Call to Order by Committee Chair Cleary at 5:34 p.m. Staff Present: Marsha Hall - Administrator, Jeff Green - Director of Finance, Dennis Moore - Public Works Superintendent, Stephen Moore - Chief Building Official, Tom Walker - Director of Golf, Steve Farst - Engineer, Bob Dowler - Director of Transportation, Sue Wadley - Personnel Director, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence Committee Chair Cleary asked everyone to join him in a moment of silence. III. Pledge of Allegiance Tim Kraft led the Pledge of Allegiance. IV. Tim Kraft - State of Ohio Auditor's Office Tim Kraft with the Office of the Auditor of State presented Finance Director, Jeff Green with the Auditor of State Award with Distinction. To qualify for the Auditor of State’s highest award an entity must file timely financial reports with the Auditor of State’s office in the form of a CAFR (Comprehensive Annual Financial Report) and the audit report does not contain any findings for recovery, material citations, material weaknesses, significant deficiencies, single audit findings or questionable costs. Mr. Kraft commented about how hard it is to receive this award. The office audits over 5,800 public entities throughout the City of Groveport Page 1 Committee of the Whole Meeting Minutes December 10, 2018 State of Ohio. Out of the more than 5,800 public entities, only 5% receive this award every year. This award is being presented to Jeff Green and his staff for another great year of financial reporting. Mr. Green accepted the award along with Senior Accountant, Anna Krigbaum and Accounting Clerk, Amy Hartung. b. Greater Groveport Food Pantry / Groveport Madison Human Needs Representatives of the Greater Groveport Food Pantry and Groveport Madison Human Needs were in attendance to receive proceeds from the Blacklick Haunted Park event. Both organizations were awarded $1,300 each from the October 26th and 27th weekend event, despite the inclement weather. Becky Soles, Greater Groveport Food Pantry and Christine Boucher, Groveport Madison Human Needs were present to acknowledge the awards. c. Madison Township Fire Chief Fasone Chief Fasone was not present. Council Member Dildine reminded everyone to water their Christmas trees, inspect their electrical cords and tree lights, and remember to have their furnace checked every winter season. The fire department participated in the Canal Winchester Santa Parade and Blacklick Estates Santa Parade. The local union is once again sponsoring three adopt-a-family recipients; one family from each community of Groveport, Canal Winchester and Madison Township. #288-2018 MTFD Monthly Report Attachments: MTFD Monthly Report.pdf VII. New Business Council Member Shawn Cleary raised the matter of board members for the Volunteer Peace Officers' Dependents Fund. He asked for a motion for President and a motion for Secretary. First meeting to be scheduled on January 14, 2019 at 6:00 p.m. A motion was made by Council Member Hilbert, seconded by Council Member Lockett, to nominate Shawn Cleary as President and Ed Dildine as Secretary. The motion carried by the following vote: Yes: 6- Cleary,Dildine,Grashel,Hilbert,Hutson, and Lockett VIII. Unfinished Business None. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Shawn Cleary asked all the Council Members to stand to thank the department heads for the fantastic year the City had City of Groveport Page 5 Committee of the Whole Meeting Minutes December 10, 2018 due to all their hard work. Council Member Grashel reported he did a ride-a-long with Sgt. Josh Short a week or so ago and it was awesome. Mr. Grashel attended an Ohio State College of Economics seminar where the Groveport G.R.E.A.T. was recognized in the presentation. Council Member Dildine attended the Annual Membership Christmas party at Motts Military Museum. He found it humbling to see the number of P.O.W.s, a 100 year-old member and all the members present for the event. The National Veterans Memorial and Museum built in downtown Columbus advertises a four day trip highlighting places to visit, Motts Military Museum is listed in the brochure’s agenda. Council Member Jean Ann Hilbert wished everyone a Merry Christmas since she may not be present at the last City Council meeting of the year. Council Member Shawn Cleary attended the dedication for Hamilton Road honoring Officer Dane L. Rowe. The sign reads, “Patrolman Dane L. Rowe Memorial Highway,” and marks the area where the Madison Township police officer was struck and killed 30 years ago while directing traffic at an accident scene. Mr. Cleary vowed the Groveport Police Department will get whatever it needs in backing and support from this City Council. He wished all the staff a great holiday season and to take time to enjoy their families. XIII. Adjournment Council Member Dildine made a motion, seconded by Council Member Hutson, to adjourn at 5:53 p.m. All in favor stated AYE, None Opposed.
