Call to Order by Committee Chair Dildine at 5:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Asst. Admin/Director of Finance, Ralph Portier - Chief of Police Department Heads were excused from the meeting by President Pro-Tem Ed Dildine. Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence Committee Chair Dildine asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call Council Member Hilbert arrived at 6:21 p.m. Present: 6 - Beidler,Cleary,Dildine,Hilbert,Hutson, and Lockett V. Madison Township Fire Chief Bates - Monthly Update Madison Township Fire Chief Bates commented on seeing the Mayor, several Council Members and City staff at the Motts Military Museum fundraiser at the Columbus Zoo. Chief Bates mentioned he saw Council Member Cleary at the Paddock Pub for the Mother's Day Brunch. He had taken his wife to the event and felt it was very well done. Mr. Cleary commented several other Council Members went as well. The new engine 181 went on the assembly line at the factory last City of Groveport Page 1 Committee of the Whole Meeting Minutes May 15, 2017 week. It is scheduled to come off the line on June 29th with the department taking possession around the week of July 10th. The goal is to get the engine completed in time for the department to show it at the Ohio Fire Chiefs' Association Conference equipment show at Easton. The department has several retirements coming up. Firefighter Mallory will retire at the end of the day this Friday. Lieutenant Cheek will be retiring next month and Firefighter Kempton may be retiring next month or early in July. Two full-time employees will be hired to replace Firefighter Mallory and Lieutenant Cheek. Firefighter Decker will be promoted to Lieutenant to replace Lt. Cheek. Lt. Cheek is the current holder of Badge 1, Badge 1 is held by the most senior firefighter in the department. Mayor - Lance Westcamp Mayor Lance Westcamp commented some Council Members will be attending the SEFC Chamber luncheon on Wednesday, May 17th. Mayor Westcamp will be presenting proclamations to the seven Class of 2017 valedictorians from Groveport Madison High School. B. Administrator - Marsha Hall Administrator, Marsha Hall and Personnel Director, Sue Wadley are scheduling ethics training for City staff in supervisory positions. There will be two scheduled sessions. Ms. Hall inquired if Council would be interested in this training if one session was scheduled in the afternoon before a Committee of the Whole meeting. Other Business Executive Session Law Director Shannon requested Council to consider making a motion to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G) (2) to discuss land acquistion, to include all Members of Council, the Mayor, the Administrator, the Assistant Administrator, the Police Chief, himself and the two representatives of FMS Architects, Daniel Schiering and Sherri Scholl. A motion was made by Council Member Cleary, seconded by Council Member Hutson, to go into Executive Session at 5:45 p.m. pursuant to Ohio Revised Code Section 121.22(G) (2) to discuss land acquistion, to include all Members of Council, the Mayor, the Administrator, the Assistant Administrator, the Police Chief, himself and the two representatives of FMS Architects, Daniel Schiering and Sherri Scholl. The motion carried by the following vote: Yes: 5- Beidler,Cleary,Dildine,Hutson, and Lockett Council came out of Executive Session at 6:31 p.m. with no action taken. XIII. Adjournment Council Member Beidler made a motion, seconded by Council Member Huston, to adjourn at 6:32 p.m. All in favor stated AYE, None Opposed.
