�// The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, November 21, 1994. Mayor Zisa called the meeting to order at 8:00 p.m and asked everyone to stand for the flag salute. The Mayor then asked the City Clerk to call the roll. Present , Councilmen Roger B. Mattei and Jesus R . Galvis, I Councilwoman Juanita Trammell, Deputy Mayor Mark A. Stein, Mayor John F. Zisa, City Manager James S. Lacava, City Attorney Richard E. Salkin and City Clerk Doris L . Dukes . Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy of same on the Bulletin Board in City Hall." Mayor Zisa called for a motion to approve the minutes of the meetings held November 7th and 14th, 1994. Motion offered by Trammell, seconded by Stein that the minutes be approved as submitted. Purchase Order # 86256 Roll Call: Ayes - Mattei, Galvis, Trammell, Stein, Zisa Resolution #375 OFFERED BY: TRAMMELL SECONDED BY: MATTEI WHEREAS, the police departments in Bergen County have a day-to-day responsibility to provide for the security of lives and property for the maintenance and preservation of the public peace and order: and WHEREAS, law enforcement officials also have a responsibility to provide for preparedness against natural emergencies such as floods, hurricanes, earthquakes, major storms, etc., man-made causes, civil unrest and civil disobedience such as riot, strikes, jail or prison riots, train wrecks, aircraft crashes, major fires, riots, terrorist incidents and bombings, state and national emergencies: and WHEREAS, this plan is adopted in accordance with the provisions I of N.J.S.A. 40A:l4-156, N.J.S.A. 40A:l4-156.l, N.J.S.A. 40A:l4-156.4 and N.J.S.A. App. A:9-40.6: and WHEREAS, this plan will provide a uniform procedure for the coordination of the requesting, dispatching, and utilization of law enforcement personnel and equipment whenever a local law enforcement agency requires mutual aid assistance from any other jurisdiction, both contiguous and non-contiguous, in the event of an emergency, riot or disorder, in order to protect life and property: and WHEREAS, it is the desire of the Mayor and Council of the City of Hackensack to participate in a Mutual Aid Plan and Rapid Deployment Force in accordance with the plan as submitted by the Bergen County Chiefs' Association. I NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Hackensack that the Police Department of the City of Hackensack under the direction of the Chief of Police, cooperate with the Bergen County Police Chiefs' Association to create an Interlocal Services Agreement with all municipalities in the County of Bergen in order to put into place the Mutual Aid Plan and Rapid Deployment Force: and BE IT FURTHER RESOLVED that a copy of this resolution be I forwarded to the County Executive, the Board of Chosen Freeholders, the County Prosecutor, and all municipalities in Bergen County. Roll Call: Ayes - Mattei, Galvis, Trammell, Stein, Zisa Mrs. Dukes advised the Mayor that her Docket was completed. The Mayor thanked anything to report. her and asked the City City Manager Lacava congratulated City Clerk Doris Dukes for Manager if he had I having been named "Clerk of the Year " by the New Jersey Municipal Clerks' Association. Mrs. Dukes thanked him for the corsage. The Mayor then asked the City Attorney if he had anything to report. Mr. Salkin said, "ditto ". Mayor Zisa: "Doris, on behalf of the 37,000 stockholders of the City of Hackensack, we congratulate you. We are all proud of you. " The Mayor announced the annual Tree Lighting Ceremony which will be held on December 2ria·. He wished everyone a Happy Thanksgiving. Each member of Council congratulated Mrs. Dukes. Deputy Mayor Stein added that he has known and watched Doris for a long time at work and it is an honor that is well-deserved. Councilwoman Trammell said she too was very proud. Councilman Galvis said it is also an honor for the City and was I proud to be from Hackensack. As he was walking on the boardwalk and people noticed he was from Hackensack, he was receiving congratulations as well. Councilman Mattei said one of the greatest things that can happen to anyone is to be recognized by their peers. Mrs. Dukes thanked them for their remarks. Mayor Zisa opened the meeting to the public for discussion of City busines.s. Dorothy Schwartz, 47 Prospect Avenue, again addressed the issue of rent increases, stating that over the past five years her rent has increased by 26.6 percent. Jack Donovan, Willow Avenue, congratulated Mrs. Dukes as "Clerk of the Year ", adding that she has gone out of her way to help when needed. He then spoke on the subject of the education of the students in the Hackensack school system. He felt the students are not receiving the proper education because of the unions having too much input.
