FIRE & POLICE COMMISSION MEETING –Minutes Village of Hales Corners, WI March 11, 2025 5635 S. New Berlin Road President Riemer called the meeting to order at 6:31 PM. 1.0 Roll Call – Present: President Riemer, Commissioners; Mixon, Schwartz and Smyczek. Staff Present: Police Chief Cera and Fire Chief Jaskulski. Absent excused: Commissioner Dzick. Absent: Trustee Liaison Chesney. Audience: Trustee Bennett. 2.0 Approval of Minutes 2.1 February 18, 2025 – Motion (Smyczek/Schwartz) to approve. Motion passed 4-0-1 3.0 General Business 3.1 Chiefs’ Reports 3.1.1 Police Department Report – Cera presented. He publicly thanked Hales Corners Elementary Principal Komas for her cooperation and efforts to make sure the students were safe and Superintendent Reinke for his open communication during the retirement of the school crossing post at 116th and Janesville. He emphasized that the current recruitment process should rectify staffing deficiencies by March 2026. 3.1.2 Fire Department Report – Jaskulski presented. He explained variations in call volume. He highlighted that staff continues to fluctuate; however, replacements are coming in with higher qualifications than those leaving. As a result the Department is operating at the Paramedic service level. Final inspection on the new engine is imminent. Smyczek commented that it is a great idea that staff inspect the new fire engine prior to delivery. Mixon expressed concern for staff safety as the result of some recent crashes. The Chief provided clarification on the incidents and remedial steps. 3.2 Succession Planning 3.2.1 Police Chief Promotional Process – Schedule remains unchanged. 3.2.2 Fire Chief Promotional Process - Riemer advised that the Fire Chief position should be three to four months after the Police Chief process. Mixon advised that Jaskulski provided her a packet of materials for the process. She will disseminate the packet to the other commissioners. 3.3 Action Items 3.3.1 Approval of Interview Questions – A motion was made (Schwartz/Mixon) to approve the interview questions upon the incorporation of edits noted at this meeting. Motion passed 4-0-1. 3.4 Election of Commission Officers 3.4.1 Replacement of President – Riemer advised he will be resigning effective April 1st in anticipation of an appointment to the position of Village Trustee. He also relayed that Commissioner Dzick is aware of this action item and communicated with him that he would not accept a nomination for president. Smyczek nominated Schwartz. No other nominations were made. A motion was made (Smyczek/Mixon) for Schwartz to succeed Riemer as President. Motion passed 3-0-2.
