The Reorganizational and Inaugural Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Thursday, July 1, 1993, at 7:00 P. M. City Clerk Doris L. Dukes presided. Mrs. Dukes: " Good evening ladies and gentlemen. The Reorganizational and Inaugural Meeting of the City Council of the City of Hackensack will please come to order. Will everyone please rise for the Invocation l?Y Rev. Robert L. Curry of the Mt. Zion Baptist Church. " I The City Clerk read the following letter. " July 1, 1993 Honorable City Council: After a careful canvas of the votes, I do hereby issue the following statement of determination of the result of the Municipal Election held in the City of Hackensack, Bergen County, State of New Jersey, on Tuesday, May 11, 1993, for the purpose of electing five (5) members of the Council: Sandra A. Robinson 1, 692 Emil Canestrino 1, 560 Suzanne Sznajderman 1, 480 Kenneth w. Stophel 1, 362 John F. (Jack) Zisa 2, 686 Mark A. Stein 2, 547 Roger B. Mattei 2, 462 Juanita Trammell 2, 570 Jesus Galvis 2, 340 I further certify that John F. (Jack) Zisa, Juanita Trammell, Mark A. Stein, Roger B. Mattei and Jesus R. Napolitano Mrs. Dukes: " Gentlemen and Mrs. Trammell, you have before you your ballot for the election of Mayor. Will you please cast your vote. " Mrs. Dukes collected the ballots and made the following statement: " I have collected the ballots for election of Mayor and find a unanimous vote for John F. Zisa. Judge Napolitano, will you please administer the Oath to Mayor Zisa. " After the Oath was administered, Mrs. Dukes advised that there would be a presentation made by George Diana and requested Mr. Diana come forward. George Diana presented gifts to Mayor Zisa and to each member of the City Council on behalf of the Continue Progressive Leadership in Hackensack Committee. The Mayor, now presiding, thanked Mr. Diana and requested the City Clerk to proceed. Resolution #153 OFFERED BY: MATTEI SECO.NDED BY: STEIN BE IT RESOLVED by the City Council of the City of Hackensack that Juanita Trammell be and she is hereby designated to act in place and instead of John F. (Jack) Zisa as Mayor of the City of Hackensack and that she be given the title of Deputy Mayor of the City of Hackensack I and that there be conferred upon her all rights and privileges incident to her appointment. Mrs. Trammell: "Mr. Mayor, at this time I would like to request that the resolution be amended to read that the Deputy Mayor position be on a rotating schedule." Mayor Zisa called for a motion to amend the resolution so that the position of Deputy Mayor will be on a rotating basis among the other Council members. At this time the Mayor requested everyone stand for the flag salute. Salkin, Esq., 50 Main Street, Hackensack, New Jersey, to serve as City Attorney; and WHEREAS, a certificate establishing that funds are available for this contract from a designated appropriation from the 1993 budget and shall be provided in subsequent budgets has been issued by the Chief Financial Officer in accordance with N.J.A.C. 5:30-14.5 of the Rules and Regulations of the New Jersey Department of Community Affairs, Local Finance Board. Roll Call: Ayes - Mattei, Galvis, Trammell, Stein, Zisa Resolution #165 OFFERED BY: STEIN SECONDED BY: MATTEI WHEREAS, the Senate and General Assembly of the State of New Jersey has enacted Public Law, 1975, Chapter 231, which was approved October 21, 1975, entitled "Open Public Meetings Act"; and WHEREAS, the said law requires certain notices of and conduct of public meetings thereafter which affects the City Council of the City of Hackensack; and WHEREAS, the City Counci 1 of the City of Hackensack intends to fully conform to the requirements of said Act. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hackensack that: 1. The regular monthly meetings shall be held on the first and third Mondays of each and every month of the year. Pub! ic Work Sessions {Committee-of-the-Whole), at which public participation will not be permitted, shall be held on the first, second, and third Mondays of each and every month of the year, excepting in the months of June, July and August, Public Work sessions will not be held on the Second Monday. If the Monday is a holiday, the meeting will be held on Tuesday. The meetings of the Public Work Sessions shall be called to order at 7:00 P. M. , Regular Meetings at 8:00 P. M. in the Council Chambers, City Hall, 65 Central Avenue, Hackensack, New Jersey. 2. The City Clerk of the City of Hackensack is hereby directed to cause the posting of said schedule of meetings in a public place reserved for such or similar announcements. 3. Said City Clerk shall cause copies of the scheduled meetings I to be mailed to The Record as the newspaper for the City of Hackensack. 4. The said City Clerk shall keep on file a copy of said schedule of meetings. 5. The sum of $12. 00 per year shall be and hereby is fixed as a prepayment required of any person requesting that the City Clerk mail notices to them of any regular, special or rescheduled meeting. The request for mailing of notices of regular, special or rescheduled meetings must be in writing and no fee will be prorated. The signature of the Mayor and City Treasurer will be signed mechanically on the individual payroll checks. No other signature is required. 2. The signature of the Mayor and City Treasurer shall be I signed mechanically on all checks issued for payment of all obligations of the City of Hackensack other than payroll checks. They shall also be countersigned manually by the City Clerk or, in her absence, the Chief Financial Officer. 3. The keys to the mechanical signature machine shall be kept in the office of the Chief Financial Officer, who shall supervise and prudently safeguard the use of these keys. NOW, THEREFORE, BE IT RESOLVED that funds of the City in depositories of the City of Hackensack be subject to withdrawal upon checks signed as outlined above; and BE IT FURTHER RESOLVED that all depositories of the City of Hackensack funds are entitled to honor checks signed by facsimile. signature as herein above set forth, regardless of by whom or what means the facsimile signatures may have been affixed to the check, if the said signature resembles the facsimile specimen certified to by the City Clerk of the City of Hackensack and filed with the depositories of the City of Hackensack funds; and BE IT FURTHER RESOLVED that the City of Hackensack shall indemnify the depositories of the City of Hackensack funds of any and all claims, including court costs, legal fees, whether involving I litigation or not and any other charge and expense which the said depositories of Hackensack City funds may incur by reason of claims or allegations in the form of claims arising out of transactions wherein the said depositories of the City of Hackensack funds had honored checks of the City of Hackensack, which checks were signed by the facsimile signature in .the manner as outlined in the preamble of this resolution: and  BE IT FURTHER RESOLVED that the City Clerk be directed to forward certified copies of this resolution to all depositories of the City of Hackensack funds. The last four years were ones of major changes and accomplishments throughout the City. I fully expect that the next four years will bring more of the same under your direction. To the newly elected Council members, I say welcome to our City family. I look forward to working with you as a united team. Congratulations to all of you. I would like also to add that it is certainly a pleasure to have five 'Ayes' without a twenty-minute dissertation on each I resolution. " The Mayor then asked Mr. Salkin if he had any comments to make. Mr. Salkin: " Mayor Zisa, Deputy Mayor Trammell, Councilmen Stein, Mattei and Galvis, I am grateful to you for the opportunity to continue to work with you to serve the people of our community. It's a privilege that I sincerely cherish and one which I approach with the same enthusiasm I felt four years ago when I woke one morning and realized that I had 37, 049 new clients. I think a special kind of relationship develops between a governing body and its Municipal Attorney. In this position, I've had a unique perspective to observe the work ethic, talent and sacrifice, the energy that must be brought to your positions if the job is to be "done right " and the residents well served. Mayor Zisa, Councilmen Stein and Mattei, I've worked with you for four years and known each of you a lot longer than that. Deputy Mayor Trammell, Councilman Galvis, as with everyone present in the chambers tonight, I too am familiar with your long records of dedication and public service to our community. So I hope you'll indulge me, on this one special occasion, to step slightly out of my role as your City Attorney and address you as a resident, taxpayer and, above all else, I a friend. I'd like to offer my heartfelt congratulations to you and your families on this occasion and render the somewhat non- legal opinion that we, the people of Hackensack, have indeed chosen well in 1993. " Mayor Zisa: "I would 1ike to thank the members of the City Council individually and collectively for their confidence in choosing me to lead the team for the next four years. " The Mayor then asked members of the City Council for their comments. Councilman Mattei introduced his family and personally thanked the Mayor and each member of the Council, including Lynn Hurwitz, Marie Giorgio, Joanne Wexler, Rick Salkin, members of the Boat Jumpers Board of Trustees, George Diana, as well as his supporters and workers. Mr. Mattei stated, "From a somewhat different perspective, each of us can appreciate the continuity of purpose which is symbolized and expressed every four years by the installation of a new City Council. We together, the Council and the residents of our community, join to rededicate ourselves to successfully meet the challenges of the I future. When the members of Council sought these positions last spring, we chose "Continue Progressive Leadership" as our slate's designation. We decided, as a team, that we would leave the "hype", "glitz" and "gimmickry" to others. We would place our respective and collective records before the people of Hackensack and ask them to continue to entrust us with the duty of providing quality leadership and competent performance to them in the future as we have strived to in the past. And, in a time when many political analysts consider incumbency to be negative "political baggage", you, the voters of Hackensack, responded to our message. For this we collectively thank· you. I'd like to conclude my remarks by pledging to you that each of us on this Council will continue to bring open, honest and dedicated performance to these positions. The people of Hackensack have spoken and we, as a City Council, will continue to listen. Thank you very much." Councilman Galvis introduced his family and extended personal thanks to his friends - Jack Zisa, Lynn Hurwitz, Marie Giorgio, Don and Jane Lenner, George Diana, Rick Salkin and members of the Hispanic community. Mr. Galvis: " In general, I would like to thank all of you for coming out to be a part of this significant and joyous occasion. Four years ago in 1989, as a City Council election neared, I was approached by many, many candidates seeking my support and endorsement as an active member of the Latino community in Hackensack and in Bergen County. I chose to support Jack Zisa, Mark Stein and Roger Mattei. Once I made that choice, I worked hard for their election. Now let me tell you why. The first question I asked myself was - which candidates would best serve our entire City and set it on a course of positive progress. Then I asked which candidates were most likely to practice inclusionary policies and reach out into the Hispanic community to make sure that that community, which now makes up 15 percent of the City's population and 30 percent of the school population, would truly become an active and participating component of our City. The answers to these questions were the same - Jack Zisa, Mark Stein and Roger Mattei. I have never regretted that decision: and today, as I take office as the first Hispanic member of the City of Hackensack Council, I am proud to become a member of the team that has been chosen by the people of Hackensack to guide our great City for the next four years. These four fine people have never disappointed _ _ . me in their performance in our community, and together we will' 'riot · disappoint you with our performance in office. Now I believe it truly can be said that our great multicultural community has a multicultural City Council dedicated to the betterment of the quality of life for all of our residents. Thank you very much." Juanita Trammel1 acknowledged her family members, Assemblywoman Loretta Weinberg, Assemblyman Byron Baer and the Bergen County Police Chief. Deputy Mayor Trammell: " Just as Councilmen Mattei and Galvis have done, I must express my heartfelt thanks to each of you who have come here tonight to share these moments with us. I'm extremely proud and enthusiastic about Joining the team of Mayor Jack Zisa, Councilmen Mark Stein, Roger Mattei and Jesus Galvis. You may remember that when we announced our candidacies in March, The Bergen Record called us a " Rainbow Alliance" and a " cross section of our City" - the newspapers don't always get everything right, but I think you' 11 agree that they hit the nail right on the head in that description! Because to me that is what our community, our City, is all about, people .of different backgrounds from different neighborhoods seeking consensus - communicating, working together for common goals and seeing the ultimate truth about our City - we are all in this together. I've been active in this community for more than four decades. I started when I was very young. During that time and especially when my late husband, Jim, was a member of the City Council, I recognized that our City achieves its greatest success when there is communication and unity among the many diverse groups in our community.  Certainly communication does not signify weakness, it does not signify acquiescence. Everyone who knows Juanita Trammell knows that I have never hesitated to stand my ground when that was the appropriate course - but they also know that even in the most heated of debates, I have never burned the bridges of communication, for when we do that, we have lost the spirit of our community and the result is polarization, not progress - no one, no group, no community can afford this. And I pledge to you now, that this City Council will not let that happen in Hackensack. Thank you." Councilman Stein acknowledged introduced his family and friends. the absence of his father and I Mr. Stein stated, "I hope none of you gets tired of hearing us say 'Thank you' this evening. Each of us on the Council is indebted to you for your support, for your friendship, and most importantly, for your active participation in our community. In many businesses and professions it is said that the highest compliment you can receive about your performance on the job is when that same customer or client returns for your services the next time around. In the 'business' of being an elected public official, that translates into establishing a record of performance and leadership, running on that record, and being re-elected. There is simply no higher compliment, and for this we all thank you. As many of you know, my background as a business executive has always led me to the belief that running our City· government is truly no different than successfully operating any large type business. If positive, competent and dedicated leadership is in place, and if the· operation is approached on a professional basis, seeking consensus, I while at the same time inviting promising innovation, the potential for significant progress and gain is limitless. That is the approach that Mayor Jack Zisa, Councilman Roger Mattei and I took during the past four years on the City Council. That is the approach that Jesus Galvis has brought to his three years on our Board of Education, and that is the approach that Juanita Trammell has taken during her four decades, as a young child, of positive community involvement in the City of Hackensack. This is the quality of leadership that this City Council brings to you, the residents of our City, for the next four years. With your continued participation and support, it is my firm belief that our community can soar to even greater heights and accomplishments. Thank you very much" Mayor Zisa introduced his family and stated, " As it has been expressed by each member of Council tonight, I too must take the time to thank each of you here for your good wishes and support. The others acknowledged many individuals who made this evening possible, and on behalf of the entire Council, I want to thank the people of I Hackensack for their confidence and belief in this team and what it , stands for. The efforts that each of us has made for our City over the years is best described as a 'Labor of Love' for this community. As I listened to the remarks of Council, I noted that significant thoughts and ideas were expressed by each. Thoughts we must never lose sight of. Roger Mattei spoke about continuity of purpose. Jesus Galvis stressed the importance of practicing inclusionary policies.  //t Juanita Trammell emphasized how crucial it is for us to keep the lines of communication,open within our community. Mark Stein shared his thoughts about the quality of leadership. And as I heard these thoughtful remarks, it struck me that each of these concepts continuity of purpose, inclusionary policies, communications among people and providing quality leadership, in and of itself, is a vital component of the continued progress in our City. For as history has shown, if a governing body 'falls down' in any t one of these areas, it is the people of the municipality who suffer the consequences - and that is a result that, as Juanita Trammell has suggested, this Council, this team, will not permit to occur in Hackensack. Earlier, Roger Mattei discussed the significance of our use of the designation 'Continue Progressive Leadership' during the campaign. The continuation of progress was the theme of the campaign and it will be the everlasting goal of this Council's term in office. And with your support, your input and your participation, we will in fact continue on a path of progress in our City. I would like to take this opportunity to thank some people who have not been acknowledged by members of Counci 1. They are our City people - to Doris Dukes for her everlasting support and dedication; to City Manager Lacava who has the toughest job in the world. Jim, to all your Department Heads and their Departments, we appreciate all the support and dedication they have given to the City and will continue to give. To the many Board members that serve our City in very responsible positions with no pay, without ackowledgement with no recognition, and come out month· after month, we ackowledge their volunteerism and support to the City. " (At this point, the Mayor asked all Board members to stand to be recognized. ) t "Lastly, to the two new members, I thank you for putting your names on the line, for getting involved, and to Mark and Roger, for your undying dedication to the City of Hackensack and to the future of Hackensack. I thank everyone for being here this evening. There is one other appointment that I must make and that is I would like to appoint Juanita Trammell as an alternate member to serve in my absence on the Library Board. " Mrs. Dukes: "Mr. Mayor, I have been advised that certain invited public officials have requested an opportunity to extend congratulatory remarks to the Mayor and Council. I would like to ask them to come forward in this order. Emma Byrne, Director, Division of Consumer Affairs, representing Governor Florio. " Emma Byrne came forward and stated that the Governor is sorry he cannot be here this evening but extends congratulations and best wishes to each member of the City Council. Lynn Hurwitz, District Administrator for Congressman Robert Torricelli, said that Congressman Torricelli is on his way back to Hackensack from Washington, but he did extend congratulations to each I member of the Council, adding that he had the pleasure of working with the Mayor, Councilmen Mattei and Stein during the past and looks forward to working with them along with Deputy Mayor Trammell and Councilman Galvis. She stated that the Congressman's office is always open to them. The members of Council also received congratulatory remarks from Loretta Weinberg, who presented a gift to Juanita Trammell, and Asssemblyman Byron Baer. William "Pat" Schuber, County Executive, on behalf of County Officials, the County Clerk, Freeholders Kelly, Sheehan, Mola and the ·Police Chief extended best wishes and congratulations. He pledged mutual support and continued cooperation between the County and the City. Mr. Schuber said he had known Jack for a number of years and was very proud of him and his family. He pledged support to Roger and Mark, as well as Juanita and Jesus. He proclaimed Sunday, July 4th, as Jack Zisa Day, Juanita Trammell Day, Mark Stein Day, Roger Mattei Day and Jesus Galvis Day in Bergen County. He presented each member I with a Certificate. Mrs Dukes asked if anyone wishes to make a presentation to any member of the Council to please do so at this time. The following presentations were made: A plaque from the Bergen County Hispanic Committee was presented to Councilman Galvis. A gift was presented to Deputy Mayor Trammell from her family and friends. The Colombian Spanish American Civic Award was presented to Councilman Galvis. A presentation to Mayor Zisa was made by his family. A presentation was presented to Councilman Mattei from his daughters. Mayor Zisa: "Before I open the meeting to the public for comment, I would like to thank and acknowledge those elected officials who represent Hackensack who have chosen to come this evening to celebrate with us - Kathy Donovan, Sheriff Jack Terhune, Undersheriff - Jay Alpert, Freeholders Dick Mola, Richard Kelly and James Sheehan and Undersheriff Mary Ellen Molten. We appreciate your coming out this evening. " Councilman Galvis: "Mr. Mayor, I would like to thank my good friend, Pat Schuber, not only for the certificate but for all the help he has given in the growth of the Hispanic community in Bergen County. I would like to recognize members of the Hispanic U. S. A. group in I Bergen County. Thank all of you very much. " The Mayor also thanked Judge Andrew Napolitano for sharing this evening with him. He stated that the Judge had theater tickets but chose to give them up to be here with him this evening. · Mayor Zisa: "I would also like to thank an individual who was very involved with the campaign. His dedication to the City is unsurpassed by anyone. He is a close personal friend and that person is Richard Salkin who serves as City Attorney. " Deputy Mayor Trammell: "At this time, since my husband served on the Council for two consecutive terms with these individuals, I would like to recognize Donald Fleming and Frank Zisa, the Mayor's father. Each time I see you I get a special feeling about you. " The Deputy Mayor asked Mr. Fleming and Mr. Zisa to please stand. The Mayor said he hoped he had not overlooked any elected officials and if so, he apologizes. Mayor Zisa then opened the meeting to the public. Dorothy Schwartz, 47 Prospect Avenue, requested that her name be added to those welcoming the new City Council and wished them well. I Ms. Schwartz continued her remarks regarding the extremely high rents that Hackensack tenants are forced to pay. She spoke on the difference in the percentages tenants must pay for those who provide heat as compared to those who do not provide the heat.  //� A friend of Juanita Trammell stated that he had known Juanita for three and a half. decades. She is a wonderful and warm person. With this compassionate individual the City is richer than it was before. He wished each member much luck. A motion was offered by Councilman Stein, seconded by Deputy Mayor Trammell. that the public portion of the meeting be closed. Carried t The Mayor invited everyone to join the City Council next door at the Civic Center immediately after the meeting.
