Meeting Minutes from Wednesday, February 11th, 2026 Virtual Zoom Meeting
1.0 CALL TO ORDER- The meeting was called to order by Kelly Davidson at 7:03PM. Roll
Call: Present: Dennis Garvin, Barbara Zacher, Jeff Chesney Excused: Jillian Theobald, Mike
Jansen
2.0 PUBLIC COMMENT: None.
3.0 APPROVAL OF MINUTES: Motion to approve meeting minutes made by Dennis Garvin.
Second by Barbara Zacher. Motion carried.
4.0 REPORTS:
a. Health Department Updates:
Kelly provided general department updates and discussed the department’s continued
operation with limited staffing. The department continues functioning as a Level I Health
Department following recent recertification review findings, with strengths identified in
quality improvement and community involvement. Workforce capacity remains an area
for continued improvement.
Updates were provided regarding immunization guidance and changes to vaccine
recommendations. The department continues providing education and reminder
communications to schools and families regarding recommended immunizations.
Kelly reported an increase in measles cases in surrounding areas and continued
monitoring of communicable disease trends. Influenza activity has decreased while
COVID-19 cases have shown a slight increase.
The department continues monitoring the norovirus outbreak at Hales Corners Complete
Care. Kelly reported that cases had increased among both residents and staff members,
and the department continues providing education and guidance to the facility.
Discussion occurred regarding Board of Health membership requirements, including
residency requirements for members residing within the Village of Hales Corners.
Kelly noted that elections for Board Chairperson and Vice Chairperson would occur at
the next meeting and continue annually moving forward.
Quarterly reporting procedures and timelines were reviewed with the Board.
b. Community Health Assessment
Kelly provided updates regarding the Community Health Assessment survey process.
Survey questions were revised to improve inclusiveness and clarity. The survey is being
finalized through Google Workspace.
The department plans to distribute surveys through local businesses, schools, churches,
the Chamber of Commerce, the Hales Corners Library, community coalitions, and
additional community partners. QR codes and paper copies will be made available to
increase participation.
Discussion occurred regarding strategies to improve community participation and
maintain long-term survey engagement. Potential future steps discussed included data
collection review and possible focus groups.
c. Environmental Health Updates:
Kelly reported that Wisconsin DATCP completed a review of food and recreational
program standards.
Dan completed four swimming pool refresher training sessions through WDATCP,
including pool code and inspections, interlock checklists/templates, policies and
guidelines, and operator recordkeeping/testing requirements.
Routine inspections and HACCP review inspections at local schools were conducted
during January and February.
The Board discussed Wisconsin DATCP updates to lodging establishment code
requirements. As of February, no Airbnb or short-term rental units had been identified in
Hales Corners.
Kelly discussed food inspection complaint follow-up activities. Dan investigated a
complaint regarding Crunch Fitness related to the sauna area. Corrective actions were
implemented. A complaint involving Papa Murphy’s was also investigated; no violations
were identified during inspection.
Discussion also occurred regarding local businesses and ownership changes, including
Krueger’s/Forest Home Pub and the continued closure status of Hale House.
Water project update:
Jeff provided an update regarding the local water project. Main utility connections and
roadway work have been completed, though several individual home hookups remain
pending.

Next Board of Health meeting scheduled for May 13th, 2026 at 7:00PM
