II. Moment of Silence Committee Chair Dildine asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Business of Guests Madison Township Fire Chief Bates - Monthly Update Madison Township Fire Chief Bates reported the department expects to be breaking ground on the new Station 183 in the middle of May. Staff is going over the final plans to finalize the small details. Engine 181 is expected to go on the (assembly) line within the next couple of weeks with a delivery date planned for early to mid-July 2017. Ordinances and Resolutions A. 3rd Readings ORD. 17-017 AN ORDINANCE IMPOSING A MORATORIUM OF ONE YEAR ON THE ISSUANCE AND PROCESSING OF ANY PERMITS ALLOWING RETAIL DISPENSARIES, CULTIVATORS. OR PROCESSORS OF MEDICAL MARIJUANA WITHIN THE CITY OF GROVEPORT Sponsors: Hutson Administrator Marsha Hall stated the rules for the cultivators are to be in effect in May, the rest of the rules won't be in effect until September. This one-year moratorium will give the City time to review the State rules and determine if Groveport wants to add any restrictions. Any restrictions will have to be added to the City's Zoning Code which entails a lengthy process. Chair Dildine read by title Ordinance No. 17-017. A motion was made by Council Member Hilbert, seconded by Council Member Hutson, to recommend approval to the City Council. The motion carried by the following vote: Yes: 5- Cleary,Dildine,Hilbert,Hutson, and Lockett ORD. 17-018 AN ORDINANCE AMENDING PART ONE - ADMINISTRATIVE CODE, CHAPTER 143, EMPLOYEES GENERALLY OF THE CODIFIED ORDINANCES OF THE CITY OF GROVEPORT, OHIO Sponsors: Hilbert Attachments: 143.21 Retire-Rehire Exhibit A.pdf Administrator Marsha Hall commented this Ordinance will provide a procedure the City will follow when a full-time employee would want to retire with the intention of being re-hired. Ms. Hall, Chief Portier and Mr. Shannon looked into placing some restrictions and what procedure City of Groveport Page 2 Committee of the Whole Meeting Minutes April 17, 2017 they would like to see put into place if Council so desires. Chair Dildine read by title Ordinance No. 17-018. A motion was made by Council Member Hutson, seconded by Council Member Lockett, to recommend approval to the City Council. The motion carried by the following vote: Yes: 5- Cleary,Dildine,Hilbert,Hutson, and Lockett ORD. 17-019 AN ORDINANCE SETTING COMPENSATION FOR COUNCIL MEMBERS AND FURTHER AUTHORIZING THE OPTION OF OBTAINING FAMILY VISION AND DENTAL INSURANCE COVERAGE AND THE CONTINUATION OF A LIFE INSURANCE FRINGE BENEFIT Sponsors: Dildine Council Member Hilbert recommended to amend Section 3: to read, "That members of Council shall continue be afforded the opportunity to have a life insurance benefit in the amount of Three Thousand Dollars ($3,000.00) of one (1) times his/her salary." Chair Dildine read by title Ordinance No. 17-019. A motion was made by Council Member Hilbert, seconded by Council Member Hutson, to recommend an amendment to “Section 3: That members of Council shall continue to have a life insurance benefit of one (1) times his/her salary.” The motion carried by the following vote: Yes: 5- Cleary,Dildine,Hilbert,Hutson, and Lockett Council Member Dildine commented he had read a positive comment on both Council and Mayor Ordinances on the Columbus Southeast Messenger website. A motion was made by Council Member Hilbert, seconded by Council Member Hutson, to recommend approval with amendment to the City Council. The motion carried by the following vote: Yes: 5- Cleary,Dildine,Hilbert,Hutson, and Lockett ORD. 17-020 AN ORDINANCE SETTING COMPENSATION FOR THE MAYOR MODIFYING THE MAYOR'S CURRENT HEALTH CARE INSURANCE COVERAGE TO MIRROR THAT OF THE CITY EMPLOYEES' COVERAGE, AND AUTHORIZING THE CONTINUATION OF THE MAYOR'S FAMILY VISION AND DENTAL INSURANCE COVERAGE AND LIFE INSURANCE BENEFIT Sponsors: Dildine Chair Dildine read by title Ordinance No. 17-020. A motion was made by Council Member Hilbert, seconded by Council Member Hutson, to recommend approval to the City Council. The motion carried by the following vote: City of Groveport Page 3 Committee of the Whole Meeting Minutes April 17, 2017 Yes: 5- Cleary,Dildine,Hilbert,Hutson, and Lockett B. 2nd Readings ORD. 17-021 AN ORDINANCE AMENDING PART FIVE - GENERAL OFFENSES CODE, CHAPTER 505 ANIMALS AND FOWL, OF THE CODIFIED ORDINANCES OF THE CITY OF GROVEPORT Sponsors: Lockett Attachments: ORD. 17-021 Part Five, Ch 505 Animals & Fowl Exhibit A.pdf A discussion ensued regarding how the City will let the new legislation become known to event patrons and who will enforce this Ordinance. Signs have already been displayed at Apple Butter Day to try to discourage people from bringing their pets, but the signs were never enforceable. The police department will be enforcing this new legislation. Council and staff had an open discussion on the problems and issues with the dogs being among mixed crowds. Council Member Lockett expressed his concerns of banning all animals when there are just a few offending pet owners. He doesn't want to be perceived as a "dog unfriendly" community. The City of Groveport does hold special events for animals. Chair Dildine read by title Ordinance No. 17-021. Financial Report Finance Director Jeff Green noted Finance is excited by the income tax report showing a large corporate return. Mayor - Lance Westcamp City of Groveport Page 4 Committee of the Whole Meeting Minutes April 17, 2017 Mayor Lance Westcamp reported the 4th of the July Committee will meet this Thursday at 6:00 p.m. B. Administrator - Marsha Hall Nothing further to report. Ms. Hall deferred updates on the Hendron Road reconstruction project and the West Bixby Road project to City Engineer Steve Farst. #379-2017 Adm Report to Council Attachments: Adm Report to Council - Apr 17.pdf C. Chief of Police - Ralph Portier Chief Portier responded to a question regarding officers taking a lot of classes. The State of Ohio has been mandating new courses every officer has to complete. Officers do get certification in the State mandated courses but other training courses are to enhance officer skills for future policing, such as investigations, patrol tactics, etc. The City does pay for the mandated courses. If an officer chooses to go above and beyond in his education to pursue a bachelor's or master's degree, the City allows tuition reimbursement up to $3,000 a year. #380-2017 PD Council Report Attachments: PD Council Report 0317.pdf F. Chief Building Official - Stephen Moore City of Groveport Page 5 Committee of the Whole Meeting Minutes April 17, 2017 Chief Building Official Stephen Moore reported Kroger is doing an interior alteration adding new features to the store. Starbucks will be going in on the east end of the store and Kroger will offer their curbside service ClickList, an online grocery ordering service from Kroger where you can shop online and pick up your order at the store...without having to leave your car. A new trucking company is coming into Groveport on Saltzgaber Road, Abilene Motor Express. #382-2017 B&Z Council Report Attachments: B&Z Council Report.pdf H. Recreation Director - Kyle Lund Recreation Director Kyle Lund publicly thanked Parks & Facilities Maintenance and Public Works crews for all their assistance during the Recreation Center's shutdown day. Mr. Lund submitted the Council Report at tonight's meeting; he has been very busy since the resignation of Steve Hawkins, the Aquatic Manager. Interviews are taking place for a replacement. City Engineer - Steve Farst Anticipating Groveport's participation in the pedestrian safety program, City Engineer Steve Farst and Public Works Superintendent Dennis Moore had a field meeting with ODOT representatives and their contractor Complete General. The program will enhance the City's crosswalks at Front Street, College Street, and Tallman Street, as well as the intersection at Kroger. ODOT will enhance the crosswalks with improved pavement striping and countdown timers. ODOT will also install solar-powered, rapid flashing signage that will be pedestrian activated at the three (3) mid-block crosswalks within the City. The group looked at the three (3) mid-block crosswalk sites: Main Street at the east end of the middle school, Wirt Road at the Log Cabin and Bixby Road at Cruiser Park, to confirm the position of the new equipment. Work on the project should commence in September. Last week, there were two (2) bid openings for the OPWC projects funded in 2015. Three bids came in for West Bixby Road, with the low bid coming in from Strawser Paving at approximately 15% under the engineer's estimate. City Staff is in the process of going through the legal aspects of the contracts and finalizing easements with AEP. The Hendron Road project brought in five (5) bids. The low, most responsive bid came from Shelly & Sands at approximately 4% under the engineer's estimate. Staff met with Franklin County to discuss the construction inspection aspects of the project. The City looks to have Franklin County perform the construction administration for Groveport on this project; about 25% of the project is in Franklin County’s jurisdiction. The City should be under contract for the Hendron Road project in the next couple of weeks. Mr. Farst will keep Council updated on the projects. Both companies' bids were recommended by the City's engineering consultants as having no deficiencies with their submissions. #387-2017 Engineer Council Report Attachments: Engineer Council Report 41217.pdf M. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Jim Beidler Council Member Cleary reported he has a name for replacing Jim Beidler on the Volunteer Peace Officers' Dependents' Fund Board; Rick Burbacher. Mr. Cleary will contact the Board members to set up a meeting for the appointment of the Board's fifth member. XIII.
