Main Street, Hallsville, Texas, for the purpose of considering the following agenda items. All agenda items are subject to action. I. Call to Order II. Invocation – The invocation will be given by Mayor Steve Eitelman III. Pledge of Allegiance – The Pledge of Allegiance will be led by Mayor Steve Eitelman IV. Consent Agenda - (All consent agenda items are considered routine by City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember requests an item be removed and considered separately.) 1. Police Department Summary for December 2016 2. Discussion Items 1. Discuss if Hallsville wants a Downtown District. 2. Discuss regarding a second Storm Siren for the City of Hallsville. 3. Discuss the hiring process of the Chief of Police. VI. Items to be Considered 1. Consider and approve Resolution 2017-01 approving SWEPCO’s rate increase. 2. Consider and approve Resolution 2017-02 replacing a member on the Hallsville Park & Recreation Board.  3. Consider and approve Resolution 2017-03 authorizing the submission of an application to the TxCDBG and designating the Mayor to act as the City’s Executive Officer and Authorized Representative for all matters pertaining to the application and committing local match. 4. Consider and approve the Parks Advisory Board to apply for the Hallsville Recreational Trail Grant. 5. Consider and approve the Site Plan Drawings for Alan Stiles Subdivision on Country Club Road. VII. Executive Session Executive Session may be called for the purposes permitted by the Texas Open Meeting Act, Texas Government Code Section 551.001 through Section 551.071, Consultation with Attorney, Section 551.074, Personnel Matters (Appointment, Employment, Evaluation, Reassignment, Duties, Discipline, Dismissal, Complaint). Action if any will be taken in open meeting. VIII.
