" At t h is remarks . t ime Mayor Zi s a asked the members of Counci l f or I Councilman Mattei, addre s s ing his c o l l eague s , said it i s an honor and a privi lege to s erve with them . He acknowledged the pres ence o f his f ami ly and made t he f o l lowing s tatement : " Today marks the third time I have had the privi lege , and the honor , o f taking the oath o f o f f ic e t o serve my community as a member of the Hackensack City Counc i l . I t strikes me that it is an appropriate point for both r e f l ect ion and vis ion. As many here this evening know , I have c hosen a c areer as an educator . As suc h , I tend to see a paral l el in the proc e s s of how we educ ate our c h i ldren to prepare them for their future s , and the proc e s s by which we , as e l ected l eaders , seek the right answers and c orrect s olutions to the chal l enges that f ace our community . I be l i eve that the mo st valuable les s on that I try to impart to my student s is that they mu st l earn from their experienc e s , that every e f f ect has its cau se . Stated in , perhap s , a more philo sophica l manne r , ' Those who do not learn f rom history are doomed to repeat it ' . With that as a background , I ' m sure you wi l l understand why I am particularly proud o f being a part of a C ity Counc i l that operate s on principles o f teamwork , not grandstanding; dialogue , I not c on f rontation; hard work , not expediency; problem solving , not gimmickry . As long-time or l i f e - long re s ident s as each of us are , we are pain f u l l y aware o f what can happen to our community when the bus i ne s s of the City i s ignored through inact ion, or s ide-tracked through political machinations.  The parks get negl ected to the point of disrepair. The infrastructure breaks down to the point that we, as an environment a l ly sen sit ive generat ion, must right the wrong of poison ing the Hackensac k River on a daily bas is. The resident s are right f u l ly outraged and alarmed when they witne ss mas s ive, hapha z ard over-development ruining their community. This Counc i l , as a te am, drew on these community experienc e s and h i story; we learned from i t and we acted accordingly. Together, this team has approached each c hal l enge, each I problem with the he art f e lt be l i e f that - Fac ing a problem head-on would s ol ve it, inaction would make it wor se; In-depth analy s is and l ong- range solutions serve the publ ic interest, quick f ixes and band-aid gimmicks will solve nothing; The abi l ity to l i sten to each other, to l i sten to the voices of the people we serve, produc e s a synthe sis o f the be s t ideas, a consensus, if you wil l ; and to my mind, this approach, not confrontation, not diatr ibe, not polari z ation is the path of cont inuing progre ss in this community. Rational dec i s ions, teamwork, civil ity, these princ iple s may not help s e l l newspape rs, but they are what is rightfully expected o f us by the people o f Hackensack. And surely the people of Hackensack deserve no l e s s . " Councilman Galvis thanked h i s c o l leagues and said it has bee n a privilege to work with them for the pas t f our years. He recogn i z ed his wi f e and s on and made the f o l l owing statement : " When I sat here for the f irst time f our years ago, much was said about the s igni f ic ance of the occ a s ion of the 1f irst person of H ispanic background taking the oath o f of f ice as a Hacken sack City Councilman. I would not try to t e l l you then, or now, that I was not I personally proud of that event, to have been at the vanguard of an important moment o f history in the ongoing evo lution of Hackens ack. Yet then, as now, I wa s keenly aware that however important and symbolic that day was for the Latino community, the respon sibilities I undertook as a member of this team, thi s C ounc i l , were first and f oremost that I0repres ent al l of the peop l e o f t h i s c ommunity; .and this i s t h e re sponsibility I dedic ated mys e l f to f our years ago, and rededicate mys e l f to today. Yet, as Counc i l man Mattei has stated, this is an appropriate t ime for s ome re f l ection and I join him in that thought .. When this Counc i l f irst ran together f our years ago, we were described a s a " Rainbow Coalition " . Thi s made us proud bec ause we recogn i z ed that even with our va stly dif f erent backgrounds , together as a team, we could draw upon our divers ity and f urther, to the be st o f our united abi l it i e s , what we perceive as t he be st interest o f th e entire c ommunity. And as I have attended the City Council meetings over the past f our years, I have been pleased to witne s s a muc h greater partic ipation and input f rom the H i spanic community in the event s, pol i c i e s and chall enges with which we, as a Counc i l , must dea l with. I Thi s is as it should be because each of the members of this team has long real i z ed that concerns of a community l i ke park improvement s, c lean streets, educat ional opportuniti e s and c ommercial redevel opment are i s sue s that cut equa l ly across ethnic c l a s s i f ications; they are c oncerns that we face together a s one united community. For ultimate ly, we wil l be judged by our actions not merely our words. And if this Council, this team, continue s to use our diversity as the as s et we recogni z e it to be in our e f f orts to achieve progre s s and betterment for al l of the peopl e of our c ommunity , I bel ieve that the great e s t legacy we wi l l leave be hind us was that we repre sented local government of a l l the people , by a l l the people , for a l l the peop l e . " Deputy Mayor Trammell acknowledged her f ami ly· and stated: "As I s at h er e and l istened to the remarks of Councilmen Mattei and Galvis and their thoughtful reflections , it struck me that eac h of us u p here t oday h a s b e e n entrusted with these posit ions by the peopl e o f Hackensac k f or o ne unde rlying reason . Bec ause l ong b e f ore any o f us entertained any not ion of s eeking e lective o f f ic e , each o f us , in our c ommunity involvement , in s ocial settings , in our respect ive c areers and personal deal ings had estab l i shed credibil ity about our s e lves amongst the people we knew and dealt wit h . I And credibi lity brings trust , and trust is e stab l i shed by saying what we mean , and meaning what we say . Four years ago this Counc i l pl edged to work together as a uni f ied team . As Roger has pointed out , we have l ived up to that p l edge . We pledged to represent and be sensitive to the needs o f al l o f the many people o f our community - and I bel ieve that Jesus has s poken f rom the heart in confirming that that pl edge too has been honored . As I thought back to the remarks of thi s Council f rom f our years ago , I remembered how we c ommitted ourse lve s to honest , open and acc e s s ib l e government . Thi s i s the kind of government peop l e r ight fully want , and r ight fully expect . I asked my se l f , ' Have each o f us , and all o f us , l ived up to that pledge to the best of our abi l it ie s ? ' I b el ieve , and I hope each of you agree , that the answer to thi s is ' ye s ' . I Now let me give you an i l l ustration of what I mean. I concede that the Bib le doe s not say ' Out o f si l l ine s s there ari s e s a kerne-1 o f truth ' . But maybe it ought to . A f ew months ago our i l lustrious local newspaper ran a story c omparing Hackensack to a ne ighboring community . Now let ' s put as ide the motivations of the writer . But before each o f us read the fi r st sentence o f the story , we knew that communities , l ike peopl e , are unique , and armed with the common sense that God gave us , we knew the article was ' s i l l ines s ' . But we read it anyway . And nearly buried at the end of that art ic l e wa s the f o l l owing , and I ' d l ike to·read it to you verbatim : ' The Rev . Greg Jackson , who ministers Hackensack ' s Mount Ol ive Bapti st Churc h , said Hacken s ack ' s residents work with e lected o f f ic i a l s as partners , not as adversarie s . We try and res olve things quiet ly , before i s sue s become c on frontat ional ' , Jac kson said . ' And I genera l l y bel ieve that i s t h e best way to get things done . ' And t hat i s the ' kernel o f truth ' , stated s imply , e l oquently and i nc isive ly . In Hac kensack we talk to each other. In Hac ken s ac k we openly expre s s our concerns . I n Hackens ack we are I not a f raid to approach and solve our probl ems together . I n Hac kensac k , whether you are a community leader l ike Rev . Jac kson , or a quiet person j us t cop ing with life ' s dai ly c h a l le ng es , this mun ic ipal government , this C ity Counc i l , thi s team , i s here �or you . We have bee n , and we wi l l cont inue to be . " Councilman Stein c ongratul ated his c o l league s and s a id the past c oupl e o f weeks have been rough with the passing of h i s mother and the absence of his f ather this ev. e ning , because he is in  /30 Hackensac k Medical Center . Mr . Stein thanked everyone f or their support during a very dif f icult t ime . He rec ogni z ed his wife and other f amily members and is sued the fol lowing statement : " Like C ounc i lman Mattei , today i s my third swearing-in cer�mony . I am proud and grate f ul to be given another opportunity to serve the c ommunity in which I ' ve l ived for my entire l i fe . As you can see , each of the members of Counc i l has chosen a certain aspect of the nature of our community , or o f this team ' s approac h to the re spon s ib i l ities you have entrusted to us . I have a f ew t houghts I 'd l ike to share with you because they are near and I dear to me . I have l ong f e lt that the greatest resource of our community are the people who l ive and work here . During the t ime I have been privileged to serve as a Counc i lman , this belief has been enhanced rather than dimini s hed . Some years ago we created the Hackensack Volunteer Corp s . We b e l i eved that if you give the people of Hackensack the opportunity to g ive of thems elves for the bene f it of others , they would respond . When we rece ive the quarterly reports of the l iteral ly thousands of volunteer work hours that have been provided to our taxpayers , we know that our f aith was we l l - f ounded . When we see the enormous succ e s s o f the Neighborhood Crime Watc h Programs coordinated by our Police Department , we know that our resident s c are about each other and our community . When we e stabl i s h a program l ike H-Cops where c i t i z en volunteers wil l be given the opportunity to supplement the e f f orts o f our Po lic e Department and free up our o f f icers for the more s erious aspects of their j obs , we are express ing our c o l l ec tive b e l i e f that t he people of Hackensack believe in their community , c are f or their c ommunity and recogni z e their stake in the community . I And this involvement brings people into the workings of our C ity government , and that proc e s s it s e l f l eads to the solution o f prob l ems we face together . The se solutions need not be complex , they need not be cost ly , they need only the input f rom our res ident s and the attention and t ime of the City Council and administration . This evening we have introduced two separate ordinanc e s . Neither one i s particularly complex . Neither one c o s t s our taxpayer s a c ent . But both should enhance the quality of l i f e o f our c ommunity . For as l ong as most o f us can remember we ' ve been troubled by the f act that , while, we know our street sweepers are out there working , there were s t i l l areas which j ust never looked c l ean . The prob l em - unl imited' 'on-s treet parking . Our sweepers could not get near the c urb s . The solution: A comprehens ive plan to c reate a sma l l b lock of t ime each week when , with as l ittle inconvenienc e to the res ident s and bus ine s ses as pos s ib l e , the cars must be removed and the sweepers provided acc e s s . Tired of those free papers and c irculars springing up on l awn s and driveways l ike dandelions year round? I nstant eye sores c reated by a toss f rom a car window . Wel l , we ' re not going to take away someone ' s right to adverti s e or earn a l iving , but after f inal I pas sage , those folks are going to have to get out of their c ars and p l ac e thes e c irculars by the f ront door - that ' s not unre as onabl e , that ' s re spect for the people of this community . Hackensac k ' s peop l e . People who care f or their community , speak up and help provide the solutions to the chal lenges we f ac e togethe r . W e a r e your team and you are a part of ours . " Mayor Z isa : " E ac h of the members of Counc i l o f f ered poignant ins ight s into the be lief s we hold in common with each other and , I bel i eve , with each o f you . Roger Mattei spoke o f teamwork and open '3 1 d i s cu s s ion ; Je sus Galvi s shared his thoughts about our c ommitment to practice the ' Politics of Inclus ion ' ; Juanita Tramme l l spoke about open , hone s t , and acc e s s ib l e government ; Mark S t e i n discus sed community involvement and f inding prac t ic a l solutions to the chall enges that we f ac e as a c ommunity . I c ou l d not , nor would I try , to point to any one component of t h i s mi x and qua l i fy it in order o f importance . Frankly , to my mind , they are a l l o f equal we ight and signif icanc e . Yet , i f you l i stened closely to the words expres s ed , there i s an imp l ic it theme t hat runs through eac h - devotion to and l ove o f our great c ommunity . That ' s what serving on the Hackensack City Counc i l has been I about , and should always be about . This C ounc i l , this team , this group has , from the beginning , ' had only one agenda , and its not been hidden - in f act , it ' s quite s traight forward . Our agenda ? ' How can we make our beloved City , our community , a better plac e to l ive and work ? ' This i s what we , as a team , hold in common . And in s ome ways there ' s an anal ogy between what we do here and what we have experienced as parents . That certain l ove , devotion and recognition of t he need to protect and de fe nd . We try t o gu ide the c ours e of our C ity as a parent guide s the growth o f a child . We put our best e f f ort s into the we l l -being of our community . Thi s , too , i s a respon s ib i lity akin to parenting . And s ometime s , j u st as when your child f ac e s wrong or peri l , we mu s t speak up for , de f end , or f ight for this community . Becau s e i f you are not wi l l ing to stand up for the ben e f it and we l l -being o f the C ity of Hackensac k , then you have ab solute ly no busine s s s itting up here as a member of Counc i l . This Counc i l , this admini stration , has proven that it be l ongs I here . We h ave f ought f or you and , when nec e s s ary , we will continue to f i ght for you . We are at a point in time in our City ' s history when the actions we take , the policies we e stab l i sh , the deci s ions we make , wi l l set the tone and the direction of our community as it enters the 2 1 st ce ntury . And I say to you on beha l f of each member o f Counc i l - you again have e ntrusted these positions to us - for this we are honored and grateful . For our part , we pledge to continue to bring to these pos itions : our e nthu s i asm, our abi l ity to work together as a team , our. determinat ion t o make our c ommunity a better p l ac e t o l ive and work , and the u l t imate impetus that wi l l always motivate and drive us f orward - our l ove f or th is community .
