FIRE & POLICE COMMISSION MEETING –Minutes Village of Hales Corners, WI April 15, 2025 5635 S. New Berlin Road President Schwartz called the meeting to order at 6:30 PM. 1.0 Roll Call – Present: President Schwartz, Commissioners; Dzick, Mixon, Riemer (Trustee Liaison) and Smyczek. Staff Present: Police Chief Cera and Fire Chief Jaskulski. Audience present: Village President Besson and Village Trustee Bennett. 2.0 Approval of Minutes 2.1 March 11, 2025 – Motion (Smyczek/Riemer) to approve. Motion passed 4-0-1 3.0 General Business 3.1 Chiefs’ Reports 3.1.1 Police Department Report – Cera presented. He stated the current recruitment ends May 1st. It resulted in one recommended candidate and two alternates. He explained that the appointment of the recommended candidate will bring staffing to 17 but not have an effect on minimum staffing levels until March 2026. Another recruitment for laterals only will begin as soon as practicable to prefill a scheduled 2026 vacancy. 3.2 Action Item 3.2.1 Appointment of Police Officer – A motion was made (Riemer/Smyczek) to appoint Anthony Harmon to the position of Police Officer, on a date to be determined by the needs of the service and subject to a one year probationary period from the completion of Police Recruit Training. Motion passed 4-0-1 3.3 Succession Planning 3.3.1 Police Chief Promotional Process Interview Questions – All the approved interview questions were reviewed, robustly discussed and 16 final questions discerned. Mixon will promulgate the interview packets for the panelists. 3.3.2 Police Chief Promotional Process Interview Date – September 13th is tentatively scheduled as the preferred date and August 2nd as an alternate. Final determination will be based on the availability of the Village Administrator. 3.3.3 Fire Chief Promotional Process Timeline – Chief Jaskulski indicated an estimate in the latter part of April 2026 would be appropriate for determining the timeline. Riemer advised he will develop the schedule draft accordingly and present at the next meeting. 3.4 Election of Commission Officers 3.4.1 Secretary – Dzick nominated Mixon and Riemer volunteered. A motion was made (Smyczek/Mixon) to appoint Riemer as Secretary until the next regular election of officers. Motion passed 5-0-0. 3.4.2 Vice-President – Dzick volunteered and no nominations were presented. A motion was made (Smyczek/Riemer) to appoint Dzick as Vice-President until the next regular election of officers. Motion passed 5-0-0.
