A Special Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey on Tuesday, June 29, 1993. Mayor Zisa called the meeting to order at 7: 00 P. M. and requested everyone stand for the Flag Salute. The Mayor then asked the City Clerk to call the roll. Present - Mayor John F. Zisa, Councilmen Mark A. Stein and Roger B. Mattei, City Attorney Richard E. Salkin, City Clerk Doris L. Dukes I and City Manager James S �· .Lacava .. r Absent - Deputy Maxor Sandr,a A. Robinson and Councilman Mauro A. ,...- Mecca · Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy of same on the Bulletin Board in City Hall." Resolution #152A OFFERED·BY: MATTEI SECONDED BY: STEIN WHEREAS, N.J.S. 40A-8, as amended, provides that the budget be read by title only at the time of the public hearing if a resolution is passed by not less than a majority of the full governing body, providing that at least one week prior to the date of hearing a complete copy of the approved budget, as advertised, has been posted in City Hall and copies have been made available by the City Clerk to persons requiring them; and WHEREAS, these two conditions have been met. NOW, THEREFORE, BE IT RESOLVED that the budget be read by title only. I Roll Call: Ayes - Stein, Mattei, Zisa Absent - Mecca, Robinson Mayor Zisa called for a motion to hold the public hearing on the 1993 Municipal Budget. Motion offered by Stein, seconded by Mattei that there be a public hearing. Carried. Mayor Zisa asked if anyone would like to speak on the budget. Rainer Olster, 144 Union Street, spoke at length on various line iterns of the budget. He asked questions which were answered by members of Council and Mr. Lacava. Frank Campbell, 111 Catalpa Avenue, made comments related to the bonds and asked for an explanation on unused bond funds, which Mr. Lacava answered. Mr. Campbell's questions relating to the salary packages were answered by Mayor Zisa. Motion offered by Stein, seconded by Mattei that the public hearing on the budget be closed. Carried. The adoption of the 1993 Municipal Budget ($42,144,112.93), offered by Mattei, seconded by Stein and carried, is on file in the City Clerk's office as a permanent record. Councilman Stein, Councilman Mattei and Mayor Zisa each commended Mr. Lacava and his Department Heads for the fine job done with the budget. r Mayor Zisa encouraged the Department Heads present to look at ways to improve efficiency and to Mr. Lacava he said he looks forward to working with him and the new City Council. Motion offered by Stein, seconded by Mattei that the meeting be adjourned. Carried (8: 40 P. M.} ABSENT DEPUTY MAYOR SANDRA A. ROBINSON ABSENT ATTEST:
