City Council

The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, December 5, 1994. Mayor Zisa called the meeting to order at 8:00 p.m and asked everyone to stand for the flag salute. The Mayor then asked the City Clerk to call the roll. Present Councilmen Roger B. Mattei and Jesus R. Galvis, Councilwoman Juanita Trammell, Deputy Mayor Mark A. Stein, Mayor John I F. Zisa, City Manager James S. Lacava, City Attorney Richard E. Salkin and City Clerk Doris L. Dukes Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy of same on the Bulletin Board in City Hall." Mayor Zisa called for a motion to approve the minutes of the meeting held November 21, 1994. Motion offered by Stein, seconded by Trammell that the minutes be approved as submitted. Carried FINAL ADOPTION OF ORDINANCE NO. 36-94 ENTITLED: nAN ORDINANCE TO AMEND ORDINANCE 25-94 ENTITLED 'AN ORDINANCE FIXING AND DETERMINING MUNICIPAL CLASS POSITION TITLES AND SALARY RANGES FOR CERTAIN NON-CONTRACTUAL OFFICERS AND EMPLOYEES OF THE CITY OF HACKENSACK'". Mayor Zisa: "This Ordinance has been advertised pursuant to law and now calls for a public hearing. Will someone so move?" Motion offered by Stein, seconded by Galvis that there be a public hearing. Carried I Mayor Zisa asked if anyone present wished to be heard on this Ordinance. Dorothy Schwartz, 47 Prospect Avenue, asked the duties of Thomas Toscano who was recently hired as an employee of the City. She also asked if he would receive benefits. Mayor Zisa and City Manager Lacava responded to her questions. Motion offered by Stein, seconded by Galvis that the public hearing be closed. Mayor Zisa thanked her and asked the City Manager, City Attorney and members of Council if they had anything to report. They did hot. Mayor Zisa, regarding the Tree Lighting Ceremony held on Friday, December 2 nd, thanked the various departments involved, adding that he appreciated the efforts made by the Recreation and DPW Departments. The Mayor extended congratulations to the Hackensack High School football team who were named State Champions, as well as the "Y outh on the Move" organization for a fine job they did with a talent show held Saturday, December 3rd. The Mayor opened the meeting to the public for discussion of City business. Dorothy Schwartz, 47 Prospect Avenue, addressed the ADA as it I relates to audio equipment for the hearing impaired. She advised Council that she has been wearing a hearing aid since 1989 and when she attends hearings in Washington, audio equipment is made available to her. She asked if audio equipment would be made available when the ADA goes into effect in 1995. She said she would be willing to get information regarding the equipment used in Washington if Council would like her to. Mayor Zisa said it would be helpful if she could get information from the national level. Herman Chica, 82 South State Street, spoke in opposition of a homeless shelter near his residence. Mayor Zisa recommended that he speak with the Building Department. Mr. Chica questioned why a fee had to be paid to use the field for soccer games. Mayor Zisa advised that there are several adult programs and league activities require . a permit for the purpose of control. Susan T. said the school guards have been replaced at Fairmount School and complained about the new guard not doing his job. He is with his girl friend and she objects to having her children see what I is happening. She called the Traffic Division and although they told her they would take care of it, nothing has been done in the past two weeks. She also asked why were the signs removed from Pine and Poplar. Mayor Zisa said the school was responsible for putting the signs out and they were not doing it. Jane Martino, 60 Johnson Avenue, also complained about the school guards. Richard Rankin, 430 Union Street, made comments about an article in the New Y ork Times on December 4 th about Hackensack and the retail merchants. t:t7 i Motion offered by S � ein, seconded by Galvis that the public hear ing and the meet ing be adjourned.
