FIRE & POLICE COMMISSION MEETING –Minutes Village of Hales Corners, WI
May 7, 2025 5635 S. New Berlin Road
President Schwartz called the meeting to order at 6:40 PM.
1.0 Roll Call – Present: Commission President Schwartz, Commissioners; Dzick and Smyczek.
Staff: Police Chief Cera, Fire Chief Jaskulski, Fire Captain Young, Police Lieutenant Jacobi,
Driver Operator - AEMT Malak. Excused Absent: Commissioner Mixon and Trustee Liaison Riemer.
Audience: None.
2.0 General Business
2.1 Action Items
2.1.1 Appointment of Firefighter-Paramedic – Chief Jaskulski provided the commissioners
with a resume and contract materials for Driver Operator - AEMT Malak, candidate for
the position. He also provided an oral update on the recruitment efforts for the position
thus far. A five week recruitment; with more advertising than usual, at a cost of $1200,
resulted in no external applicants. He explained Malak stepped forward and asked to be
considered for the position. This was met with enthusiasm not only by himself but the
rest of the command staff. Chief explained they ordinarily prefer “homegrown” full-
time staff and described Malak as very diligent and possessing skills above his rank
earning him the nickname of “Doctor.” Chief allowed Malak to address the
commission. Malak explained that he has a diverse educational and work background
including the fields of education, emergency services and medicine. He has been a part-
time member of staff since 2018 and would like to continue with the department in a
greater capacity. The proposed promotion would provide personal growth and would
also benefit the department by leveraging the network he’s established through his
current employment at Froedtert to assist with medical direction. Commissioner Dzick
mentioned that Malak’s resume speaks for itself. President Schwartz asked Jaskulski if
he would be able to ensure scheduling flexibility for Malak to maintain his current
employment and this position. Jaskulski replied affirmatively. Commissioner Smyczek
stated he was impressed by the candidate’s qualifications and his demonstrated
enthusiasm. A motion was made (Smyczek/Dzick) to appoint Malak to the position of
Firefighter-Paramedic, effective May 24th, 2025 and subject to a one-year probationary
period. Motion passed 3-0-2.
3.0 Adjournment – Motion (Smyczek/Dzick) to adjourn at 7:00 PM. Motion passed 3-0-2.

Notice is given that - the Commission may enter closed session pursuant to Wis. Stat. 19.85(1)(c), as is required
for considering the employment, promotion, compensation, or performance evaluation data for any public
employee over which the governmental body has jurisdiction or exercises responsibility to discuss the contractual
elements of the recommended candidate, and to re-enter open session at the same place thereafter to act on such
matters as discussed therein as it deems appropriate.
