Meeting Minutes from Wednesday, November 12th, 2025 Virtual Zoom Meeting
1.0 CALL TO ORDER- The meeting was called to order by Kelly Davidson at 7:04PM. Roll
Call: Present: Dennis Garvin, Jillian Theobald, and Mike Jansen. Excused: Barbara Zacher.
2.0 PUBLIC COMMENT: None.
3.0 APPROVAL OF MINUTES: Kelly Davidson motioned none available: since there are no
previous meeting minutes on record; therefore, today’s meeting served as the new starting
point.
4.0 REPORTS:
a. Health Officer Introduction/Update
Kelly Davidson introduced herself as the new health officer. She previously worked in
maternal child health as a nurse in the hospital setting transitioned to public health three
years ago at the Hales Corners Health Department.
Jillian Theobald introduced herself as the Medical Advisor. She shared her background as
an emergency physician and medical advisor at the Wisconsin Poison Center. Jillian has
served as the Medical Advisor for Hales Corners for six years and is passionate about
public health, particularly lead poisoning prevention.
Mike Jansen introduced himself. He has worked with the Board of Health for Hales
Corners for over 20 years. He worked in healthcare, specifically in orthopedics, and
currently works with medical sales of respiratory equipment. Mike is a resident of Hales
Corners.
Dennis Garvin introduced himself. He has worked for the Board of Health for over 20
years, is a Hales Corners resident, retired from the military, received his Nurse
Practitioner license, and worked in Dermatology. He recently retired from dermatology.
Health Department Updates: Kelly discussed current department hours and staffing
challenges. She noted challenges with staffing changes but expressed optimism for
increased staffing in 2027.
Work over the last few months focused on NARCAN distribution and dissemination.
- Discussed a grant with Community Advocates that supported this work.
- Discussed National Night Out, where Drug Deactivation units were distributed.
- Provided new NARCAN and refresher training for local schools and churches and their
staff.
Free Children’s Flu Clinic — October 14th. Held in partnership with Greendale Health
Department. Free flu shots were provided to children in both Greendale and Hales
Corners. A total of 110 doses were given. Successful event.
Local mental health resources were provided to Lions Club for their October 28th
meeting at Double D’s.
Immunization guidance and communicable disease information were provided to local
schools.
A newsletter was distributed to schools.
The Hales Corners Health Department attended Family Engagement Night at Hales
Corners Elementary, providing interactive activities and resources for physical and
mental health.
Exploration began into a local pantry with Hales Corners Library and potential SNAP
benefits.
b. 140 Review
The department completed the 140 review with the State on November 4th.
The review went well. The Health Officer and Environmental Health Specialist
participated.
The Office of Policy and Practice Alignment (OPPA) within the Division of Public
Health conducted the review.
Gaps in operations were identified, including a lack of translation services. The
department is exploring additional staff training opportunities.
c. DATCP Assessment
Wisconsin DATCP assessment and standardization maintenance exercise occurred on
September 10th.
The department passed with minimal agreements.
A complete review of the food/recreation program was conducted, and a close-out
meeting was scheduled for November 20th.
d. Community Health Assessment 2026
The Community Health Assessment (CHA) process is underway, with a goal to publish a
report by the end of next year.
The last CHA was conducted in 2020 and reported in 2021.
Jillian stated that work on the last CHA process was shared via email, including a QR
code that received 403 responses.
This step is important in developing the next Community Health Improvement Project
(CHIP) for the 2028–2032 cycle.
e. Environmental Report
A new restaurant opened on April 11th: Soban Korean Eatery, located at 5730 S 108th
Street.
The Department of Safety and Professional Services mitigated body art licensing and
inspections into a cloud-based system. Food licensing and inspections will eventually
move into a cloud-based system. No date has been set for the transition.
Inspections were completed for the 4th of July parade and St. Mary’s festival.
China light vendors were inspected and licensed.
Fall school lunch kitchen inspections were completed in September and October.
The department worked with local jurisdictions during Milwaukee flooding, providing
flood clean-up kits and assisting FEMA for Zone D health departments on October 18th
and 19th at Greendale safety center.
An increase in well-water related calls was noted. Referrals for private well testing were
provided.
Questions:
Dennis inquired about the status of the 140 review. Kelly expects to hear back from
OPPA in approximately five weeks.
The group discussed water testing and the Hales Happiness well conversion.
Kelly is currently exploring options for obtaining free or low-cost water testing kits in
collaboration with the Wisconsin State Lab of Hygiene.
5.0 NEXT MEETING DATE:
Next meeting Scheduled for Wednesday, February 11th at 7PM.
The group confirmed that Zoom meetings worked well for them and agreed to meet February
11th 2026.
6.0 ADJOURNMENT:
Dennis Garvin motioned to adjourn at 7:35 PM.
Jillian Theobald seconded.
