. Farst and Administrator Hall have been in contact with the school district regarding their fence and residents on Wirt Road. There is some excitement in the area to get the project done. #098-2016 Engineers Council Report Attachments: Engineers Council Report 4-14-16.pdf M. Director of Transportation - Bob Dowler Council Member Hilbert inquired about the percentages of male and female clients served for the year on the Franklin County 2016 Senior Options Grant Program Report. Director of Transportation Bob Dowler responded the percentages are averaged over a period of time. #099-2016 Transportation Council Report Attachments: Transportation Council Report for 041816.pdf N. Clerk of Council - Ruthanne Sargus Ross Nothing to report. O. Council Members - Ed Rarey, Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson and Scott Lockett Council Member Hutson raised an issue regarding trash pickup the prior week. Local Waste did not pick up any of the yard waste in quite a few neighborhoods. Mrs. Hutson stated all the yard waste was picked up this week. Administration will monitor the situation. Council Member Cleary invited everyone to the 3rd Annual Groveport Madison Alumni Baseball game taking place on Sunday at 2:00 p.m. at the Groveport Madison High School.
