The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Tuesday, October 3, 2023 at 8:05 p.m. Mayor Labrosse called the meeting to order and the Deputy City Clerk announced that the meeting was being held in accordance with the Sunshine Law, notice having been published according to law, with a copy on file in the City Clerk’s office, and a copy posted on the bulletin board in City Hall. Attendance Ms. Saabye called the roll: Mayor Labrosse, Deputy Mayor Canestrino, Councilman Battaglia, Councilwoman Von Rudenborg and Councilman Carroll were present. City Manager Vincent Caruso was present. City Attorney Steve Kleinman was present. City Clerk Deborah Karlsson was absent. Deputy City Clerk Allison Saabye was present. Flag Salute Proclamations and Presentations – Breast Cancer Awareness Month Approval of Minutes – A motion to approve the Special Meeting minutes of September 10, 2023 and Executive, C.O.W., and Regular Meeting Minutes from September 19, 2023 was offered by Deputy Mayor Canestrino, seconded by Councilman Battaglia and approved by Deputy Mayor Canestrino, Councilwoman Von Rudenborg, Councilman Battaglia, and Councilman Carroll. Mayor Labrosse abstained. City Manager’s Report The City in partnership with the Main Street Business Alliance is preparing for Hackensacktoberfest on October 14th at 1PM in Atlantic Street Park. Come join us for beer, food, fun, and entertainment. Please sign the petition to reduce air traffic noise on the route to Teterboro Airport. The petition can be found on our website, Facebook, and though Nixle. Every signature counts. Reminder that we have many new and upcoming programs at our Recreation Center. Sign on to our Recreation page to view our programs and open registration opportunities. Details have been posted for our upcoming children’s Halloween party and our annual pumpkin carving contest. Congratulations to several members of our Police and Fire Departments receiving distinguished service awards which will be given out tomorrow night at the 200 Club Valor Awards Dinner. On behalf of the Mayor and Council we would like to congratulate Chief Thomas Freeman on his 40 years of service to the Hackensack Fire Department. Our utmost gratitude to the Chief for his exemplary service and best wishes for a happy and healthy retirement. Motion offered by Deputy Mayor Canestrino and seconded by Councilman Battaglia that there be a public hearing. BE IT RESOLVED by the City Council of the City of Hackensack, County of Bergen and State of New Jersey, that Ordinance No. 38-2023 has passed its second and final reading and is hereby adopted. CITY OF HACKENSACK ORDINANCE NO. 38-2023 AN ORDINANCE TO AMEND CHAPTER 127 OF THE CODE OF THE CITY OF HACKENSACK, “PRIVATE PROPERTY, PARKING ON” WITH RESPECT TO REQUIREMENTS AND PROCEDURES FOR THE TOWING OF UNAUTHORIZED VEHICLES FROM PRIVATE PROPERTY WHEREAS, N.J.S.A. 40:48-2.49 provides that a municipality may regulate, by ordinance, the removal of motor vehicles from private or public property by operators engaged in such practice, including notice requirements prior to the initiation of a tow; and, WHEREAS, Chapter 127 of the Code of the City of Hackensack (“Code”) establishes regulations relating to parking on private property, which in pertinent part have not been updated since 1952 and as such have not kept pace with regulatory developments on the state level; and, WHEREAS, Chapter 159 of the Code, “Towers and Wreckers,” governs the requirements for the City’s official towers but is inapplicable to private towing services; and, WHEREAS, a question has arisen regarding the procedures to be followed regarding the removal of unauthorized vehicles from private property, and upon recommendation of the City’s professionals, the Council wishes to amend Chapter 127 of the Code in order to address this concern. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HACKENSACK, as follows: Section 1: Chapter 127 of the Code of the City of Hackensack (“Code”) is hereby amended as follows [additions by underline, deletions by strikethrough]: § 127-1 Parking on posted private property prohibited. It shall be unlawful for any person to park or leave standing any vehicle on lands of another, whether publicly or privately owned, in the City of Hackensack, after notice has been posted as hereinafter provided by the owner, occupant, lessee or licensee prohibiting such parking. Nothing herein contained shall apply to any lands lying within the bounds of any public street or highway. § 127-2 Posting of signs. 10/03/2023 2 Suitable signs not less than 18 inches by 24 inches bearing the words "No Parking," together with any qualifications or restrictions on such parking, if any, and conspicuously displayed, shall be posted on said lands by the owner, occupant, lessee or licensee, thereof where this chapter is effective. Defacing, tampering with or damaging such signs when posted shall constitute a violation of this chapter. § 127-3 Requirements for removal of unauthorized vehicles from private property. If any person shall park or leave unattended a vehicle on private property without the consent of the owner or other person in control or possession of the property or for a period in excess of that for which consent was given, in violation of N.J.S.A. 39:4-56.6 and/or § 127-1, the owner or other person in control or possession of the property may authorize the Hackensack Police Department to enter onto said property for the purpose of issuing a summons for such violation pursuant to N.J.S.A. 39:4-56.7 and/or § 127-1. The owner or other person in control or possession of the property may also cause the vehicle to be removed from the property whether or not a summons is issued pursuant to N.J.S.A. 39:4- 56.6 and/or § 127-1 using a private towing service. In such instance, the owner or other person in control or possession of the property shall strictly follow the procedures established in the Predatory Towing Act, N.J.S.A. 56:13-13, and prior to initiating the removal, shall contact the Hackensack Police Department via its non-emergency telephone line (201) 646-7777 to advise of the reason of the towing, the make and license plate number of the vehicle along with the Vehicle Identification Number if it can be determined from a visual inspection, the name and address of the vehicle owner if known, and the name and address of the tower and the address or location to where the vehicle will be towed and stored. This information shall be provided personally by the owner or other person in control or possession of the property, and not by the tower. The Hackensack Police Department for a legitimate law enforcement reason may direct that the vehicle not be removed until the law enforcement concern can be addressed. In the event of emergency or disablement of the vehicle, the owner or operator thereof shall first be given a reasonable opportunity to effectuate the expeditious removal of the vehicle before it may be towed. § 127-3 § 127-4 Restricted parking for the handicapped. A. Definitions. As used in this chapter, the following terms shall have the following meanings: PHYSICAL HANDICAP A physical impairment which confines a person to a wheelchair, causes a person to walk with difficulty or insecurity, affects the sight or hearing to the extent that a person functioning in public areas is insecure or exposed to danger, causes faulty coordination or reduces mobility, flexibility, coordination and perception to the extent that facilities are needed to provide for the safety of that person. B. Powers. From and after the effective date of this chapter, any person, partnership, association or corporation owning, leasing or occupying property as hereinafter provided, may establish restricted parking spaces for physically handicapped persons. Nothing herein contained shall apply to any lands lying within the bounds of any public street or highway. C. Parking in areas designated for the handicapped prohibited. No person shall park a vehicle on privately owned property in areas designated and marked as being set aside for the physically handicapped unless said vehicle shall have affixed thereto appropriate identification issued by the Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205. Parking in a designated area without the aforesaid vehicle identification shall create a rebuttable presumption that use of the space was not for the physically handicapped. D. Construction, location and notice. Each space or group of spaces shall be identified with a clearly visible sign not less than 18 inches by 24 inches displaying the International Symbol of Access along with the following words: "This space reserved for the physically handicapped only." Guidelines for the location and construction of areas so restricted shall, wherever practicable, incorporate the standards set forth in Chapter 170 of the Code of the City of Hackensack entitled "Vehicles and Traffic" at § 170-49.2, entitled "Parking for the handicapped." 10/03/2023 3 E. Vehicles illegally parked; complaint; towing. any vehicle not displaying the proper identification or which is otherwise illegally parked in an area designated for the physically handicapped only shall, upon request and a signed complaint by the owner, lessee or occupant of the property, be issued a summons. The person illegally parked may be towed upon request and a signed complaint of the owner, lessee or occupant of the property. Towing of a vehicle on private property shall be the sole responsibility of the owner, lessee or occupant. Whenever a vehicle is towed from private property, the Hackensack Police Department shall be notified as to the reason of the towing, the year, make and license plate number of the vehicle along with the Vehicle Identification Number if it can be determined, the name and address of the owner if known, and the name and address of the tower and the address or location to where the vehicle was towed. Upon payment to the tower of a reasonable cost for towing and storage, the owner or operator may redeem the vehicle. § 127-4 § 127-5 Violations and penalties. Any person convicted of a violation of a provision of this chapter or any supplement thereto shall be subject to the penalties established by § 1-15 of the Code of the City of Hackensack to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days' community service on such terms and in such form as the court shall deem appropriate, or any combination thereof. Section 2: Repeal of Inconsistent Provisions. All ordinances or parts thereof in conflict or inconsistent with this Ordinance are hereby repealed, but only however, to the extent of such conflict or inconsistency, it being the legislative intent that all ordinances or part of ordinances now existing or in effect unless the same being conflict or inconsistent with any provision of this Ordinance shall remain in effect. Section 3: Severability. The provisions of this Ordinance are declared to be severable and if any section, subsection, sentence, clause or phrase thereof for any reason is held to be invalid or unconstitutional by a court of competent jurisdiction, such decision shall not affect the validity of the remaining sections, subsections, sentences, clauses and phrases of this Ordinance, but shall remain in effect; it being the legislative intent this Ordinance shall stand notwithstanding the invalidity of any part. Section 4: Codification. This Ordinance shall be a part of the Code of the City of Hackensack as though codified and fully set forth therein. The City Clerk shall have this ordinance codified and incorporated in the official copies of the Code. The City Clerk and the City Attorney are authorized and directed to change any Chapter, Article and/or Section number of the Code of the City of Hackensack in the event that the codification of this Ordinance reveals that there is a conflict between the numbers and the existing Code, and in order to avoid confusion and possible accidental repealers of existing provisions not intended to be repealed. Section 5: This Ordinance shall take effect upon passage, adoption, and publication in the manner prescribed by law. CITY OF HACKENSACK ORDINANCE NO. 41-2023 AN ORDINANCE TO AMEND CHAPTER 170 OF THE CODE OF THE CITY OF HACKENSACK, “VEHICLES AND TRAFFIC,” TO ADD A NEW HANDICAPPED PARKING SPACE IN SECTION 49.2, “PARKING FOR THE HANDICAPPED.” (387 SECOND STREET) WHEREAS, pursuant to N.J.S.A. 40:48-2, the governing body of a municipality may make, amend, repeal, and enforce such other ordinances, regulations, rules and by-laws not contrary to the laws of this state or of the United States, as it may deem necessary and proper for the good of government, order and protection of person and property, and for the preservation of the public health, safety and welfare of the municipality and its inhabitants, and as may be necessary to carry into effect the powers and duties conferred and imposed by this subtitle, or by any law; and, WHEREAS, the City Council of the City of Hackensack wishes to amend Chapter 170 of the Code of the City of Hackensack, entitled “Vehicles and Traffic,” to add a new handicapped parking space to Section 49.2, entitled “Parking for the Handicapped;” and, WHEREAS, the Hackensack Police Department and the City Engineer have investigated the matter and have determined that adding such handicapped parking spaces will not significantly impact on-street parking, nor will it affect traffic flow. WHEREAS, the City Council finds it is in the City’s best interest to take this action. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HACKENSACK, as follows: Section 1: Chapter 170, Section 49.2 of the Code of the City of Hackensack is hereby amended as follows [additions by underline] §170-49.2. Parking for the handicapped. E. Designation of parking areas. In accordance with this chapter, the following location(s) shall provide parking for the physically handicapped: Parking Lot or Street Side Location/Number of Handicapped Spaces Second Street West From a point 24 feet north of the northwest curb line apex of Second Street and Stanley Place to a point 22 feet north thereof/1 Section 2: 10/03/2023 5 All other provisions of Chapter 170, Section 49.2 of the Code of the City of Hackensack shall remain unchanged. Section 3: Repeal of Inconsistent Provisions. All ordinances or parts thereof in conflict or inconsistent with this Ordinance are hereby repealed, but only however, to the extent of such conflict or inconsistency, it being the legislative intent that all ordinances or part of ordinances now existing or in effect unless the same being conflict or inconsistent with any provision of this Ordinance shall remain in effect. CITY OF HACKENSACK ORDINANCE NO. 42-2023 10/03/2023 6 ORDINANCE AMENDING AND RESTATING ORDINANCE NO. 35-2023 SOLELY AS TO THE ESTABLISHED FAIR MARKET VALUE FOR BLOCK 315, LOT 24 (271 MAIN STREET) IN THE CITY OF HACKENSACK WHEREAS, pursuant to N.J.S.A. 40A:12A-8(c), the governing body is authorized to acquire, by condemnation, any land or building which is necessary for a redevelopment project pursuant to the provisions of the Eminent Domain Act, N.J.S.A. 20:3-1, et seq. provided that the land or building is located within a condemnation redevelopment area; and WHEREAS, on September 5, 2023, pursuant to Ordinance No. 35-2023, the governing body of the City of Hackensack (the “City”) established the fair market value for Block 315, Lot 24 (271 Main Street) on the official tax map of the City and authorized its acquisition by purchase or eminent domain for the purpose of redevelopment, including a public parking garage; and WHEREAS, a typographical error was thereafter discovered in the data giving rise to Ordinance No. 35-2023 as regards Block 315, Lot 24 requiring amendment of Ordinance No. 35-2023 to correct solely the fair market value established for Block 315, Lot 24; and WHEREAS, Block 315, Lot 24 has been appraised by McNerney & Associates, Inc. (the “Appraiser”) to have a fair market value of $785,000. NOW, THEREFORE, BE IT ORDAINED, by the governing body of the City of Hackensack in the County of Bergen, State of New Jersey that: 1. Ordinance No. 35-2023 adopted by the governing body of the City of Hackensack on September 5, 2023 is hereby amended and restated solely with regard to the fair market value established for Block 315, Lot 24. 2. The governing body of the City of Hackensack accepts the $785,000 valuation set by the Appraiser for Block 315, Lot 24 as having been performed in a competent manner and in accordance with applicable laws and as establishing the fair market value of Block 315, Lot 24. CITY OF HACKENSACK ORDINANCE NO. 43-2023 AN ORDINANCE AMENDING CHAPTER 170 OF THE CODE OF THE CITY OF HACKENSACK, “VEHICLES AND TRAFFIC,” TO AMEND “GENERAL PARKING REGULATIONS” IN SECTION 170-6 WHEREAS, pursuant to N.J.S.A. 40:48-2, the governing body of a municipality may make, amend, repeal, and enforce such other ordinances, regulations, rules and by-laws not contrary to the laws of this state or of the United States, as it may deem necessary and proper for the good of government, order and protection of person and property, and for the preservation of the public health, safety and welfare of the municipality and its inhabitants, and as may be necessary to carry into effect the powers and duties conferred and imposed by this subtitle, or by any law; and, WHEREAS, the City Council of the City of Hackensack wishes to amend Chapter 170 of the Code of the City of Hackensack, entitled “Vehicles and Traffic,” to amend section 170-6 “General Parking Regulations;” and, WHEREAS, the City Council finds it is in the City’s best interest to take this action to further clarify and regulate parking in public parks. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HACKENSACK, as follows: Section 1: Chapter 170, Article II “Parking” of the Code of the City of Hackensack is hereby amended as follows [additions by underline] §170-6 General Parking Regulations. A. No person shall park, permit the parking of or leave unattended any vehicle in any of the following places or positions: (1) In or upon public parks or playgrounds except, during daylight hours, while utilizing the park or playground for authorized City recreational purposes during established hours of operation, in parking spaces designated and appropriately marked by the Police Department City. (2) – (4) UNCHANGED. Section 2: All other provisions of Chapter 170 of the Code of the City of Hackensack shall remain unchanged. Section 3: Repeal of Inconsistent Provisions. All ordinances or parts thereof in conflict or inconsistent with this Ordinance are hereby repealed, but only however, to the extent of such conflict or inconsistency, it being the legislative intent that all ordinances or part of ordinances now existing or in effect unless the same being conflict or inconsistent with any provision of this Ordinance shall remain in effect. The cost of removal of any such snow, ice, grass, weeds or impediments from any sidewalk, gutter or public highway by the municipality shall be certified to the governing body of the municipality by the officer in charge thereof; and WHEREAS, by or under the direction of an officer or code enforcement officer of the municipality, such officer or code enforcement officer shall certify the above costs thereof to the governing body, which shall examine the certificate, and if found correct, shall cause the cost as shown thereon to be charged against said dwelling or lands; the amount so charged shall forthwith become a lien upon such dwelling or lands and shall be added to and become and form part of the taxes next to be assessed and levied upon such dwelling or lands, the same to bear interest at the same rate as taxes and shall be collected and enforced by the same officers and in the same manner as taxes; and WHEREAS, the City of Hackensack has maintained the following properties by providing the removal of trash, weeds, tree debris, grass and lawn maintenance to the said properties: August 2023 359 Main Street Block 408, Lot 1 $ 1,900.00 755 Main Street Block 522, Lot 1.03 $925.00 Grand Total $2,825.00 NOW, THEREFORE BE IT RESOLVED, by the Governing Body of the City of Hackensack that the above charges are certified to the Municipal Tax Collector, Elisa Coccia, and she is authorized to convert the above charges to become a lien upon such lands. Council Intr Secon Abstai Absen Recuse Member o d Yes No n t d Von Rudenborg X Deputy Mayor Canestrino X X Battaglia X X Carroll X Mayor Labrosse X CITY OF HACKENSACK RESOLUTION NO. 375-23 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HACKENSACK CANCELLING AUTHORIZATION OF TAX COLLECTOR TO CONVERT CHARGES TO PROPERTY LIENS AS PER N.J.S.A. 40:48-2.14 (307 ELM) WHEREAS, in September 2022, the City of Hackensack, in accordance with applicable provisions of New Jersey law and the Code of the City of Hackensack, conducted various property maintenance on private property located at Block 613, 10/03/2023 12 Lot 17 on the City’s Tax Map (307 Elm Avenue) and incurred a cost of $2,200 to perform said maintenance; and, WHEREAS, on December 6, 2022, following non-payment of the $2,200 charge by the property owner for the property maintenance performed by the City at 307 Elm Avenue, the City Council adopted Resolution 502-22, which authorized the Tax Collector to convert the $2,200 charge to a lien against the property as per N.J.S.A 40:48-2.14; and, WHEREAS, no lien has yet been imposed on the property; and, WHEREAS, the property owner, NJ Elm LLC, thereafter filed a lawsuit against the City in the Superior Court of New Jersey, Bergen County, challenging the City’s authority to impose a lien on the property on various grounds, and further contested the amount of the charge imposed by the City; and, WHEREAS, the City removed the lawsuit to the United States District Court for the District of New Jersey; and, WHEREAS, the City thereafter entered into negotiations with the property owner, resulting in a settlement of the dispute in which NJ Elm LLC has agreed to pay $1,200 rather than the originally imposed charge of $2,200; and, WHEREAS, NJ Elm LLC has fulfilled its obligations under the settlement, meaning that the dispute has been fully and finally resolved, and the City wishes to cancel the authorization previously issued to the Tax Collector to impose a lien on the property. NOW, THEREFORE BE IT RESOLVED, by the Mayor and Council of the City of Hackensack, in the County of Bergen, State of New Jersey as follows: 1. The above recitals are hereby incorporated as if restated herein in full. 2. The Mayor and Council of the City of Hackensack find and determine that it is in the best interests of the City to cancel the authorization previously issued to the Tax Collector pursuant to Resolution 502-22 to convert the charge for property maintenance at 307 Elm Avenue to a lien as the matter has now been fully and finally resolved. 3. As provided in the settlement agreement between the City and NJ Elm LLC, the Tax Collector is authorized to cancel the remaining balance of $1,000 from the original charge of $2,200, along with any other interest or charges that may have been imposed. 4. The City Manager, City Attorney, and Tax Collector are authorized and directed to take all necessary and appropriate action to effectuate the intent and purposes of this Resolution. 5. (the “Act”) promotes the broad use of shared services as a technique to reduce local expenses funded by property taxpayers; and, WHEREAS, the Act allows for any local unit to enter into an agreement with any other local unit or units to provide or receive any services that each local unit participating in the agreement is empowered to provide or receive within its own jurisdiction, which includes the services contemplated in this Resolution; and, WHEREAS, the parties have prepared a revised and updated Agreement to authorize the City to continue to provide the services contemplated by this Resolution, a copy of which is attached hereto; and, WHEREAS, the Agreement has been reviewed and approved by the City Attorney, and the City Council finds the terms of the Agreement to be fair and reasonable; and, WHEREAS, pursuant to N.J.S.A. 40A:65-5, this Agreement shall become effective upon the adoption of appropriate resolutions by all the parties thereto, and execution of agreements authorized thereunder as set forth in the agreement. Rich Cerbo – There is so much to talk about and we only get a few minutes which is ridiculous and you know it. You are running business here and no one has a say. This empty room is a reflection of you, not anyone else. Last meeting Kathy was going on about air traffic grandstanding to the limit and it was too much. There are 10/03/2023 18 things on the ground you need to address before air traffic. The traffic on streets is ridiculous. Other things… in the last issue in the Chronicle there was a letter printed in large print, and it was by Mr. Lombardo praising you all. I call and complained that it was an advertisement for the Council in large print as a letter signed by Mr. Lombardo because all his property is increasing in value. Every corner there is a building going up and it is ridiculous. Like I said a while ago, give me a 25-year tax deferment and I will build a building. That is how ridiculous this has become and building everywhere for what? Taxes haven’t gone down, they went up. why not a break to homeowners? let us use the city tree service to cut our trees instead of paying thousands of dollars or give us tax breaks for fixing our windows but you are giving everything to big developers. Why can’t we get some handouts to homeowners? I want a figure on what the tax total has been on our house since it was born to this City. We moved in there in 1959 and would love to know the total of taxes since then to now and what the City has bought in from it. Mayor Labrosse responded – I moved in 1979 and my taxes were 1,200 a year and it is now 2023 and I pay a little over 11,000 in taxes so 1,200 to almost 12,000 from 1979 to now. But over the last three years not including this year, there were no increases to my property taxes and any increases there were, were not based on the tax levy unless your school or county tax went up or you did something in the house and it was assessed an increase. I am proud of that and the Council did a great job on that with the tax assessor and tax collector. I think it has been well managed and I disagree with you, the developers are paying tremendous amounts, just because you don’t see it in your wallet, it is saving money that would be coming out of your wallet. The City infrastructure work is over 40 million alone and that is being paid for by developers. The 33-million-dollar tax appeal that we got, is just about done and that is almost paid off but without development that wouldn’t happen. That would mean your taxes would go up to pay that 33 million or the 40 million sewer separation. That is 73 million we would have to make up for in taxes in a budget that is only 110 million dollars. The money is coming in and going places, we put it back into the City because it has been neglected for years, parks, sewers, streets, etc. No one else wished to speak. A motion to close the meeting to the public was offered by Deputy Mayor Canestrino and seconded by Councilman Battaglia. Council Comment Councilwoman Von Rudenborg – The weather is getting cool but we have great events coming up Octoberfest as well as some fun events for the kids at the Rec Center. There is the Halloween party as well as the pumpkin carving contest. Congratulations to Chief Freeman for his service and on his retirement as well as to the Police and Fire members being honored tomorrow night. Have a good night. Deputy Mayor Canestrino – A few things on the agenda tonight. Two things for redevelopment, one about the designation of 111 Essex which is a potential project that would be 100 percent affordable so we will do the research and continue exploration of that. The second is 299 Main which is under construction and approved years ago. It is the corner of Main and Berry towards Camden. One piece of property was not included which is a law office and now is included. We noticed parking in some parks in off hours so there is a change on there for parking only if utilizing the parks. Folks should be aware so when this changes you will be ticketed in the parks if you are not there for the parks. The Main Street Alliance sponsored Dinner Under the Stars which I attended. It was a lovely event at Atlantic Street Park. They are doing it to feature different restaurants. The restaurant was Noches de Columbia who provided all the food and service to about 100 people and we got so many compliments. The park looked beautiful; everyone did a wonderful job. We are looking to do more of these things. Mr. Cerbo, I am 10/03/2023 19 going to grandstand, but the petition for planes is on the website and there was an article in today’s Record about the petition and the spin-off group that created it which I have worked closely with. It is a problem for many people and people suffer from the noise and air pollution. Anyone who wants to sign it to push for the alternate flight path, go on the city website. We appreciate the participation. Congratulations to Chief Freeman, 40 years with the Hackensack Fire Department. Tomorrow many of us are going to celebrate the awards that our Fire and Police will be given for outstanding service. We are proud of all those departments and all of our city workers. We will be glad to be there. Thanks, and have a good evening. Councilman Battaglia – My condolences to the Montgomery family. Congratulations to Chief Freeman. I wish he enjoys his retirement. We continue working with the City Manager on the problem with e-bikes and mopeds on the sidewalks in the City. The speeding in the City continues. The City Manager is working on table bumps for Fairmount Avenue. Next week we will have meeting to find a location for table bumps. The paving continues. The improvement of parks continues. I had a meeting last week and we got the final design for the admin building for Johnson Park so the bid will be soon. Thank you. Councilman Carroll – Congratulations to Chief Freeman. I wish him well in retirement. Again, to the Montgomery family, my sympathy. As for the parks and recreation going on, I am pleased with the progress made. We are starting to move in positive a direction and a lot of things not just started but working forward towards completion. Good evening and God bless. Mayor Labrosse – Congratulations to Chief Freeman on 40 years of service with the Hackensack Fire Department, many as our Chief. Just so people know there has been a Freeman in the Fire Department since 1936. There have been three generations: grandfather who was captain, father who was Chief and Tom was Chief as well. That is 87 years and quite an accomplishment. This Sunday at 10 o’clock in Columbus Park is the Columbus Day ceremony. Come down, it is a nice event and we will recognize the citizen of the year for Unico. My condolences to the family of Marcus Montgomery. He played ball for me years ago. A young man 41 years old passed away way too early. My condolences to the family. We are praying for you. Another hot item, we are all familiar with 125 Willow and on the 27th of September it was granted a license as a CSLR allowing 6 people to use it as recovery housing. We are looking at several routes to move forward with this and some decisions will be made. I am not going into detail about the legal part of this. I am going to ask the public to keep their ears and eyes open and let us know if anyone is breaking the law or doing something wrong to bring it to our attention. With that, we are on top of this. We are watching and we’re waiting to see what happens and now it happened so it is up to us make our next decision which will be happening soon.
