Bruce Smith - Presention of Proceeds from the Blacklick Haunted Park Event Bruce Smith presented Becky Soles, Greater Groveport Food Pantry and Christine Boucher, Groveport Madison Human Needs, the proceeds from the Blacklick Haunted Park Event. The event raised $3,206.00 that was divided evenly between the two organizations. Scott Clinger thanked the many volunteers who made the event possible, as City of Groveport Page 1 Committee of the Whole Meeting Minutes November 18, 2019 well as, Patty Storts and the Trees & Decorations Committee for all their support. Mr. Clinger thanked the Groveport Police Department for keeping things orderly and making sure no one tampered with the gear and equipment. Also, the Parks Department, Bruce and Scott couldn’t do this event without them; they are certainly the best. Mr. Cleary thanked Bruce Smith and Scott Clinger for the fantastic job they did on this event. B. Madison Township Fire Chief Robinson Madison Township Fire Chief Robinson reminded everyone with the recent time change to change the batteries in their smoke detectors and check that they are in good working order. It is highly recommended to install carbon monoxide detectors in your home. Carbon monoxide is a colorless, odorless, tasteless gas that can be deadly. The fire department is confirmed to deliver a special guest on December 6th to the Heritage Park. Mr. and Mrs. Claus will be traveling in style in a fire truck. On November 7th, along with some members of Council and Groveport staff, Chief Robinson participated in the South Hamilton Road Corridor Stakeholders meeting. He looks forward to working with everyone involved in planning to work toward relieving some of the traffic congestion issues in the area. Madison Township will be having their Santa parade on December 14th at 1:30 p.m. This month’s report has been changed to include YTD information. Chief Robinson welcomes any input or suggestions for additional information Council may want to see on the report. #281-2019 MTFD Monthly Report Attachments: MTFD Monthly Report.pdf C. James Chilton - Founders Bend James Chilton, 4918 Founders Drive, congratulated Mayor Westcamp and the two Council Members for being re-elected. Mr. Chilton addressed Council on the possibility of getting a shelter and some swing sets at the park in Founders Bend. Ms. Hall had spoken to Mr. Chilton previously and suggested that possibly Council may want to look at the matter while going through the Master Park Plan update. Veterans Park Directory Chair Cleary raised the matter of a directory for the brick honorees at Veterans Park. With the honorees growing in leaps and bounds, he would like to see a directory created to help locate a particular brick easier. Mr. Cleary has talked to Jeff Myers with the Boys Scouts about a directory being a merit badge or Eagle Scout project. The bricks are randomly placed, but someone may request to be placed side-by-side to a relative. B. Charter Review Committee Chair Cleary put it forward that the Charter Review Committee is coming up fast and Council should be thinking about planning for it. VIII. Unfinished Business None. IX. Financial Report Finance Director Jason Carr went over some items in the submitted financial report. The City’s total fund balances decreased by 1.6 million when compared to the prior year which is primarily attributed to the timing of the Debt Service principal and interest payments due in November that were paid in October. Income tax collections were 82% of what the City budgeted. The City collected 79.65% of budgeted revenue and spent 58.47% of appropriations budgeted. The General Fund was $460,485 higher when compared to the prior year. One of the benchmarks for the City’s investment portfolio is to compare the City's total interest rate to STAR Ohio. At October 31, 2019 the City's yield was 2.08% compared to STAR Ohio of 1.82%, therefore the City has met its benchmark. #282-2019 Finance Report Attachments: Finance Report.pdf City of Groveport Page 10 Committee of the Whole Meeting Minutes November 18, 2019 XI. Other Business None. XII. Reports A. Mayor - Lance Westcamp Mayor Lance Westcamp thanked Mr. Carr for his excellent report. Mayor Westcamp, Administrator Marsha Hall, Chief Portier and Personnel Director Sue Wadley interviewed five applicants for the Police Department. The Mayor has made an offer of employment to three of the candidates. Mayor Westcamp thinks all three candidates, if they accept his offer, will work out great for the City of Groveport. He commended Chief Portier and the department for hanging in there with three fewer officers to cover shifts. The Mayor and some of the Council Members, along with City Engineer Steve Farst, attended a meeting at the Franklin County Engineers Office where they saw plans for the new roundabout at State Route 317 and Rohr Road. The County plans to shut the road down for 45 days. A traffic light is to be installed on Rohr Road at Pontius Road in the spring. B. Administrator - Marsha Hall Administrator Marsha Hall thanked everyone for the eight years she has been with Groveport. She really appreciated all the teamwork and all the work Council had entrusted to her. Council Member Hilbert commented that Marsha Hall built a relationship with Council that had been a great help. She also built relationships with her employees as well and it showed in how well staff worked together like a family. Council appreciated Ms. Hall being the matriarch of the family. Council Member Lockett remarked that having Marsha around has been a real blessing. She has made Council feel well-supported. Chief of Police - Ralph Portier Chief Portier reassured everyone that, once home, Mr. Cleary was fine. You can expect to see him back to himself next week. Council Member Hutson commented on Josh Short and his antics involving Bendi being seen all about town. Asst. Admin. / Development Dir. - Jeff Green ECDI will hold the first small business training session on November 19 at 6:30 at the Links Banquet Room. "Mindset of an Entrepreneur" basically lays the ground work by asking some serious questions to determine if someone is ready for an entrepreneurship or small business ownership. Response has been good. City Engineer - Steve Farst City Engineer Steve Farst expects to take advantage of the City’s website regarding getting the word out about the roundabout at State City of Groveport Page 13 Committee of the Whole Meeting Minutes November 18, 2019 Route 317 and Rohr Road. The website and social media can be used to help residents understand how to drive through roundabouts. Other municipalities have launched large campaigns to inform their communities. The Cruisers won a close game against Olentangy Liberty. The Cruisers play on Friday night at St. Francis DeSales High School against Pickerington Central. Bloom-Carroll looked very good Saturday night and goes up against Licking Valley (Newark) on Saturday, November 23 at DeSales. City of Groveport Page 14 Committee of the Whole Meeting Minutes November 18, 2019 Mr. Dildine thanked Marsha Hall for the last 8 years. For those members who have been through 2, 3 or 5 Administrators, Ms. Hall has been by far the best with the staff and policies she has put together. She leaves this Administration in much better hands than when she found it. Council Member Hutson copied the sentiments of Mr. Dildine and congratulated Ms. Hall on her retirement. Council Member Grashel thanked Ms. Hall for what she has done for the City and for him personally by bringing him up to speed when helping him come aboard. He thanked everyone present for what they do for the City of Groveport. Mr. Grashel added that Saturday night was Red & Black Night for the basketball program. The program has expanded beyond the high school boys and girls all the way down to the middle school. All the teams were featured as well as the alumni. After the game, Head Varsity Basketball Coach Ryan Grashel left the game with his wife and at 6:45 a.m. welcomed into the world Council Member Chad Grashel’s niece. Everyone is home now and doing well. XIII.
