BUILDING CODE BOARD O F APPEALS HEARING 6-17-15 1:02 p.m. Members: Herman S. Dorsey, Jr., Laurence Nisley, Sherman Crawley, Alan Bourne, Frank Feagan, Dexter Godfrey Attendees: Sr. Assistant City Attorney, Brandi Law, Deputy Director Steven Shapiro, Property Maintenance Inspector Millette, Steve Mikulic, Summer Intern City Attorney Purpose of Meeting: To Hear Case HOI-IS, Concerning the Property Located at 24 Johnson Road, Mrs. Sandra T. Medrano, Chair, Mr. Dorsey - Requested the roll to be called. The roll was called and he requested Steve Shapiro, to give the background o f the case. Mr. Shapiro - While the previous owner was in j a i l , the property located at 24 Johnson Rd. was sold to Mrs. Medrano on Dec. 22, 2014 as is. It has fallen into serious disrepair. Mr. Shapiro asked i f the Board members had a chance to view the property and the majority answered yes and pictures were shown to those who had not visited the property. Mrs. Medrano - Explained that she did purchase the property, but did not see it prior to the sale. When she did visit the property she saw that there was a written notice concerning 3 bedrooms, 2 bathrooms in disrepair. M r . Dorsey - Stated to Mrs. Medrano that her appeal is for repairs, Code 105.1 Mr. Bourne - Asked i f Mrs. Medrano i f she was waiting to purchase a permit? Mr. Dorsey - Asked Inspector Millette i f the house was repairable. Insp. Millette - Stated the ceiling has fallen, so he could not enter. The house has been vacant for 9.5 years. Mr. Feagan - Stated to Mrs. Medrano that it will cost a significant amount o f money to repair the property and she could be wasting it. I f she kept the property and demolished it could save her some money. Mr. Bourne - Stated it was a cute house and is fixable, but it w i l l be costly. Mr. Shapiro - Stated the owner can purchase the permits. Mr. Dorsey - Asked i f there was any termite damage. 2 Insp. Millette - Answered that he could not determine. Mr. Feagan - Stated to Mrs. Medrano that i f the house is in a flood zone, the insurance w i l l be costly. Mr. Shapiro - Stated yes, and she would have to raise the house. Mr. Godfrey - Asked i f we agree to give Mrs. Medrano more time to make her decision to demolish or repair, will there be a timeline set up. Insp. Millette - Stated that since Mrs. Medrano is in town, he is willing to meet with her at the property on 6-17-15. Mr. Shapiro - Asked Insp. Millette to make sure Mrs. Medrano is given a list o f all the violations. Atty. L a w - Stated that she had some concern about connection with chosen contractor. After further discussion M r . Dorsey requested a motion. Mr. Bourne - Moved to give Mrs. Medrano 30 days (July 20, 2015) to decide i f she w i l l demolish, or repair the property located at 24 Johnson Rd. and to give Community Development a timeline for the demolition or repair. Mr. Nisley 2"'' the Motion. Unanimous vote carried. New Item of Business - Board By-Laws Atty. L a w - Submitted the members a rough draft o f the By-Laws for the Building Code Board o f Appeals. Mr. Dorsey - Suggested that they be reviewed and determined by the next hearing, July 20, 2015. Mr. Godfrey and M r . Crawley - Asked what was the necessity o f By-Laws. Atty. L a w - Stated the By-Laws are needed for continuity. 3 Mr. Bourne - Requested that we have I fixed day at 1:00 p.m. Mr. Dorsey - Asked how often and suggested once a month and Mr. Shapiro w i l l select the day Mr. Bourne - Moved that our hearings/meetings will take place once per month at 1:00 p.m. and Mr. Shapiro will select the date.
