Madison Township Fire Chief Bates - Monthly Update Madison Township Fire Department Battalion Chief Jeff Fasone substituted for Chief Bates. Chief Fasone reported the department had the state come out for grain bin rescue training. The department is gearing up for an exercise drill at Rickenbacker Air Force Base for a mock crash. Lisa Schacht - Candidate for State Representative Lisa Schacht, of Schacht Family Farm and Farm Market, is a candidate for State Representative. Settling in this community over thirty years ago, Mrs. Schacht and her family have grown their farm operation into a tremendous place for the community to experience the sights, sounds, tastes and smells of a real farm. She treasures the farm lifestyle even though there will always be challenges. Mrs. Schacht and her husband have raised three children there and are now sharing the farm with three grandchildren. Due to hard work and commitment she has had a successful career in operating a small business of growing wholesome food for the community. Mrs. Schacht shared her efforts to serve the community in a new way by being a Representative in the Ohio House of Representatives. She is the Republican nominee for District 20 and passionate about making a difference. Over the years she has observed her family, friends, employees and customers face ever increasing challenges and changing circumstances. In the business and personal parts of our lives we are juggling more matters, often with much less flexibility. Outside forces will sometimes push people in directions they do not want to go and sometimes it is public policy that is that force. She has always stood up for her family, the food systems and the community. Now, she wants to stand up for this district in Ohio's General Assembly. By serving in Ohio's State Legislature she hopes to share her common sense and practicality. She thinks the district needs more representation from people who have run businesses and produced a return in the community, rather than career politicians. If elected she has three main focuses. First, she wants the state government to operate efficiently and within its means. She wants to continue to cut waste and unnecessary spending that drives the need for more burdensome taxes and fees on job creators and hardworking residents. If Ohio is to be competitive with other states and countries, it needs to be lean, efficient and fair to business and workers alike. Second, she wants to help the efforts of expanded vocational training and job opportunities. There is current and pending demand for skilled workers that is not being addressed. Ohio must not only create jobs, it must also insure that there are people qualified to fill those jobs. Third, Mrs. Schacht wants to be a catalyst for collaboration and momentum for smart growth in economic development in this district. Groveport has experienced considerable advantages or opportunities and she would like to see other areas of the district have the same opportunity. She is an outsider who knows a thing or two about the people who live and work here and wants the opportunity to speak up for them. She will bring a fresh, business minded perspective to the Ohio State House. She plans for the City of Groveport Page 2 Committee of the Whole Meeting Minutes May 16, 2016 community to see this and send her there to do their work. Council Member Hutson raised a good point about all the rules the City has for parks, of recent interest is the drones situation. Drones will be added to the Park Rules with language added for exceptions for the operation of drones initiated by any political subdivision and/or Groveport actually using drones. Next week at the regular City Council meeting, Council can act on the matter of amendments as it relates to drones and other provisions. Mr. Shannon further explained staff would like to add a general statement calling for permission to bring certain things on park premises subject to the approval of the Recreation Director or the City Administrator. In lieu of a long list of can't dos, staff wants to be all inclusive in amending the park rules. Recreation Director Kyle Lund has had requests for tents and bounce houses and the like and this amendment will address those types of issues. Chair Cleary read by title Ordinance No. 16-024. The section code of the codified ordinances on parking in City parks will have language added referring to a section under Chapter 941 Parks...which is the preceding Ordinance. The motion carried by the following vote: Yes: 5 - Cleary,Dildine,Hutson,Lockett, and Rarey B. 2nd Readings ORD. 16-027 AN ORDINANCE AMENDING PART SEVEN - BUSINESS REGULATION CODE, CHAPTER 727 - PEDDLERS OF THE CODIFIED ORDINANCES OF THE CITY OF GROVEPORT Sponsors: Hutson Attachments: ORD. 16-027 -Amend Chapter 727 Peddlers Exhibit A.pdf Administrator Marsha Hall relayed under the City's current peddlers' permit there is a line that states this also includes vendors selling from vehicles being on the public roadway. That ordinance allows people to sell from their vehicles parked along the roadway anywhere. This Ordinance will remove that language from the definition of peddlers and no longer permit anyone from coming into the City and parking their vehicles to sell their wares. This will not affect school children selling fundraiser items or persons with regular peddlers' permits from going door to door. This is to deal with the people wanting to come in and park their car or truck full of produce or such along Main Street and sell goods. Chief Portier stated peddlers going door-to-door need to have a permit on their person and present it to a police officer or anyone asking to see it. A couple of years ago during the 4th of July event there was a food vendor trying to sell in front of the vendors who had paid a fee to participate. This would apply to local citizens who want to sell produce they grew themselves along the City's roadways. It would be permissible if they have permission from a private property owner. Mayor - Lance Westcamp Mayor Lance Westcamp publicly thanked Kyle Lund for the great pictures from the Hall of Honor event inducting Kathy Frank. On Saturday, May 14th, Mayor Westcamp presented a proclamation to Le'Veon Bell, a young man who graduated from Groveport-Madison High School and runs a youth football camp in Groveport. There were around 200 participants in the program. Wednesday, the Mayor will present proclamations to the Groveport-Madison High School valedictorians at the Southeast Franklin County Chambers Luncheon. Another proclamation will be presented on Thursday honoring the City's senior citizens during Older Americans Month. B. Administrator - Marsha Hall Administrator Marsha Hall reported that City Engineer Steve Farst recently attended a conference and had spoken to someone from the City of Grove City asking if Groveport was in need of road salt for this coming season. Grove City had purchased a certain number of tons of road salt through the ODOT plan, as Groveport has done in the past. Grove City didn't need all the road salt but ODOT is holding them to the agreement to purchase all of the tonnage. Now, Grove City has to get rid of 941 tons of road salt they need to purchase by next week. Administration was getting ready to bring legislation to Council for the purchase of road salt through ODOT. Purchasing the road salt from Grove City will save Groveport $10.00 a ton for salt the City already needs. Normally, Administration would sign an agreement for under $50,000 but this transaction has the possibility of going over the $50,000. The money has been set aside in the City's appropriations for the purchase of that amount of road salt. After Ms. Hall discussed the subject with Law Director Kevin Shannon, it was decided if Ms. Hall were to go ahead and sign the agreement, Groveport City Charter allows Council to ratify a City of Groveport Page 6 Committee of the Whole Meeting Minutes May 16, 2016 purchase after the fact and to waive competitive bidding for the purchase. This is what Ms. Hall would like to propose that the City do. Mr. Shannon advised that in the General Provisions section of the Ohio Revised Code there is a specific statutory provision that states if municipal corporations or any political subdivisions are part of a cooperative purchasing plan, which Groveport is with ODOT, as is Grove City, one of the political subdivisions may purchase from another participant in the cooperative purchasing plan, if the City (Groveport) can demonstrate that it would be purchased at a lower cost than the City would have purchased it had the City gone through the bid process with ODOT. This provision is right on point with this circumstance. Next Monday, at the City Council meeting, an Ordinance ratifying the action of the Administrator and waiving competitive bidding will be brought before Council for consideration; which the Groveport City Charter states is permitted provided it is not contrary to statutory law or common law. Clearly there is a statutory provision on point which will allow Groveport to do this. Administrator Hall commented there are two positive points to this purchase. First, it will save the City about $9000 by purchasing the salt from Grove City and secondly, if Groveport gets into the contract with ODOT, then we, in turn, will have to purchase whatever ODOT tells the City to purchase. If the City has a light winter like last season, the City may not need all that road salt. If a city does not purchase enough road salt, then there could be a problem in finding the salt. Lastly, by helping the City of Grove City, Groveport now has a relationship with them and our City may need something and Grove City may be able to help Groveport someday. Obviously the most important factor is that it will save the City about $9000 in the purchase of salt. Groveport is not obligated to purchase any road salt from the Ohio Department Of Transportation, the City has not contracted with ODOT. This will be the regular and only delivery of road salt to Groveport this year. Public Works Superintendent Dennis Moore interjected it is quite a savings compared to what the City paid for road salt last year. Grove City will fill their salt facilities first and then the remaining tonnage will be delivered to Groveport; somewhere around 900 ton. Groveport would not be able to get more road salt this year, but the City has never used over a 1000 ton. Even if Groveport did contract with ODOT, the stated amount of tonnage is all the City would be able to purchase regardless of the severity of the winter season. #108-2016 Adm Report to Council - May 16 Attachments: Adm Report to Council - May 16.pdf C. Chief of Police - Ralph Portier Chief of Police Ralph Portier reported in light of this being the beginning of National Police Week, one of the department's officers was involved in a situation at Kroger recently. She was injured but is fine now. The Chief cannot go into details because of the investigation. However, a local citizen jumped into the situation and actually helped versus standing by to just videotape, talk about it and/or watch it unfold. The gentleman stepped up to the plate and helped. The Chief had a short discussion with the Mayor about doing something honoring this individual because that is a rarity in today's environment. Tomorrow Chief Portier sits on a four chief panel for the Police Executive Leadership College to discuss community policing in today's environment. This is a story he will be able to share with the panel about how things happen here in Groveport. #109-2016 PD Council Report 0416 Attachments: PD Council Report 0416.pdf F. Public Works Superintendent - Dennis Moore Public Works Superintendent Dennis Moore reported the rain has played a part in getting things done. Next week the play structure in Founders Bend should be completed and Council will see asphalt work begin. Mayor Westcamp commented Mr. Moore and his crew did a wonderful job putting the play equipment together. Director of Parks & Facilities Management - Tom Byrne Director of Parks & Facilities Management Tom Byrne reported the demolition of the old water treatment plant is in progress. The maintenance building is down and the old salt barn will be leveled tomorrow. City Engineer - Steve Farst City Engineer Steve Farst reported there was a pre-construction meeting held last week and the contractor proposed starting with the Wirt Road pedestrian improvement; wrapping the project up before the 4th of July weekend. Residents on the project side of the road have been notified. Pavement removal on the other streets on the list City of Groveport Page 9 Committee of the Whole Meeting Minutes May 16, 2016 should be starting around mid-June. College Street may take a little while longer because of the removing and pouring of new curbs, sidewalk panels, etc., whereas Cherry Street is mostly milling and paving. The contract is in force and requires that all the work be completed by August 25, 2016. Mr. Farst reported on an update from the Franklin County Engineer. There is an intersection improvement at Pontius Road and Rohr Road to start next week. The developer of the warehouses on the southeast corner of the intersection has financed putting in two left turn lanes for the Rohr Road traffic turning left to go north on Pontius Road and westbound traffic turning left to go southbound on Pontius Road. The project will involve adding pavement width to either side of Rohr Road and through the intersection. Mr. Farst stated there is a funding opportunity coming from ODOT for pedestrian safety. Through MORPC, ODOT approached the City of Groveport and other municipalities to nominate and prioritize signals that have crosswalks with signage indicating to walk or not to walk, signalized intersections, mid-block crossings (crosswalks in between intersections) and paving markings as crosswalks. Administrator Hall and Mr. Farst prioritized and nominated the intersections on Main Street that have traffic signals (Kroger, Tallman Street, Front Street and College Street and three mid-block crossings (at GM Middle School Central, at the Log Cabin and at the soccer field). The recommendations have been accepted and are now in the design stages. The project is to begin next spring and summer. It will involve countdown timers at the 4 named intersections with the pedestrian walk/do not walk signs and solar-powered rectangular rapid flashing beacons at the mid-block crossings. The crosswalk patterns that are recommended are called continental markings that kind of look like piano keys and are highly visible. #116-2016 Engineer's Council Report Attachments: Engineers Council Report 5-12-16.pdf M. Council Member Cleary wished Mayor Westcamp a belated Happy Birthday. Mayor Westcamp's birthday was Saturday, May 14th. He reported the Groveport-Madison Cruisers softball team won 9 to 7 in the semi-finals against Hilliard Davidson. XIII.
