Committee of the Whole Meeting Minutes May 20, 2019
I. Call to Order
by Committee Chair Cleary at 5:30 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law

Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
Committee Chair Cleary asked everyone to join him in a moment of
silence.
III. Pledge of Allegiance
Sgt. Casey Adams led the Pledge of Allegiance.

a. Madison Township Fire Chief Fasone
Madison Township Fire Chief Fasone reported that the department has
transitioned to a new software reporting system. Staff is merging the fire
and EMS statistics to one report. The new report is now in the process
of being adapted to read as the department's previous reports. Every 3
years the department has a mass casualty drill at Rickenbacker
International Airport that the port authority is required to perform. The
department usually gets COTA involved to shelter and take care of the

minor injuries and the walking wounded. COTA buses can be seen all
over Central Ohio and has its depot on the west side of Columbus,
therefore, it can take the buses awhile to get down to Rickenbacker in
the event of a mass disaster. This year, Chief Fasone contacted City
Administrator, Marsha Hall, about the possibility of having the
G.R.E.A.T. program buses and employees participate because they
are more centrally located and their response time to the area would be
tremendous over COTA’s. This year’s drill will take place in the next few
months. He thanked Ms. Hall and the Director of Transportation, Bob
Dowler, for their professionalism and eagerness to participate and
share the City’s services. Chief Fasone really appreciates their
cooperation.

ORD. 19-021
AN ORDINANCE LIMITING PARKING ON ELM STREET TO THE
SOUTH SIDE FROM COLLEGE STREET TO WEST STREET
Sponsors: Hilbert
Mr. Cleary read from an email sent by Wayne White stating that "My
position will be that if no parking is going to be allowed on the north
side, at the minimum, I would like to see yellow curbs at each
intersection alleys to prohibit parking and making turns a little easier."
Administrator Hall commented this matter was raised about three years
ago but did not go very far after the initial discussion. No legislation was
introduced at that time. This time the matter was looked into per the
request of two members of Council. This ordinance will make it easy for
large emergency vehicles to navigate the narrow street. There was a
suggestion of placing a stop sign at Elm Street and Center Street to
help slow down traffic. Vehicles can be parked on the street for 72 hours
without moving. Mayor Westcamp doesn't see a problem with parking
on both sides of Elm Street, it has worked for all these years. He
understands it can be a problem when there are two vehicles parked

across from one another and large emergency vehicles try to get
through the lane. Law Director, Kevin Shannon, advised Council on the
matter of the stop sign. A stop sign cannot be used to regulate speed
per State law.
Chair Cleary read by title Ordinance No. 19-021. A motion was made by Council
Member Dildine, seconded by Council Member Hutson, to recommend
approval to the City Council. The motion carried by the following vote:

A. Mayor - Lance Westcamp
Mayor Lance Westcamp commented Wednesday was a great day
honoring the nine valedictorians from Groveport Madison High School.
The City of Groveport was well represented at Southeastern Franklin
County Chamber of Commerce luncheon and the Mayor appreciates
everyone who was involved in the presentation. Mayor Westcamp,
Council Member Cleary and Administrator, Marsha Hall, attended the
Armed Forces Day with Warren Motts on Friday, May 17th. The
luncheon had an excellent turnout and it was a great day for that
program. Saturday was the Alumni Banquet and the Mayor thanked the
Alumni Committee for putting on another great function. He did make it
to the Groveport Madison High School jazz concert.

City Engineer, Steve Farst, updated Council on various projects.
Thursday there was a bid opening for the East Bixby Road
improvements. All three submitted bids were under the estimate. The
roadway work on South Hamilton Road at Firehouse Lane has begun
and will most likely carry through to mid-August.

M. Director of Transportation - Bob Dowler
Director of Transportation, Bob Dowler, thanked Chief Fasone for the
invitation to participate in the mass casualty drill at Rickenbacker
International Airport. The department will have staff and a vehicle, not
only from the G.R.E.A.T. program, but staff and a vehicle from Senior
Transportation as well. The department is looking forward to the drill.

Council Member Shawn Cleary appreciated everyone's help with the
Alumni Banquet. The banquet was great with a lot of pretty cool people
attending the event.
On Saturday, Mr. Cleary walked a couple of Fairfield County Sheriff's
Deputies through the Town Hall display of the History of the Groveport
Police Department. The exhibit is courtesy of Officer Ernie Bell.
At the rededication of the Hall of Fame there were a lot of comments
about Ed Rarey.
Mayor Westcamp added that the History of the Groveport Police
Department display is unbelievable and a must see. It will be available
until May 31, 2019 at Town Hall. When he stopped by to see the
display, everything was running smoothly and Community Affairs
Director, Patty Storts, is lucky to have the staff she has at Town Hall
during her absence. He thanked Cristy Duckworth for handling Arbor
Day; she did an excellent job.

Council Member Dildine made a motion, seconded by Council Member Hutson, to
adjourn at 5:53 p.m. All in favor stated AYE, None Opposed. Motion passed.
