II. Moment of Silence The Mayor had asked everyone to join him in a moment of silence at tonight's 5:15 p.m. City Council Special Meeting . III. Pledge of Allegiance Chief Portier had led the Pledge of Allegiance at tonight's 5:15 p.m. City Council Special Meeting. IV. Superintendent of Groveport Madison Local Schools Garilee Ogden, 3389 North Street, Granville, Ohio, introduced herself to Council as the new Superintendent of Groveport Madison Local Schools . Ms. Ogden thanked Council for so many things the City has done already. She spent the afternoon with the police department and the fire department walking through the new high school building. Both departments were incredibly helpful in assisting the school's administration with looking into safety measures for the new high school . She thanked everyone for their help with the 4th of July parade. Ms. Ogden is looking forward to the School District's partnership with the City of Groveport. Mayor Westcamp thanked Ms. Ogden for the lunch, where Mrs. Hilbert and Mr. Lockett had joined them. The School District is headed in a new direction and Ms. Ogden has some very good ideas. VII. Ordinances and Resolutions A. 3rd Readings ORD. 18-033 AN ORDINANCE ACCEPTING AND DEDICATING AS A PUBLIC IMPROVEMENT THE INFRASTRUCTURE/IMPROVEMENTS CONSTRUCTED IN CONJUNCTION WITH OPUS BUSINESS CENTER AT RICKENBACKER-RICK VIII Sponsors: Grashel City Engineer, Steve Farst, stated this infrastructure involves the cul-de-sac at the end of Green Pointe Drive South which was finished somewhere around 2015. There were some easements that needed to be dedicated. All the pieces are now in place, so Mr. Farst recommended the matter be brought to Council. Chair Cleary read by title Ordinance No.13-033. A motion was made by Council Member Dildine, seconded by Council Member Hilbert, to recommend approval to the City Council. Mayor - Lance Westcamp Mayor Lance Westcamp reported on the passing of former Village of Groveport Solicitor James Thompson. B. Administrator - Marsha Hall Administrator Marsha Hall reported that Administration was asked to provide some discussion points for the property the City recently purchased on the corner of Main Street and College Street. The information can be discussed later in the meeting if Council wishes to go over that information. #162-2018 Adm Report to Council - July 16 Attachments: Adm Report to Council - July 16.pdf C. Director of Law - Kevin Shannon Nothing to report. D. Director of Finance - Jeff Green Finance Director, Jeff Green, informed Council of a letter the City received from the City of Columbus. The letter informed Administration that as of January 1, 2019 the City of Columbus will no longer collect income taxes for suburban communities, such as the City of Groveport. Mr. Green has already received two calls regarding Columbus' announcement. One call was from the City of Cleveland, Center City of Groveport Page 3 Committee of the Whole Meeting Minutes July 16, 2018 Collection Agency (CCA) and the other from the Regional Income Tax Agency (RITA). Mr. Green, Marsha Hall and City of Groveport Tax Administrator Bob Curtain met with both agencies. Administration recommended to Council that the City go with RITA. Many neighboring communities use RITA already. There is no City of Rita, RITA is a council of governments, where CCA is the City of Cleveland making Groveport more beholding to Cleveland. RITA makes decisions somewhat like a co-op giving all the municipalities equal footing. RITA is fairly sophisticated, it has been around since 1971, it offers great on-line services and has a local presence being located in Worthington. Groveport will change to mandatory filing with the exception of retirees on pensions. Groveport currently contracts with Bob Curtin as its Tax Administrator; his roll after January 1, 2019 will be determined when it is time to renew his contract. E. Recreation Director - Kyle Lund Recreation Director, Kyle Lund, reported that he received confirmation today that the Ruck Run will take place on Sunday, September 9th starting at 8:52 a.m. at Groveport Park. The Ruck Run Remember event is put on by the Fallen 15. The Recreation Center Movie in the Park event is Friday, July 20th at dusk in Groveport Park.
