City Council

The regular meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, N.J., on Monday, December 3, 1990. Mayor Zisa called the meeting to order at 8: 20 P. M. and asked everyone to stand for the flag salute. On roll call the following were present: Mayor John F. Zisa, Deputy Mayor Sandra A. Robinson, Councilmen Mauro A. Mecca, Mark A. Stein and Roger B. Mattei, City Attorney Richard E. Salkin, City Manager James s. Lacava and City Clerk Doris L. Dukes. I Mrs. Dukes: Chapter 231, "In accordance with the Open Public Meetings Act, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy on the Bulletin Board in City Hall." Mayor Zisa asked for approval of the minutes for the meetings of November 19, 1990. Motion offered by Stein, seconded by Mecca that the minutes be approved as submitted. Mayor Zisa asked if everyone received the explanation on this resolution and was told "yes". Dr. Mecca, through the City Manager, said he would like to ask Mr. D'Amore, Superintendent of Public Works, who was in the audience, some questions. I At the request of City Manager Lacava, Mr. D 'Amore responded. Dr. Mecca questioned Mr. D 'Amore extensively about the age of the snow plows recently auctioned: could they possibly have been used longer: could a plow be connected to another piece of equipment, possibly the recycling truck: etc., and the necessity of purchasing the new snow plow. Dr. Mecca also said a City employee, who chose to remain anonymous, had called him in confidence about the equipment and he was not convinced that we need this new snow plow. City Manager Lacava voiced opposition to Dr. Mecca taking the position of the employee over the department head, thereby placing Mr. D 'Amore in an embarrassing situation. He proceeded to explain the process of the purchase of the snow plow from the introduction of the bond ordinance to the receipt of bids. Mayor Zisa stated that previously he had suggested that Dr. Mecca check with the department head and to go see the piece of equipment. He said it is a sad state when you take the word of the employee over the department head to determine the vote. The Deputy Mayor asked Mr. D'Amore if the purchase of this piece I of equipment had come before Council last year. He said it had for several years appeared in the Capital Budget as a reques 1 since he has been in the City's employ. She was trying to determine if this is the same piece of equipment previously discussed or whether this is a completely new piece. He replied that it was the same equipment presented, but not purchased. Councilman Stein commented also on the age of the old equipment. I : The Mayor asked the City Manager, City Attorney and members of Council if they had anything further to report. I � The City Manager rem nded the Council that the tree lighting will be held on Friday at the Green by the County Court House. I The City Attorney � gave an update on the King of Kings I legislation, adding that �e will keep the Council informed. I Councilman Mecca again addressed the matter of the employee who spoke with him, in confi:dence, relative to the snow plow. Comments were also made by the Mayor. Deputy Mayor Robinson asked questions regarding the use of � certain schools in the e ening� no longer being made available until further notice. , I I Mr. Lacava said he : did not think they were being used by the City, but would check with Mrs. Ferguson. I I I I I  Ms. Robinson also reported that the Black Clergy Council will have the Martin Luther King, Jr. celebration on January 21, 1991, at New Hope Baptist Church. They would like to have the program by December 17th. They also want the march to start here at City Hall instead of the Court House. The meeting was opened to the public for purposes of record.
