Madison Township Fire Chief Fasone Madison Township Fire Chief Fasone thanked Council for congratulating him on his appointment as Fire Chief. Chief Fasone reported on two concerns, the first being 2842 Spiegel Drive. There are some issues with semi-trucks backing out onto Spiegel Drive. It makes it hard for other vehicles to get in and out of the area, not just that one complex. It is creating problems for the Fire Department and through City of Groveport Page 1 Committee of the Whole Meeting Minutes June 18, 2018 traffic, so with the help of Groveport's Police Department, contact has been made with DHL. It takes about 20 minutes for security to clear a truck for entrance into their facility. As a result, this causes a backup in the streets. There can be 20, 30 or 40 semis on Port Road making it difficult for vehicles to get through, let alone fire trucks. It is Kraft who puts the trucks through the security regime. Everyone involved is working towards a solution to the matter. The second concern involved a fire at 283 Green Avenue. Fire department staff was able to meet with the management company for the senior living apartments. Both are working to look into adult public education. The management company has conducted drills with the residents, but like when you are in a hotel, everyone looks out into the hallway, doesn't see anything and just goes back to whatever they were doing. When the matter concerns senior living apartments, the various agencies are dealing with mobility problems. It's often better for seniors to shelter themselves in place. It isn't very efficient for the fire department to try to evacuate everyone from the building versus going straight to the cause of the matter, such as a fire. This incident was a fire on the second floor caused by a resident, who left their apartment, unwittingly leaving a burner on with oil in a pan. Fortunately, that building has a fire code that requires sprinklers. The angle of the sprinkler wasn't positioned to extinguish the fire, but it definitely held the fire down. When the firefighters entered the room, they just saw some flickering flames. There was a lot of water damage from that sprinkler but by having gone off and controlling that fire, it probably saved lives. Albert Iosue - SWACO Albert Iosue, with SWACO, presented Council materials on SWACO's "From Waste to Resources" Program. SWACO has set two large drop-off boxes at the Groveport Recreation Center. The drop-off recycling program provides available recycling options to Groveport residents and the community. The drop-boxes identify what to recycle and what not to recycle. Ordinances and Resolutions A. 3rd Readings ORD. 18-030 AN ORDINANCE REMOVING ONE OF THE PART-TIME RECEPTIONIST POSITIONS AND CREATING THE POSITION OF RECEPTIONIST/CLERK IN THE ADMINISTRATION DEPARTMENT, ACCEPTING THE POSITION DESCRIPTION AND PAY GRADE THEREFORE Sponsors: Lockett Attachments: ORD. 18-030 Receptionist Clerk ADM.pdf The municipal offices currently have two part-time Receptionists. One of the positions has been performing additional clerical duties for several of the building staff. There are several other clerical duties that can be assigned to the Receptionist that are outside the position's current job duties. The current Pay Scale includes Part-Time Receptionist position as a Grade 1 and the Part-Time Police Receptionist, Full-Time Receptionist and Clerk positions as Grade 5. Administration is asking Council to consider the Part-Time Receptionist/Clerk position be upgraded to a Grade 3. The on-site system is at capacity and additional buildings cannot be added to the private system. The City will not be responsible in any way for maintenance and/or upkeep. XI. Other Business a. Amending Aquatic Center Fees After last week's City Council meeting, the City has implemented a new policy at the Aquatic Center regarding maximum capacity and how patrons will be admitted entry. Maximum capacity has been reduced to 800, but once that number is reached season pass holders will gain entrance as long as the total number is under 1000. The hot temperatures have contributed to administration calling maximum capacity nine (9) times already this season. That is more than maximum capacity has been called in an entire season. The Mayor acknowledged the great job the 4th of July Committee does every year. B. Director of Finance - Jeff Green Finance Director, Jeff Green, reported a group from Columbus 2020, a development group, came to Groveport to tour available sites and buildings. Mr. Green also gave them a general tour of the whole community and the group was very impressed. E. Chief of Police - Ralph Portier Chief Portier was not present. Captain Blevins had nothing to report. F. Public Works Superintendent - Dennis Moore Nothing further to report. Council Member Hilbert thanked Dennis Moore and his crew for keeping Groveport looking so nice. The Public Works Department provides numerous services to the residents that help keep Groveport beautiful. Council Member Hutson inquired about a sidewalk in front of a neighbor’s house that needed repaired. Director of Golf - Tom Walker Director of Golf, Tom Walker, wanted Council's feedback on removing the large Elm tree by the golf course driveway. The tree has a large split and did not leaf out this year. Staff has concerns that the tree could be a potential safety risk. Trees are usually replaced with a new tree in the same spot, but Mr. Walker wanted to be sure Council had no issue with removing the iconic tree. #141-2018 GOLF Council Report Attachments: GOLF Council Report.pdf I. Recreation Director - Kyle Lund Recreation Director, Kyle Lund, reported beginning July 1st the Recreation Center will be starting a new program. Optum Fitness Advantage through United HealthCare is for people 65 years of age or older, who can qualify for a complimentary Groveport Recreation Center membership if they have the United HealthCare insurance plan. It does not include free fitness classes for senior citizens. #142-2018 REC Council Report Attachments: REC Council Report.pdf J. Community Affairs Director - Patty Storts Community Affairs Director, Patty Storts, reported on the City's blood drive event that was held today at KidSpace. There were 45 on-line registrants and walk-ins are welcomed. They will be open until 7:00 p.m. tonight. The Red Cross has been busier than expected. The final count will be given at a later time. Administrator Marsha Hall acknowledged how busy Ms. Storts has been with this blood drive and the 4th of July Committee's planning, but Community Affairs also has a wonderful children's program for the City of Groveport Page 6 Committee of the Whole Meeting Minutes June 18, 2018 summer. Ms. Storts informed Council that there are 80 children enrolled in this year's program. This year the program has a Head Camp Counselor, Molly Koch. Ms. Koch, has done most of the planning and there are five other camp counselors. The camps first field trip is scheduled for tomorrow, Tuesday, June 19th to Slate Run Farms, weather permitting. Tuesday night’s Farmers’ Market will have live entertainment by Dr. Dan from 5:00 to 8:00 p.m. #143-2018 CA Council Report Attachments: CA Council Report.pdf K. City Engineer - Steve Farst City Engineer, Steve Farst, updated Council on the Hanstein Place water main project and a Canal Winchester project. The contractor installing the new water mains in the Hanstein Addition will be moving over to College Street near Grove Street. Workers will be making some connections through the next couple of weeks. The contractor will need to open up the pavement to put in a new water pipe. They have asked for full road closure of College Street for a couple of days in the next week. Canal Winchester is doing a major reconstruction of a section of Gender Road to include the intersection of Groveport Road. Starting Thursday, June 28th thru Monday evening, July 2nd. The detour route will direct traffic toward Groveport with the route avoiding going through Main Street. Traffic wanting to go north at Lithopolis Road and Gender Road will be directed to Hayes Road to Pontius Road and up SR 317. Traffic at Lithopolis Road and Groveport Road will be detoured west on Groveport Road to Richardson Road to Hayes Road.
